Bonnijo Kitchin, Town Clerk, called the Municipal Council Organizational Meeting to order at 7:30 pm.

Roll Call: 9 Members present - Anne Ferguson, Robert Gilday, James Kelcourse, Derek Kimball, Robert W. Lavoie, Donna McClure, Joseph W. McMilleon, Allen R. Neale, and Christian Scorzoni.

Organization: Mrs. Kitchin asked for nominations for Council President.

Councilor Gilday nominated Councilor Ferguson for Council President. Councilor McMilleon seconded.

Councilor Neale moved nominations be closed, Councilor Lavoie seconded. Voted Unanimous

Voted for Councilor Ferguson for President – Unanimous

President Ferguson thanked the Councilors for their support.

President Ferguson asked for nomination for Vice President.

Councilor Lavoie nominated Councilor Gilday for Vice President. Councilor Neale seconded.

Councilor McMilleon moved to close nominations Councilor Neale seconded. Voted Unanimous

Voted for Councilor Gilday Vice President – Unanimous

2012-002 Accept Session 8 Municipal Council Rules & Procedures

Councilor Kimball moved to accept 2012-002 Session 8 Municipal Council Rules & Procedures as submitted. Councilor McMilleon seconded. Voted – Unanimous

2012-03Accept Meeting Schedule for 2012

Councilor Kimball moved to accept 2012-003, Municipal Council 2012 Regular Meeting Schedule. Councilor Gilday seconded. Voted Unanimous.

Discussion:

President Ferguson stated she had asked Mrs. Kitchin to set up a training seminar with the Ethics Commission. President Ferguson asked the Council to submit their preferences for the committees they would like to be on to her or the Clerk’s Office and discussed havinga workshop on Rules & Procedures.

Mrs. Kitchin stated she had spoken with David Giannotti, Chief of Public Education and Communications Division for the State Ethics Commission. We were given three dates that were good for him to come to Amesbury to do training. February 2nd, 23rdand March 22nd. He explained there was a requirement of attendance of30 people. This will be offered to all members of boards, committees and commissions as well as all town employees. Through MIIA the Town will receive credit for holding this seminar.

Mrs. Kitchin also asked for the Councilors to hand in contact sheets as soon as possible.

Councilor McMilleon moved to adjourn at 7:43 pm. Councilor Lavoie seconded. Voted Unanimous
