ALERTNESS OF POLICE STAFF RESULTED IN APPREHENSION OF FIVE SNATCHERS: SNATCHED ARTICLES RECOVERED

With the alertness of police staff, five snatchers namely 1. Naushad @ Tipu s/o Shehraj Ali r/o H No. 98, A Block, JJ Colony, Bawana, Delhiaged 19 years 2. Sagar s/o Chander Shekhar r/o Jhuggi Cluster area near ITO Railway Station, Delhi aged 19 years 3. Sethi s/o Chotey Lal r/o H No. 71, Block A-2, Gali No. 9, Kasim Vihar Near TronicaCity, Loni, Ghaziabad, UP aged 20 years and 4. Md. Shakil s/o Md. Rahis r/o E-499, JJ Colony, Bawana, Delhi and One Juvenile have been apprehended by the North East District police immediately after the incidents of snatching. Snatched articles have also been recovered from their possession.

TEAM AND INCIDENT:-

To put a check on the incidents of Snatching and MV theft, extensive drive of vehicles checking has been initiated in the district. Sincere efforts are being made for criminal intelligence through eyes and ears scheme. During this exercise, various suspects are being interrogated and listed criminals of same modus operandi are being grilled. As a result, notorious criminals i.e. robbers, snatchers, burglars, auto lifters and knifers have been apprehended by the district police. Emphasis is being given to foot/group patrolling as well as by m/cycles round the clock. 24x7 availability of police staff has been made on road in the area to avoid any untoward contingencies and take immediate pro-active action. This helped police mechanism to apprehend criminals trying to flee away after commencement of crime.

Three Incidents of 22.02.12 in North East District are such example of alertness and strong police mechanism wherein Five Snatchers were apprehended immediately after commencement of crime.

In first incident, on 22/02/12, one complainant Sh. Sunil Jain s/o Sh B.L. Jain r/o G-55, East of Kailash, New Delhi, made his statement that he along with his driver was going to Okhla Industrial area in his car. While they reached near Dharm Pura red light, the tyre of car punctured so he alighted from the car and kept briefcase in his hand. The driver was changing the wheel. In the meantime, one boy came and asked for time, while Sh Sunil Jain was watching the time from wrist watch, in the mean time one another young boy also came there. They snatched his brief case and ran away towards Dharmpura Red light. He raised alarm, on which PCR staff present at the spot swung into action and apprehended both the snatchers alongwith snatched brief case. They were identified as Naushad and Sagar as above. Accordingly both of them were booked vide FIR No. 65 dt. 22/02/12 u/ 356/411/34 IPC PS Seelam Pur. On their search, cash Rs. 2000/- were also recovered from them. After putting on sustained interrogation, they disclosed that today they hatched a plan with their associate namely Mohd. Shakil andothers for snatching/robbery from the public and they had committed snatching of cash Rs 12000/- near Welcome Metro Station from a public person and their associate namely Mohd. Shakil has already been apprehended by police.

In second incident of PS welcome, two more snatchers namely Mohd. Shakil and one juvenile apprehended by alert police staff, while they were trying to flee after snatching of cash Rs. 12,000/- on knife point from one public person near Welcome Metro Station. The knife used in the crime were recovered from them, while Rs. 2000/- have already been recovered from their accomplice namely Naushad and Sagar in their casual search, while they were apprehended in the first incident of snatching of briefcase of PS Seelam Pur. Accordingly they were booked vide FIR No. 63/12 dt 22/32/2012 u/sec 356 /379/34 IPC and 25 A Act PS Welcome Delhi

In third incident of PS Seema Puri, one another snatcher namely Sethi was apprehended, who tried to flee away after snatching purse containing Cash Rs. 500/- and other documents from one public person. The snatched purse containing cash worth Rs. 500/- was recovered from his possession. His accomplice is still at large.

1. Naushad @ Tipu s/o Shehraj Ali r/o H No. 98, A-Block, Bawana JJ Colony, Delhi aged 19 years. He has studied upto 5th class and is unmarried. He is a casual labour in Chappal Factory at Bawana, Delhi.

2. Sagar s/o Chander Shekhar r/o Juggi Cluster area near ITO Railway Station Delhi, 19 years. He is illiterate and sells old clothes. He originally belongs to South India.

