A meeting of the Parish Council was held in the Welton Room, Welton Village Hall on Monday 9th February 2015.

15/02/01 Chairman’s remarks

The Chairman welcomed everyone to themeeting.

15/02/02Apologies

On a proposal from Cllr Reall, seconded by Cllr Powell, it was unanimously RESOLVED following a vote to accept apologies from Cllr Mrs England having considered and accepted her reason for absence. County Cllr Mrs S Rawlins and the Police sent their apologies. Cllr Hobbswas absent, but no apologies were received.

15/02/03 Disclosure of pecuniary interests

Cllrs Reall and Mrs Chapmandeclared a personal interest in agenda item 12as members of the Village Hall Committee.

15/02/04Minutes

On a proposal from Cllr Greenway, seconded by Cllr Powell, it was unanimouslyRESOLVED following a vote that the notes of the meetingheld on 12th January 2015were approved and signed as the minutes.

15/02/05Clerk’s Report

LCC is changing the administration of the LGPF to the West Yorkshire Pension Fund and I will be attending a Lincolnshire employer session on 24th February at the County Council offices in Lincoln.

I will also be attending a LALC training event on Election Strategy and Raising the Council’s Community Profile on the 25th February in Ruskington and the SLCC Practitioners’ Conference in Stratford-upon-Avon on 5th & 6th March.

15/01/10 We were successful in obtaining grant funding for the workshop and this will be held on Monday 23rd March and is being advertised by WLDC.

15/02/06 Correspondence

Community Lincs – Request to sign ACRE Network online petition not to withdraw funding from DEFRA (no longer required due to funding not being withdrawn)

15/02/07 Financial Matters

  • On a proposal from Cllr Greenway, seconded by Cllr Lowen, it was RESOLVEDfollowing a unanimous voteto accept the accounts presented for payment.
  • Councillors received details of income and expenditure to 31.1.15.
  • On a proposal from Cllr Lowen, seconded by Cllr Powell, it was unanimously RESOLVED following a vote to sign and witness the precept demand for 2015/2016.

15/02/08 Planning Matters

  • On a proposal from Cllr Greenway, seconded by Cllr Reall, it was unanimously RESOLVED following a vote to ratify the e-mail sent to WLDC and others regarding calling in submitted planning applications for multiple dwellings until they can be tested against our Neighbourhood Plan. Cllr Greenway thanked those who attended the Planning Committee meeting at WLDC for their support; he spoke on behalf of the Council regarding the planning application off Cliff Road which was consequently refused, he read out the Statement that was made (a copy of which is appendixed to these minutes).

It was questioned as to who made the decision regarding the protected open space in the first place and who reversed that decision – a letter will be sent to WLDC.

8.04pm Meeting adjourned to allow Mr P Rodgers to speak

Since 2012 WLDC has become a partner to the Lincs LP and their land supply decreased from 7 years to 3.7. If it was unsuitable that does not change, why has it now become suitable? At the WLDC Planning Committee meeting the vote went against the Cliff Road application and it is believed an appeal will be submitted.

15/02/09Neighbourhood Plan

Responses have been received following the Regulation 14 public consultation and will now proceed to a pre-examination health check following a review of the document. WLDC refer to the Neighbourhood Plan as a planning document and the language used is not jargon. It will be left as it is and not worded in planning jargon, but in plain English as it has not been prepared by professionals. Government says the document must be understandable by the people in the street and by the residents of Welton. An acknowledgement has been sent to WLDC for their comments. There was no opposition to progressing as previously agreed.

15/02/11 Council

  • Annual Parish Meeting – It was suggested that the “Question Time” formula had been successful in the past and had not been done for a couple of years. Peter Harrold will be asked if he is available to be the question master. Invitations to join the panel will be sent to the new Vicar, a GP from the Health Centre, Ernest Coleman, the Headteacher at St Mary’s Primary School Nicola Gough, a representative from LCC for the Library and the Station Commander at RAF Scampton.
  • Library update – the meeting due to be held on the 4th February was cancelled due to not being quorate. PC is in a difficult position, as beyond January 2018 a commercial rent in the region of £26,000 will become payable to the Co-op.
  • Funfair request – a request has been received by someone wishing to hold a small family funfair on a playing field in Welton. Possible damage to football pitches. Where do they plan to hold it? Money has just been spent on the Manor Park field for verti-draining – how will this be affected? What level of noise? Litter collection. Making good damage to site? What next? When – date? How many rides, stalls etc. will there be? Slope at Manor Park down to the field, Ryland Road field not suitable. More information is required before a decision can be made; the matter was deferred to the next meeting.

15/02/12Village Hall

The Village Hall Committee meeting scheduled for the 2nd February was cancelled due to illness. Their next meeting will take place in March and the Management Committee will make the final decision at the AGM in April. The matter was deferred to the March Full Council meeting.

15/02/13 Local Council Award Scheme

Details of the new scheme had been circulated to members and it was decided to wait until after the elections in May to discuss this matter.

15/02/15 Councillors’ Reports

  • LCC – chase regarding hole in the ground on Ryland Road near the roundabout
  • A member notified the Council that he will be unable to attend meetings for a approximately four months due to work commitments and this was noted for the record.

15/02/16 Exclusion of public and press

On a proposal from Cllr Pikett, seconded by Cllr Mrs van Gelderen, it was RESOLVED following a unanimous vote to exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, to allow consideration to be given to the following staffing matter.

15/02/17Staffing matter

On a proposal from Cllr Greenway, seconded by Cllr Mrs Chapman, it was unanimously RESOLVED following a vote for the Facilities Team to assist Nettleham Parish Council with maintenance work and they will be invoiced for labour and travel expenses.

The next Full Council meeting will be held on Monday 9th March 2015
