TOP UP: Supporting you to make your decisions

Decision making is based on the quality of schools’ applications. These should clearly demonstrate individual needs, the impact of provision and costs.

ALL DOCUMENTS MUST CORRELATE

Documents that MUST be present are:-

  1. Annual Review
  2. Application for NFF TOP UP FUNDING form is present as the front cover to the Application
  3. Individual Provision Map (proformas may vary for IPMs)
  4. Statement/EHCP

Annual Review paperwork must be within the last 12 months and include relevant outside agency reports and associated documents e.g. risk assessment/PSPfor an application for a pupil/young person with primary needs of SEMH. In some applications from specialist settings it may be that the specialist advice is from within existing staffing.

You may see Individual timetables/passports/IEPs/one page profiles etc. as additional evidence bases.

IS IT CLEAR THAT AR/REPORTS/COSTED IPM LINK TOGETHER WITH CLEAR OUTCOMES FOR THE PUPIL/YOUNG PERSON?

SPEND MUST BE CLEAR

PRIMARY

Band 1 = £0 Band 4 = £5,001 to £10,000
Band 2 = £0 to £1,000 Band 5 = £10,001 to £13,500
Band 3 = £1,001 to £5,000 Band 6 = Individually commissioned
Band 7 = Individually commissioned

SECONDARY

Band 1 = £0 Band 4 = £ 5,001-10,000
Band 2 = £0 Band 5 = £ 10,001-13,500
Band 3 = £1,001 to £5,000 Band 6 = Individually commissioned
Band 7 = Individually commissioned

HAS THE SCHOOL DEMONSTRATED IN THE IPM THAT EACH PROVISION IS COSTED ACCORDINGLY? Remember it is about whether provision is having an impact

NB Where pupils are eligible for pupil premium (£1,320 for primary/£935 for secondary/£1,900 for CiC)

This spend should be additional to any other SEND spend. There should be evidence/narrative detailing re provision the pupil premium money is spent on

BEST FIT TO BUD BANDING EVIDENT

You may see a separate BUD provision sheet linked to the specific band applied for otherwise you are making a decision based on reviewing the total AR paperwork (including outside agencies where applicable) and the IPM in place. This should all correlate with the NFF TOP UP FUNDING Application form

DOES THE PROVISION TO MEET NEEDS MATCH TO THE BANDING BEING REQUESTED?

EVALUATION OF PROVISION DEMONSTRATES IMPACT

DOES THE NFF TOP-UP APPLICATION FORM (FRONT SHEET) HAVE CLEAR EVIDENCE OF THE FOLLOWING?:-

-evaluation of provision in the form of pupil/student progress i.e. the provision is making a positive difference

-any expected outcomes for planned or future provision not yet in place but required to meet need.