3. Sethi s/o Chotey Lal r/o H No. 71, Block A-2, Gali No. 9, Kasim Vihar Near Tronica city, Loni, Ghaziabad, UP aged 20 years. He works in a Scissor Shop in the area of PS Welcome.

4.Md. Shakil s/o Md. Rahis r/o E-499, JJ Colony, Bawana, Delhi. He is a vegetable vendor.

5. One Juvenile.

All four accused persons have been produced in concerned court, while the Juvenile has been produced before Juvenile Justice Board. Further investigation is in progress.

A joint team of Special Staff/SWD and P.S. Delhi Cantt has arrested seven desperate robbers namely 1) Raj Kumar (Aged-32yrs) S/O Sukh Ram R/O RZ-B-3/119, Ekta Marg, Vijay Enclave, Delhi 2) Vivek @ Sonu Verma (Aged-23yrs)S/O Ram Sewak Verma R/O RZ-M—102, Vijay Enclave, 3) Raju Thapa (Aged-20yrs) S/O Netra Thapa r/o RZ-32, Budhela Village, Vikas Puri, Delhi 4) Pradeep @ Sonu (Aged 28 yrs.) S/O Karamveer Singh r/o 1/2, Hospital Staff Quarters, Sadar Bazar, Delhi Cantt. 5) Surjeet (Aged 24 yrs.) S/O Kaptain Singh r/o Vijay Enclave, Dabri 6)Vicky KC(Aged-19yrs) s/o Prem Bahadur r/o WZ-8 Village Badola, Vikaspuri, Delhi and a Juvenile in Conflict with Law. Five cases have been worked out. Weapon of offences i.e one revolver, one pistol, three desi kattas with 14 live cartridges have been recovered from their possession. Three vehicles i.e one Ford Icon car, one Bajaj Avenger m/cycle and a Pulsar m/cycle used in P.S Delhi Cantt robbery have also been recovered. In addition to the above robbed cash amounting to Rs.2.85 lakh, one motor cycle purchased from the looted money have also been recovered.One Honda City car stolen from the area of P.S Rani bagh and a mobile phone stolen from the area of Delhi Cantt area have also been recovered.

INCIDENT

On 17/1/12 a robbery took place in the area of P.S Delhi Cantt wherein a manager of Sree Sai Tour and Travels was robbed while he was on his way to distribute the salary of drivers and mechanics at Palam. Initially it was a blind case and there was no clue about the criminals. A team of officers from Spl. Staff/SWD comprising Inspr. Ranjeet Singh Dhaka, ASI Hari Kishan Solanki, H.Ct. Pawan Kumar Kadyan, H.Ct. Sree Om Dagar, H.Ct. Rajeev, H.Ct. Satish, H.Ct. Mahesh, Ct. Akhilesh, Ct. Rajesh was formed for early breakthrough under the supervision of Sh. Surender Singh Sehrawat, ACP/Ops./SWD. The team worked hard and after working on recently released hardcore robbers, certain criminals were identified who had recently been released on bail and had reunited to form a gang. The team members kept on methodically tracking the movements of identified robbers and the painstaking, consistent efforts of the team resulted in generation of an information that on 21/2/12 the above gang of robbers would assemble near railway crossing, Brar Square and will rob the CNG pump situated at Brar Square, Ring Road. Team swung into action and laid a trap near railway crossing. As per strategy an ASI in disguise of a labourer was detailed to overhear the conversation of the gang who had stationed itself behind the bushes, ASI heard them making a plan to rob the CNG Patrol Pump and were ready to use their weapons also in case of any resistance etc. ASI informed the party by giving a pre-determined signal. The dedicated team cornered them from all directions, leaving no scope for them to flee away. From their cursory searches a total of five deadly weapons with 14 cartridges were recovered. Each criminal was carrying/having one weapon. All the five criminals got recovered robbed cash Rs.1.25 lakh, motorcycle, mobile phone. On their instance two vehicles viz. one ford icon car, one avenger m/cycle have also been recovered. A separate case has also been registered vide FIR No. 42/12 u/s 399/402 IPC & 25/27 Arms Act P.S Delhi Cantt.

