I. Call to Order

Lt. Colonel Paige called the meeting to order at 1003 hours and subsequently turned the meeting over to Ms. Anderson. The meeting was recorded and the Licensing Specialist of the Professional Licensing Section will maintain the records.

Ms. Anderson informed the Board that Bayside Security Patrol Services, Inc. was using vehicles that were not approved. Notification was sent to them and correspondence was received on 01/15/14 asking for the vehicles in Exhibit A to be approved.

Mr. Habron spoke on behalf of Bayside stating that all the cars have been 100% remarked to those in the pictures. Sgt. Whitmarsh asked about the smoked out markings and they have all been removed.

Mr. Mullaney, with a second by Mr. Connelly, made a motion to approve the photos as submitted for vehicle marking approval for Bayside Security Patrol Services, Inc. The motion was carried.

Ms. Anderson informed the Board that the renewal packet for Brink’s Incorporated was received on 01/08/14, but did not include everything as required. Mr. Casteel has an appointment to bring the rest of the necessary documentation the 2nd week in February.

Mrs. Taylor, with a second by Mr. Mullaney, made a motion to approve R.1. as presented with the exception that Mr. Casteel provides the missing documentation. Once provided, Professional Licensing may administratively approve Brink’s Incorporated. The motion was carried.

Mr. Tupman stated that this should not be a normal procedure for licensure. Ms. Anderson informed him that it would not be, that it was only due to the snow days we have had.

Ms. Anderson presented T.1. as being an issue in that Mr. Crist was passing out this business card at DEMA and this had been denied by the Board of Examiners of Bail Enforcement Agents on 11/26/13.

After discussion, it was determined that a letter similar to the one used for the vehicle markings for Bayside is to be sent to Mr. Crist.

Ms. Anderson noted that additional items needed to be voted upon:

Mrs. Taylor, with a second by Mr. Keller, made a motion to approve K.2.-12. And the additional items as presented for approval. The motion was carried. Ms. Jansen abstained from T.5. Mr. Mullaney was out of the room during this vote.

IV. Old Business

A. Professional Licensing

1. 16 Hour Training Info – Exhibit B

The following statistics and information was presented:

Ø  First Train the Trainer Session given on 12/11/13

o  30 instructors attended

o  80 questions on the complete test – only 50 will be given to the guards

o  Seven questions were answered incorrectly

o  16.15 minutes to 41.42 minutes to complete

o  Scores:

§  Average 88%

§  Highest 93%

§  Lowest 75%

§  Failed 71% - what to do with a trainer that fails the test?

Ø  Second session held on 01/23/14

o  No results yet

Ø  Next two sessions:

o  Wednesday, February 26, 2014

o  Monday, March 10, 2014

Ø  Testing begins March 1, 2014

Ø  Recommendation is that we make the Train the Trainer sessions mandatory for anyone that wishes to be an instructor

Ø  Anyone instructing anything else must be certified

Ø  Giving out certificates of completion

Ø  Questions from DTCC

o  How long will students need to wait before retesting if they fail (DTCC 3-6 months)

Ø  Retest fee?

Ø  Testing sites:

o  NCC:

§  Wilmington 1 day

§  Stanton 2 weekdays and 1 weeknight

o  Kent:

§  Dover Terry 1 weekday and 1 Saturday

Ø  Spoke with Mike Terranova regarding this schedule – still in the early stages and can be flexed upon need

Ø  If an agency has 6 or more to be tested, a special date/time can be set for them at any campus

Ø  Discussed more at Georgetown in spring/summer for seasonal employment

Ø  See Exhibit B from Brandon Habron

Discussion regarding the failed instructor resulted in that they should not teach, but it is not mandatory at this point therefore the test is not mandatory. There was discussion on creating a rule to make the Train the Trainer sessions mandatory with a passing score for the test. Professional Licensing is to create the rule and send it out to the Board members for review to vote upon at the next meeting.

Suggestion to make the Train the Trainer sessions once a quarter was made. Certificates are being given to those that have already taken the session.

Question from DTCC – when a student fails the test how long must they wait to take the test, do they take the class again, what procedure does the Board want?

Discussion regarding this issue is that the student shall take the class again and then test again, but only three times then they must wait a year to take it again. Create a rule regarding this issue for discussion at a later date.
