  6. Developing 587 to clarify what is considered equivalent to API QUTE/QUSE/QUTE-PA.
  7. No funding for revamp of the program from ICP.
  8. Funding available for samples to QUTE in 2015
  9. Programs should be financially self-sustaining. It’s currently just breaking even after 13 years. No funding to reinvest

RP 586, NDE Methods for Equipment Damage Mechanisms Document
Had the first TG meeting.
Will get a master editor. RPF drafted but not out yet.
Will have strengths and limitations of NDE techniques
Will have equipment, damage mechanisms, NDE technniques and inspection effectiveness info.
Will cover heat exchanger tubing for the first edition. Not sure what will be in the scope yet, depending on how much can be completed.
There will be a TG meeting during the API IS week.

1st draft balloted but did not pass. There significant issues with the current content. Will focus on define the minimum requirements that owner/user’s program must meet or exceed in order to be considered equivalent. / J Krynicki

Technologies dealing with silicon. Will go out for balloting before the 2015 Spring meeting. Will have invite SCI for comment. TG chair to decide whether to include SCI for vote as well.
Mark is the SCI liaison to 939C
RP 941 Steels for Hydrogen Service at Elevated Temperatures and Pressures in Petroleum Refineries and Petrochemical Plants
Went out for ballot. The primary issue is whether to put the non-PWHT’d CS.
RP 970 Corrosion Control Document / Management System
RP title has not been decided.
RFP is out to get a master editor. The document is ready to go.
Mark is the SCI liaison to 970 / M McConnell
RP 661 Steam Methane Reformers
Intent to include everything from design to in-service issues of SMRs, including in-service inspection in the document.
The TG is chaired by a Valero fellow. Ray will nominate a liaison.
HF Alky RP
Xx from P66 chairs the TG
Section 7 deals with fixed equipment.
John Reynolds and Ray Konet are on the TG
Encourage owner/users who have HF Alky units to get on the TG
Ray can help connect SCI members to the TG.
6. STATUS OF API INDIVIDUAL CERTIFICATION PROGRAMS
In the paperless certification, including registration and testing processes. Available 24/7.
Recently changed (simplified) the recertification process for supervisors.
The manhours needed to support examine review have increased significantly with the move the computer based test. More questions are needed.
Currently we have to wait 6 – 8 weeks before getting the test results due to time needed to handle challenges.
Will issue preliminary report without the waiting period to handle challenges. The final report, which may be different from the preliminary report, will be issued after the period for challenge.
Planning to add one cert program for rotating equipment and one for electrical equipment.

7. REPORT FROM THE MANUFACTURERS’ AND CONTRACTORS’ SUBCOMMITTEE ON INSPECTION
Inspector certification program was discussed. Very thankful for owner/users to support the program.
Will check vendors how many certified but not qualified technicians we have.
Would like to get qualified individuals to help teach NDE classes in san jacinto college.

8. NDE REPORTS
a. NDE TASK GROUP
QUTE was discussed. 60k allocated to replace samples in 2015
No additional investment on new samples
Consider full/partial privatization of the program if we cannot continue to financially support the program under API
John Nyholt will write an IJ article
Will have a panel session on tech qualification at the API IS in 2015
See if we can improve the program in the next 1 -2 years. Will then revisit the issue of path forward.
Qualification of technicians for UT thickness measurement was also brought up in the discussion.
ICP side is self-funded. It is not funding from members. CRE does not control the ICP funding. Need to show improvement on the participation in the program.
One of major reasons for the low participation is that we allow “or equivalent” in 570/510.
Need to clarify what “or equivalent” entails.
b. ASNT LIAISON REPORT
Issued 3 major documents: CP105, CP109, SNT-TC-1A.
Planed to add 4 certs:
  • Considering having two radiography certifications: digital radiography and film radiography
  • Also considering adding ToFD and Phased Array UT certs.

Action:
  • Check whether ASME is developing an in-service inspection code. No volunteer. Encourage majors that have people on ASME committees to find out.

9. PRESENTATIONS/INFORMATION SHARING
  1. API Inspector Summit Task Group
Updated the status of the prep work and schedule for the activities going forward.
Have ca. 300 abstracts
Registration concerns: union contract renewal – any travel restrictions? BP, P66, and Marathon may have travel restriction.
Exhibit space is going to be expanded by 50% compared to the last IS.
Authors of accepted abstracts have been notified.
Volunteers needed for Day Managers. Need at least 1 or 2 Day Managers for Day 1 (training day); also need 5 Day Managers each for Tuesday, Wednesday and Thursday, respectively.

  1. STUDY ON LTA MEASUREMENT AND FFS ASSESSMENT IN JAPAN
Potentially could use the 3D imaging technique to do internal corrosion mapping.

Presentation given on management of data from multiple sources and devices to assist TA task planning, execution and tracking.

10. LIASON REPORTS
  1. National Board/NBIC, API Regulatory Action Program
ASTM is developing a procedure for RBI of Aboveground Storage Tanks. The procedure is based on a study done on 39 ASTs and AE is recommended for inspection of ASTs.

  1. ASME Standards On Design
The ASME Boiler & Pressure Vessel Standards Committees met on August 18-21, 2014. The most significant item is the Common Rules effort.
Drafts are currently being issued for review and comment to incorporate requirements for Class 1 vessels (equivalent to Section VIII Division 1 with respect to design margin) to Section VIII Division 2. Ballots for vote have been issued over the Summer. The most significant technical item is determining how to incorporate the spot examination rules for Class 1 vessels.
The Committee and Subtier groups will be meeting next week (November 17-20, 2014). This is the last meeting that approved items will be included in the 2015 Edition. A listing of those items will be shared upon completion of next week’s meetings.
  1. ASME Post Construction Codes
ASME PCC-1 (Guideline for Pressure Boundary Bolted Joint Assembly):
The Subcommittee on Flanged Joint Assembly has identified and prioritized revision items to include in the next edition of ASME PCC-1. Some of the higher priority items include the following:
  • Further refinements to Appendix O – including current guidance on minimum bolt stress required (changing from % Yield basis to specific bolt stress values); adding minimum bolt stress for flat faced gaskets and extend range of flange sizes.
  • Add requirement to apply lubricant to nut threads/contact faces when tensioners are used to promote later joint disassembly.
  • Add precautions to prevent hand injuries from use of a “backup wrench” when working a fastener that has a nut on each end. This second wrench is needed to hold the nut in place while the other is being turned.
  • Add procedures/considerations for use of hydraulic bolt tensioners
  • Consider an additional chapter on Thread Lubricants and effect on torque, also application of such, with reference to thread and nut bearing area. (Bolt coatings and effect also) List of validated test data various K factors.
  • API 751 (HF Acid guidance) lists B7M bolts, which are more prone to relaxation and therefore need re-tightening – PCC-1 needs to address or notify API of recommended revisions?
In addition, the Subcommittee plans to continue working with TEMA Representative to encourage the substitution of reference to PCC-1-2013 in place of the very incomplete bolted joint assembly and bolt spacing information.
ASME PCC-2: Repair of Pressure Equipment & Piping):
There have been no technical revision ballots since the last meeting in May 2015.
A revised version of ASME PCC-2 is in final stages of publication and is expected to be issued in December 2014 or January 2015:
