1.  COMMUNITY SERVICES DEPARTMENT

i)  MANAGER CUSTOMER CARE

FIVE YEAR PERFORMANCE BASED CONTRACT

REMUNERATION: R 519792.00

REQUIREMENTS: Bachelor’s degree in Social Science or relevant qualification; Minimum of 3 years’ experience in Municipal Management environment; Customer care management or relevant experience; Good communication and marketing planning and operations environment; Computer proficiency in power point, excel, ms word, publisher etc,, Valid drivers licence.

PREFEERD REQUIREMENTS: Advanced interpersonal skills and communication; Customer care environment with call centre management; Ability to coordinate and drive social facilitation of PMU / MIG projects and programmes; Training and Development of community based project committees; Budgeting, expenditure of finances experience at a Department level.

KEY PERFORMANCE AREAS: Assist in managing customer care call centre, customer satisfaction survey of our stakeholders; - Coordination, implementation and management of social facilitation / ISD unit within the department; - Assist in the development and implementation of community services programmes / projects; Compile monthly, quarterly and yearly reports for the department in compliance with system’s requirement; - Prepare and coordinate both standing committee and mayoral reports of the department; - Assist in ISD / Social facilitation of all management and their plans; - Ensure baseline / impact assessment process are undertaken in all municipal (MIG) projects and any other projects outside MIG.

ii)  THUSONG CENTRE MANAGER

FIVE YEAR PERFORMANCE BASED CONTRACT

REMUNERATION: R 519792.00

REQUIREMENTS: Bachelor’s degree in Administration or NQF 6 relevant qualification; - 3 years experience in the field;

- Computer literacy – office applications; - valid driver’s license; - Understanding of Local Government Communication System

KEY PERFORMANCE AREAS: Plan and coordinate services done by the state departments associated with the implementation of policies and programmes within the thusong centre through verifying that the centre is self sustainable as a one stop service centre; - Generating transactional / instructional based documentation and reports; Attending to and/or forwarding functional related queries or complaints to specific departments for attention and resolution; - Supervising staff in the Thusong Centre

2.  PLANNING AND DEVELOPMENT DEPARTMENT

I)  EXECUTIVE MANAGER:- DEVELOPMENT AND ECONOMIC PLANNING

FIVE YEAR PERFORMANCE BASED CONTRACT

REMUNERATION: R780 000

REQUIREMENTS: Bachelors degree in Development Studies /Economic Science or equivalent; Minimum 5 years’ experience in strategic position of development planning or economic development preferable in local government environment; Valid driver’s license; Understanding of Local Government Legislations; Computer literacy

KEY PERFORMANCE AREAS: Manage and supervise the Development and Economic Planning Department personnel; - Identify and define the immediate, short and long term objectives / plans associated with the Development and Economic Planning functionality; - Implement and manage the Institutional Performance Management System; - Directs the key performance indicators and outcomes of personnel within the Municipal Development and Economic Planning functionality; - Prepares and reports on capital and operating estimates and controls expenditure against the approved budget allocations; - Directs and controls the planning and operational efficiency of specific approaches associated with the delivery of core services associated with the functionality by Strategic management and policy formulation; - Directs specific administrative and reporting requirements associated with the key performance result indicators of the functionality of the department; - Prepares and submit reports to relevant Portfolio committees and council.

II)  MANAGER ECONOMIC PLANNING

FIVE YEAR PERFORMANCE BASED CONTRACT

REMUNERATION: R 636480.00

REQUIREMENTS: Bachelor’s degree in Development Studies / Economic Sciences (NQF level 6); Project Management; 3-4 years relevant experience in the field, Experience in local government environment - Computer Literacy; Valid drivers licence

PREFERRED REQUIREMENTS: Degree in Economic / Development Studies; - Computer literacy and valid drivers license

KEY PERFORMANCE AREAS: Identifies, develop and defines immediate, short and long term objectives / plans and controls associated with economic development within the community; - Controls outcome associated with utilization, productivity and performance of personnel within the department; - Manages the formulation of specific policies and procedures

