169.MINUTES OF THE MEETING HELD MONDAY 6TH MARCH 2017

Minutes of the meeting having been circulated to all Members were considered. Proposed by Cllr Mary Sherwin, seconded by Cllr Mr N Robinson it was

RESOLVED – minutes of the meeting held Monday 6th March 2017 be approved and signed by the Chairman.

170. LOCAL POLICING TEAM UPDATE

PCSO A Harrison provided an update report on crime and Police activity in Burbage.

171.CORRESPONDENCE

171.1Request for additional tree planting – Azalea/Lupin Close Open Space

A letter had been received from a resident asking for more trees to be planted on this open space. Reasons given for this request were to improve the appearance of the green, to encourage wildlife and to have another species of tree just in case the four ash trees already on the open space become infected with the ash dieback fungus.

Proposed by Cllr Mrs Hall and seconded by Cllr N Robinson it was

RESOLVED – To ask Hinckley and Bosworth Borough Council if they can provide a technical report regarding the fungus and life-line of the ash trees.

172.PARISHIONERS TIME

QUESTION:Can something be done about the sound system within the Hall during meetings as it is very difficult to hear what people are saying during the meetings.

RESPONSE:Cllr Mr D Inman concurred with this request and then there was a discussion that the sound system that the parish council owned was not working sufficiently well to allow it to be used and that this had been raised previously and investigations and costs had been sought but that it is planned to install a new sound system during the extension to the Millennium Hall.

173.NEIGHBOURHOOD PLAN UPDATE

Minutes of the Neighbourhood Plan Group meeting held on 16th March, 2017 were presented to Council and Cllr Mr Flemming reported that a bank account had now been opened and that an application for further funding is being applied for. It was

RESOLVED – the minutes of the working party meeting held on 16th March, 2017 be approved.

174.REQUEST FOR FUNDING FROM BURBAGE COMMUNITY ARTS FESTIVAL

A request for funding had been received from Burbage Community Arts Festival to help to support the event again this year. The Principal Officer reported that BCAF had been given a donation of £1250 last year as far as she could see in previous minutes of council.

RESOLVED – The Principal Officer investigate what exactly was paid last year refer the matter to the Finance and General Purposes Committee to reconsider this request.

175.REQUEST FOR FUNDING FROM BURBAGE GARDEN CLUB

A letter had been received from the Burbage Gardening Clubrequesting a donation towards the 71st Annual Show which is to be held on 19th August, 2017. Proposed by Cllr Mr Flemming, seconded by Cllr Mrs Hall it was

RESOLVED – to approve a donation to Burbage Gardening Club of £200.

176.REQUEST FOR FUNDING FROM THE MEADOWS COMMUNITY GROUP

A letter had been received from The Meadows Community Group requesting funding towards the expenses for organising the summer playscheme and also requesting the use of the Millennium Hall free of charge. Proposed by Cllr Mr Flemming and seconded by Cllr Mrs Sherwin. It was

RESOLVED – to approve a donation to The Meadows Community Group of £400 and to approve the use of the Millennium Hall free of charge as requested.

177.REQUEST TO CONSIDER ADOPTING AND MAINTAINING A PUBLIC

OPEN SPACE BALANCING POND AT THREE POTS

The Chairman reported receipt of correspondence from both David Wilson Homes and the Compliance & Monitoring Officer from Hinckley and Bosworth Borough Council asking if the Parish Council would like to adopt and maintain the public open space and balancing pond at Three Pots. Proposed by Cllr Mrs Sherwin and seconded by Councillor Mrs Hall. It was

RESOLVED – David Wilson Homes and Hinckley and Bosworth Borough Council be informed that the Parish Council do not wish to adopt or maintain the public open space or the balancing pond at Three Pots.

178.DEED OF DEDICATION – PUGHE’S PADDOCK

The Chairman reported receipt of Deeds of Dedication from the Fields in Trust department of the National Playing Fields Association asking if they now agree with the terms of the Deed could they sign the document accordingly. Proposed by Cllr Mrs Sherwin and seconded by Cllr Mrs Hall. It was

RESOLVED: - the agreement be sign by the Chairman and the Principal Officer on behalf of Council.

179.REPORTS FROM MEMBERS ATTENDING MEETINGS OF OUTSIDE ORGANISATIONS

Cllr Wilkins reported that he had attended a Landscape Assessment Seminar which provided information on a leaflet regarding walks available within the parish.

Cllr WilkinsAshton reported that he had attended a meeting of the Burbage Community Library committee and reported that they are considering summer activities for children during the school holidays. AMENDED - 8/5/17

Cllr Robinson reported that he had attended the Hinckley and Bosworth Parish Forum where the community development protection order, the parish community plan and also the Sport England Community Asset Fund were discussed.

Cllr Robinson also attended a meeting organised by Leicestershire Police regarding Road Safety Partnerships and he submitted information relating to parking, public safety on the highway, neighbourhood watch and volunteer speeding stickers.

180.PRINCIPAL OFFICERS REPORT

The Principal Officer reported that this was her first day as a Burbage Parish Council employee and therefore did not have a report to submit to them on activities or progress within the parish. The Principal Officer thanked Council for allowing her to join the parish council and reported that she hoped that she would be able to continue the excellent work provided by her predecessor Julie Perrin in helping councillors to achieve further successful historical achievements within the village.
