SUMMARY
This paper presents a summary of proposals that have been submitted (or are expected to be submitted) to the WRC-07 for consideration. It also includes references to the support of the ICAO position.

Agenda item 1.3 / Support to ICAO position / In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated
ICAO position / Accept upgrading of the radiolocation service to primary status in the bands 9000-9200 MHz and 9300-9500 MHz, conditional to any upgrading of the radiolocation service causing no harmful interference to the (aeronautical) radionavigation services and no protection is required to radiolocation service from the (aeronautical) radionavigation services.
Sharing of the radionavigation band 9300 – 9500 MHz with EESS and SRS (as extension of the band of 9500 – 9800 MHz) can be considered with the condition that no harmful interference is caused to the aeronautical radionavigation service and no protection is required to the EESS and SRS from radio navigation service.
No change in No. 5.337, 5.427, 5.474 and 5.475. No. 5.476 can be deleted since the date indicated has expired. / For the upgrading of the radiolocation service and the introduction of the EESS/SRS in these bands the protection to the (aeronautical) radionavigation service needs to be established through relevant footnotes.

ICAO position / No sharing of the mobile service (e.g. for IMT – 2000 and beyond) in aeronautical frequency bands listed.
In general ICAO does not support the shared use of spectrum between aeronautical safety services and other non aeronautical services, without relevant studies having been completed that support sharing. All the frequency bands used for aeronautical safety services are already heavily used or planned to be used and do not allow for sharing. Compressing aeronautical assignments into a smaller sub-band is considered not feasible.

ICAO position / To support the allocation of suitable spectrum for non-safety related aeronautical telemetry and associated telecommand systems and applications in the band between 3 – 30 GHz and these allocations made for mobile or aeronautical mobile service, should in principle not be made in bands currently allocated to the aeronautical mobile (R) service, aeronautical radionavigation service or their satellite equivalent. If allocations are made to such bands, and in particular in frequency band 5091 – 5150 MHz, regulatory priority shall be given to these aeronautical safety services.

To support allocation to the aeronautical mobile (R) service in portions of the aeronautical radionavibation service (ARNS) frequency band 960 – 1164 MHz, 5000 – 5010 MHz, 5010 – 5130 MHz and 5091 – 5150 MHz. Compatibility issues for radionavigation services will be addressed through ICAO SARPs. For communication systems, compatibility will be addressed in ITU-R.

Resolution 415:
To support appropriate regulatory measure which recognize that VSAT networks operating in the fixed satellite service can also be used for aeronautical safety applications. This includes provisions for the necessary priorities for aeronautical telecommunications when aeronautical VSAT networks are also being used to provide non-aeronautical telecommunications.
