Rationale
AlphingtonPrimary School offers a high quality broad curriculum. As one strategy in that mission, the school community provides a large and successful out of school hours music program available to students on a user-pays basis. The program is connected to and supported by the school community through extensive parental involvement in administration, the use of the school as a location for lessons and musical performance at school events.
Aims
To:
- To provide opportunities for APS students to learn to play a range of musical instruments and to perform music individually or in a group
- To complement the school Performing Arts Program and enhance community engagement
- To provide a transparent and accountable basis for the operation of the program.
Implementation
- The School Council shall establish an OSHM Program Sub Committee (‘Committee’).
- The Committee operates under the auspices of the School Council to:
- Implement this Policy;
- Manage the day-to-day administration of the OSHM program;
- Draft and implement related procedures; and
- Undertake financial functions as related to the program.
- The Committee shall have at least four members, at least one of whom is a member of School Council, at least one of who is a parent of a child enrolled in the program and at least one of who has some musical knowledge. The APS principal, and/or a staff member nominated by the principal, shall also be a member of the Committee. There will be an OSHM Program teachers representative ‘in attendance’ at the committee meetings.
- The School Council member of The Committee shall provide regular reports to School Council on the operation of the program, and an annual financial report.
- APS will provide the program with reasonable use of school facilities.
- All Teachers shall be selected by the Committee, licensed by APS and appointed to teach in the program as independent contractors.
- The Committee shall have no role in the invoicing arrangements between teachers and parents. Teachers shall be responsible for invoicing for lessons at a lesson rate, which may be that recommended by the Victorian Music Teacher’s Association.
- Dispute Resolution: As The Committee and APS are not party to the agreement between teachers and parents, The Committee and APS have no official role in that relationship. Any disputes must therefore be resolved by the music teacher and the parent involved.
- The Committee shall recommend to School Council the imposition of any charges necessary for administrative functioning of the program.
- In the event of a breach of school policy by a teacher, or significant and unresolved performance problems, The Committee is authorised to terminate the teacher’s licence in the event it judges that termination is warranted
- The Principal retains the right to refuse access to the school grounds to any OSHMP teacher
Evaluation
This policy will be reviewed as part of the school strategic plan review.
