Minutes

An inspection of the facility was undertaken prior to the meeting. It was in good order

With a few minor repairs to be undertaken.

Attendees: Cllrs Kay, Penny, Whittington, C Elsmore & E Elsmore. The Clerk

In Cllr Holloway’s absence Cllr Kay took the Chair

  1. There were no declarations of interest on items on the agenda
  1. There were no dispensation requests
  1. The minutes of 15 March 16were noted.

The Clerk was asked to chase the contractor re the lighting in Mushet Walk & the Clock Tower. It was also noted that no councillors had made comment on the facilities diary as requested.

  1. To make recommendations re the request for reseeding KGV pitches

Recommendation

A quote for re seeding the main pitch is obtained for Full Council meeting on 26 April so this can be agreed. The cost last year was £350.00

  1. To make recommendation re the installation of the dog waste bin at Tufthorn Avenue Forest of Dean Business estate.

Recommendation

That the remaining dog waste bin held by FES be installed on the Forest of Dean Business Estate. The location to be decided in consultation with M-Tech Engineering.

The other request re Tufthorn Avenue Cllr C Elsmore is to request the FoDDCplace a normal waste bin on the site with a sticker reminding people that dog waste can be placed in a normal rubbish bin.

  1. To make recommendation re legionella testing policy

Recommendation

That the policy and documentation listed below is adopted.

That the testing commence immediately

  1. To make recommendation on the way forward with the Bells Field Project

Cllr Holloway’s notes on the visit to see how Bellinger Design had managed previous projects were studied. The Clerk reported that it was a very worthwhile day both parishes visited reported that Bellinger Design delivered on time and under budget. The feedback had been very positive about their professionalism and dedication shown to ensure that what was planned was delivered. Bellinger Design had handled all aspects of the projects from writing funding bids to producing the tenders and project managing the contractors.

Recommendation

That the Town Council continue to commission Bellinger Design to progress the project

That a working party is formed including councillors outside the Amenities Committee to manage the project

That a meeting is called with Bellinger Design to identify the key mile stones and to start to develop a detailed project plan.

  1. To make recommendation with the marketing of Town Council assets

Recommendation

That before active marketing of the assets is undertaken that

Present users of all sites are required to agree to documented standards of cleanliness

Minor repairs are undertaken at the pavilion to bring the building into pristine order.

That the carpet tiles in the main hall at the pavilion are cleaned

  1. To make recommendation with regard to the siting of more benches in the parish

Recommendation

That the Clerk checks if there is a wooden bench in the shed in the Cemetery

Cllr C Elsmore asks the FoDDC if this bench can be placed on the new grassed area at Lawnstone House

That 3 rainbow benches are purchased

1 is sited on the patch of grass at Crossways. Cllr E Elsmore to take a photograph of the exact location.

The Clerk uses social media to identify any other possible sites

  1. To make recommendation re the flowers and planting on approachestoColeford

Cllr Penny reported that Suntory were very keen to be involved in the project and were willing to fund the full cost of the installation of planters at each of the 7 approaches to the town. They would like the planters & plants to be sourced locally. Suntory also expressed an interest in being involved in next year’s project of wild flower planting along the approach verges to the town.

Recommendation

That the Council accept Suntory’ generous offer

That Cllr E Elsmore obtains a minimum of 3 quotes from local suppliers

That the Clerk approach the bus shelter cleaner to water the planters on a weekly basis.

That this be completed by 1 June 16.

Cllr Lusty reported that she was now a trustee of the Angus Buchannan VC Memorial Recreation Ground. She had been hesitant about accepting the position but after attending 2 meeting was extremely positive about the future of the ground. The trustees & the committee had a wealth of skills and there was great energy and motivation to deliver new services and bring the grounds up to scratch.

2 areas had been raised

1 concerning the grant given by the council last year and the used funds

2 the ditch that had been filled in by the Council to install the modular buildings which had not been reinstated. The Clerk agreed to contact the Chair of the Trustees and resolve this the next day. .