OPERATION TO APPREHEND ABSCONDING ASSOCIATES & TO MAKE FURTHER RECOVERY:

Arrested criminals had revealed the names of his associates viz. Vicky KC and a Juvenile. A dedicated team comprising Inspr. Rajesh Malhotra, SHO/Delhi Cantt., S.I Mahesh Soni, H.Ct. Anil, Ct. Lalram was so formed. All the robbers were produced before the concerned court where accused Raj Kumar and Pardeep were taken on Police custody for making further recovery, to apprehend absconding criminals and to create sequence of event. Possible hideouts were raided in Vikas Puri, Tihar Village, Chanakya puri but the criminals narrowly escaped from the dragnet of police. The team depicted brilliant investigation skills and professional competence and apprehended the Juvenile from the area of Delhi Cantt., whose instance one pulsar motor cycle used

in commission of Delhi Cantt. Robbery has been recovered Later another associate Vicky KC was also nabbed from Badola Village. Accused Vicky KC who confessed his crime and got recovered the robbed cash Rs. 1.60lakh from his rented house.

INTERROGATION AND MODUS OPERANDI

All the Seven criminals were subjected to sustained interrogation which revealed that they were good friends and have a penchant of robbing the innocent persons. Initially they tried to hoodwink the police by beating around the bush but the intensive interrogation by the police team led to their confession of having been involved in several cases. They revealed that they used to commit petty offences and of late had started to commit heinous crime They further revealed that they are from poor family background and needed extra money as their earnings could not finance their luxuries. They indulge in theft and robbery cases to meet their expensive habits and lifestyle.

He was following his associates who were on two separate motor cycles at the time of incident.

CASES WORKED OUT1.FIR No. 42/12 u/s 399/402 IPC & 25/27 Arms Act P.S Delhi cantt. In this case the perpetrators were planning to rob the CNG pump situated at Ring Road, Brar Squar.

2.Case vide FIR No. 18/12 u/s 394/34 IPC P.S Delhi Cantt = In this cash Rs. 9 lakhs meant for salary distribution, was robbed on the gun point.

3.Case vide FIR No. 12/12 u/s 327 IPC P.S Delhi Cantt= In this case a mobile was stolen from a cab driver.

4.Case vide FIR No. 13/12 u/s 379 IPC P.S Rani Bagh =In this case a Honda city car was stolen from the commercial complex, Pitam Pura.

5.Case FIR No.08/08 u/s 379IPC P.S Delhi Cantt. = In this case a motor cycle make avenger was stolen from the area of Delhi Cantt.

With the arrest of notorious burglars viz. 1) Mohd. Anshar @ Anwer (Aged-25yrs) s/o Mohd. Abul r/o RZ-85, Kumhar Colony Uttam Nagar New Delhi 2) Surjeet Singh (Aged-25yrs) s/o Prem Singh r/o P-60, Chankya Place Part-II, New Delhi 3) Niwesh (Aged-22yrs) s/o Rajpal Singh r/o B-179, JJ Colony Bindapur New Delhi 4)Santosh @ Sanjay @ Gandhi (Aged-21yrs) s/o Jago r/o D-58, Kumhar Colony Uttam Nagar Delhi and 5) Lalit Kumar (Aged-19yrs) s/o Ramesh r/o D-58, Kumhar Colony Uttam Delhi, P.S Dabri, South West District Police has worked out three cases of burglary. A huge haul of burgled articles worth more than three lakh rupees have also been affected.

OPERATION AND TIP OFF

To put a check on the incidents of burglary, a extensive drive for apprehension of known active criminals had been initiated in the South West Distt. During this exercise, various suspects have been interrogated and listed criminals of same modus operandi are being grilled. As a result, notorious, criminals i.e a number of burglars, autolifters, snatchers and robbers have been apprehended by the District police. A special team comprising Inspr. RamKishan, SHO/Dabri, SI Sunil, , H.Ct. Giriraj, H.Ct. Ramesh, H.Ct. Anil Kumar, Ct. Lakshman, and Ct.Sachin of P.S Dabri was also assigned the task to gather intelligence in this regard and to work on various gangs. On 22/2/12 an input was received from reliable sources that a gang of notorious burglars who are involved in several cases of burglary would assemble at Talab Wala park, Chanakya Palace in the area of Dabri. The above team swung into action and laid a trap near Talab Wala park, Chanakya Palace, where, at about 8.00PM five persons assembled and were planning to strike crime, when the above team swooped down upon them. They were questioned at length. Initially they tried to dodge the police by narrating the story they had met to plan the wedding of one of them however, finding their story unconvincing they were further quizzed separately. Gradually their story fell apart and finally they broke down and confessed their involvements in several crimes committed by them in the area.
