AMHS – Completion Process for Doc 9880 Part II Edition 2

SUMMARY
At ACP WG-M/16, France was tasked with the consolidation of a draft Edition 2 for Doc 9880 Part II (AMHS), taking into account the various Amendment Proposals submitted with regards to this part of the Manual.
This paper aims at defining a completion process, within WG-M, to ensure that all relevant work items are taken into account while preparing this Draft Edition 2.
The paper includes:
  • a summary of identified APs, and related work in progress,
  • a list of detailed changes needed as a follow-up to the publication of Doc 9880/AN-466 Part II Edition 1,
  • an editorial amendment aiming primarily at the removal of obsolete clauses from the document, which were identified during the detailed review of Edition 1.

ACTION
The working group is invited to comment the proposed approach, and to confirm that the proposed work should be performed in preparation for the draft Edition 2 of Doc 9880/AN-466 Part II.

1. INTRODUCTION

1.1 At ACP WG-M/16, Action 16-06 was agreed, to task Jean-Marc Vacher (France) with the consolidation of a draft Edition 2 for Doc 9880 Part II (AMHS), taking into account the various Amendment Proposals submitted with regards to this part of the Manual.

1.2 This paper aims at defining a completion process, within WG-M, to ensure that all relevant work items are taken into account while preparing this Draft Edition 2.

3. DISCUSSION

3.1 Amendment Proposals

3.1.1 Several Amendment Proposals for Doc 9880 Part II have been submitted to WG-M, as listed in the table below:

3.1.2 It is proposed to include the changes proposed in these APs in the draft Edition 2. The last item will be taken into account depending on the level of progress of WG-M regarding this detailed topic.

3.2 Changes needed as a follow-up to publication of Edition 1 of Doc 9880/AN-466 Part II

3.2.1 It appears that the Document 9880 AN/466 Part II version which is officially published by ICAO includes some editorial and paragraph numbering differences with the “advance Edition (unedited)” upon which the EUR AMHS Manual is primarily based. A detailed review has been performed, resulting in:

  • A comprehensive identification of differences between the “advance Edition (unedited)” and the published Edition 1, which is provided for information as Appendix A to this paper. This information could be useful for ICAO Regions and States, for example when references are made in regional documents or manuals to Doc 9880. This identification includes an analysis of the impact for each difference;
  • The observation that a relatively small number of mistakes were performed while editing the document. Most of these mistakes are considered editorial (for example, incorrect or missing update of cross-references internal to the document), however some changes also modified the meaning of the previous text. In such cases it is important that the initial meaning of the material should be restored, not to alter in an uncontrolled manner practices related to AMHS, which is currently in operation or being deployed on a worldwide basis.
  • The table below provides the details of the changes which need to be performed to correct these mistakes.

The clause must mean that pair of characters representing nationality letters cannot be used as a private-domain-name, except by one of the States designated by the nationality letters. It is proposed to restore a wording similar to the advance edition: "[...] private domain-name values corresponding to ICAO nationality letters specified in Doc 7910 shall be reserved for potential use by an AMHS management domain operating in the State, or in one of the States, identified by the nationality letters."

The following wording is proposed for a) 2): "four-letters identifying a location as specified in Doc 7910 (characters 1 to 4 of the AF-address), and identifying a state if there is one single location in the state;"
2.5.1.4.3.1 / 2.5.1.4.10 / Multiple editorial changes in a). Replace "order of preference from 1) to 4)" with "order of preference from 1) to 3)". The notion that in some cases a State can be identified by four letters is no longer present, and must be re-introduced. The following wording is proposed for a) 2): "four-letters identifying a location as specified in Doc 7910 (characters 1 to 4 of the AF-address), and identifying a state if there is one single location in the state;"
2.5.1.4.3.1.1 / 2.5.1.4.11 / Due to renumbering, the scope of the clause is slightly ambiguous. The clause should be reworded as follows: "No distinction is made between upper case case and lower case in an MF-address complying with CAAS."

3.2.2 It is proposed to include the changes proposed in Table 2 in the draft Edition 2.

3.3 Additional amendment proposals

3.3.1 While performing the detailed review mentioned above, a small number of required changes were identified, which were already needed in the advance Edition of Part IIB (unedited), for the following reasons:

  • obsolete material (e.g. references to ATN Systems Management);
  • material which was already incorrect in the advance edition.

4. ACTION BY THE MEETING

4.1 The working group is invited to:

  • comment the proposed approach,
  • confirm that the proposed work should be performed in preparation for the draft Edition 2 of Doc 9880/AN-466 Part II,
  • define a process with the Secretariat to ensure that the published Edition 2 is aligned on the change proposals above.
