Dear Brother Engineers,
Subject: “BLACK VESTS” Dharna & Demonstration by IRTSA at Jantar Mantar, New Delhi, on 25th August, 2009.
1. A lot of our demands have been pending for long at various levels without any redressal inspite of repeated representations and agitations at all levels by the Rail Engineers; and inspite of repeated assurances by the authorities concerned at all levels – including the Railway Board & the Railway Minister etc. The Sixth Pay Commission had added salt to injury by compounding the injustice meted to the Rail Engineers - by treating them lower than the Nurses & the Accounts Staff -inspite of higher qualifications & responsibilities. This had greatly perturbed the Rail Engineers. IRTSA immediate & continuously agitated against the same – both at Local, Zonal & National levels and represented upto the Railway Board as well as the Prime Minister & the Finance Minister etc - against the glaring anomalies in the Sixth CPC Report. But the results were still awaited.
2. It had, therefore,been decided to go on “Work-to-Rule from mid-2009. But the CEC IRTSA in its last meeting decided to postpone the same to allow more time to the newly formed Ministry & the Government to consider the demands. Butnothing so far has materialized.
3.1 It has therefore now been decided to hold a “BLACK VEST” Dharna & Demonstration by IRTSA at Jantar Mantar, New Delhi, on 25th August, 2009 from 10 AM to 3 PM – to highlight once again the growing frustration amongst the Rail Engineers – due to non-redressal of their genuine demands – pending since long & further perpetrated by the Sixth Pay Commission.
3.2 All Rail Engineers all over Indian Railways are requested to participate in large numbers in the Dharna & Demonstration at Jantar Mantar, New Delhi, on 25.8.2009 from 10 AM to 3 PM. All CEC Members & Office Bearers including Zonal & Subunit Secretaries, IRTSA are requested to participate positively and also to ensure mass participation therein through personal efforts, publicity and effective mobilisation of Engineers in their region or Zone.
3.3 Sample Poster (in A 4 size) are sent herewith. Similar Poster of larger (A 3 or even bigger size) may be got printed locally on top priority in requisite numbers & widely displayed at your end and in other approachable areas. Press publicity where possible may also be ensured.
3.4All participants are requested to reach the venue (wearing “Black Badges”)directly at Jantar Mantar, New Delhi preferably by 9-30 AM on 25.8.2009. They are requested to get ready either in the Train itself or in the Waiting Room etc. but not to get late. Reception Counter may be there on Platform No. 1. “Black Vests” will be distributed either at the Reception Counter or the Venue.
4. Funds: Funds are urgently required at the Centre.In its last meeting CEC had directed all Engineers to contribute at least Rs 300 per head towards Struggle Fund - 2009.
All Units & Subunits of IRTSA are therefore requested to launch an intensive drive for Membership(@ Rs 100 per head) & Struggle Fund (@ Rs 300 per head). They are requested tosend the Central Quota & Struggle Fund at the earliest to Central Treasurer IRTSA (Er O. N. Purohit, 106 Suraj Nagar, Jodhpur-8)– by Bank Draft in favour of IRTSA only – payable at Jodhpur.