III)  MANAGER GIS

FIVE YEAR PERFORMANCE BASED CONTRACT

REMUNERATION: R 519792.00

REQUIREMENTS: Bachelor’s degree in Geographic Information Systems or any equivalent qualification; 2-3 years experience in the field; Computer literacy (GIS, CAD and MS office applications); : 5-7 years extensive knowledge of the ESRI products and at least 3 years should be based at a managerial level in Local Government Environment; - An understanding of database management, database design and systems management; Ability to configure the server, manage and troubleshoot ArcGIS server; Excellent interpersonal communication, supervisory and management skills are a must; Code EB driving license

KEY PERFORMANCE AREAS: Keeping abreast with developments and legislation imperatives supporting cadastral procedures, systems and policies; - Aligning GIS and Central Information Centre requirements with operating capacity and capability; - Evaluating and commenting on the applicability of specific key performance indicators (KIPs) and measures against outcome detailed in the Directorate’s Business and Strategic Plans; - Presenting a conceptual framework and action plans of current and future interventions through the evaluation and monitoring of IDP necessary to achieve acceptable levels and standards of GIS delivery to the Executive Manager; - Prepare and implement budget for area of responsibility and monitor expenditure to ensure compliance with approved budget; - Monitor and address technical issues through the provision of professional comments on various graphic service matters at meetings; - Serves as communication link between clients and the team providing GIS services; Monitor status of work in progress and inspects completed work to ensure timely & accurate reports

IV)  DEVELOPMENT PLANNER

PERMANENT POST LEVEL 4

REMUNERATION: R235843.08

REQUIREMENTS: B Tech / National Diploma in Town and Regional Planning or Development Studies or relevant qualification (registration or eligible for registration with SA Council for Planner); 3-4 years experience in Local Government Environment and extensive knowledge on Urban and Rural Development, formulation and review of IDP, institutional performance management system; Understanding of planning related legislations; Computer literacy; Valid drivers license.

KEY PERFORMANCE AREAS: Keeping abreast with trends, theories and practices underlying Urban / rural / regional and landscape planning / designs with sustainability and environment protection as core focus areas; - Providing support to Local Municipalities as to ensure their IDP are properly developed by providing advice on plans and frameworks of developing IDP’s facilitate public and stakeholders participation within the process of developing and reviewing of district IDP; - Attend local municipalities IDP meetings; Ensure that Local Municipality IDP’s are in line with District Municipality IDP; - Providing technical support to LM’s on planning related legislation and policies in terms of application of such legislation to promote planning within district wide.

V)  ECONOMIC PLANNER

FIVE YEAR PERFORMANCE BASED CONTRACT

REMUNERATION: R519 792

REQUIREMENTS: Degree in economics or Business management or development studies and Project management at NQF level 6. Three to four years experience in local government environment; Computer literacy; Valid drivers license.

KEY PERFORMANCE AREAS: Identify and define the immediate, short and long term objectives/plans and controls associated with economic planning; Manage the formulation of specific policies and procedures; coordinates the development of projects within the district to ensure that objectives in terms of the IDP are met and Provide support to line function.

VI)  GIS TECHNICIAN X 2

PERMANENT POST LEVEL:6

REMUNERATION: R 179155.32

REQUIREMENTS: Degree / National Diploma in Geographic Information Systems or any relevant qualification, post graduate qualification would be an added advantage; - 2-3 years experience on GIS database; Extensive knowledge of the ESRI products is necessary; An understanding of building and implementing Geo databases; Self motivated person with excellent verbal and written communication skills as well as good design and graphic skills

KEY PERFORMANCE AREAS: Capture by means of a GPS, edit and analyse data to create new GIS layers; - Processing technical documentation and applying specific procedures and system tools to import data from various applications and programmes; - Update and maintain attribute data of the existing GIS database;

- Convert CAD or ASBIULT drawings from consultants for water schemes into shapefiles; - Identify water and sanitation backlogs using GIS as a tool; - Provide GIS support to the Local Municipalities and other relevant stakeholders according to their GIS needs; - Produce GIS output including maps and mapbooks; - Prepare & submit timely and accurate reports to GIS specialist
