Position Title: Tribal Response Program (TRP) Project Coordinator

Supervisor’s Title:Director

GENERAL FUNCTION

The Tribal Response Program (TRP) Project Coordinator is responsible for implementing a TRP, researching potential Brownfields / compiling documentation, and community interaction. The TRP Coordinator will research and learn about the different site assessments including, but not limited to ASTM Phase I and Phase II, EPA targeted Brownfields, ADEC Brownfields, and other state opportunities. The TRP Coordinator will establish written procedures for public outreach and establish how concerned citizens can report a possible Brownfield and/or request a site assessment. The TRP Coordinator will research and document cleanup plans including reviewing ADEC cleanup procedures. The TRPO Coordinator will be responsible for creating a public record for Chickaloon Native Village and developing a procedure for maintaining the public record.

MAJOR ACTIVITIES
#1 Essential Responsibility / % of Time

Performance Standard
Meets Expectations:
Create a digital tracking system (Spreadsheet) with estimated or known BF sites.
Research and update digital tracking system of estimated or known BF sites. Visit sites and capture GPS data.
Organize at least one community meeting to raise awareness of what BF sites are.
Get input from community members on locations of possible BF sites. Visit state environmental agency website for contaminated sites.
Procure GPS tools.
Create webpage of project with contact information.
Exceeds Expectations:

Research and learn about ASTM Phase I and Phase II site assessments, EPA targeted brownfields assessments, Alaska Department of Environmental Conservation (ADEC) Brownfield Assessment and Cleanups (DBACs), or other state environmental agency assessment and cleanup opportunities.
Exceeds Expectations:
All the above and create a binder/folder/electronic storage location that contains an easy to understand document(s) of the above researched items.
Excellent:
All the above and provide a brief presentation of the above research to the Environmental Stewardship Department staff and other interested parties.

The TRP Project Coordinator will establish written procedures for public outreach and establish how concerned citizens can report a possible Brownfield and/or request a site assessment.

Establish a procedure for conducting BF outreach activities through fliers, email, website, radio, public meetings, social media, etc.
Establish a procedure for how a concerned citizen can report a possible BF and/or request that a site assessment be conducted to identify a possible BF.
Exceeds Expectations:
All the above and conduct an average of three weekly outreach activities.
Excellent:
All the above and conduct an average of five weekly outreach activities.
#4 Essential Responsibility / % of Time
The TRP Project Coordinator will research and document cleanup plans including reviewing ADEC cleanup procedures.
Performance Standard
Meets Expectations:
Research cleanup plans to see how they are written.
Review state environmental agency cleanup websites and talk with personnel to understand cleanup process for contaminated sites.
Exceeds Expectations:
All the above and create a draft SOP on creating cleanup plans.
Excellent:
All the above and present the draft SOP to Land Use Committee.
#5 Essential Responsibility / % of Time
The TRPO Project Coordinator will be responsible for creating a public record for Chickaloon Native Village and developing a procedure for maintaining the public record.
Performance Standard
Meets Expectations:
Develop a public record that lists name and location of sites where:
1) response actions were conducted in prior year (as applicable),
2) response actions will be conducted in the coming year,
3) completed response actions have occurred and the site is available for unrestricted use, and
4) response actions have occurred but the sites are not clean enough for unrestricted use and therefore require institutional controls (ICs).
For item (4), describe the ICs and who is responsible for them.
Research and learn what “unrestricted use” means.
Research and learn what institutional controls (ICs) are.
Exceeds Expectations:
All of the above and develop and provide a procedure for the public to obtain the information.

All of the above and develop a procedure to maintain the information in the future, including changes, deletions, additions.

The TRPO Project Coordinator will be responsible for actively participating in the TRP work plan and activities.

Keep a detailed log and update monthly. Provide information to the Director/Asst Director for the quarterly progress reports.
Attend the Alaska Tribal Conference on Environmental Management and provide a trip report.
Provide information to the Director/Asst Director for the Administrative TRP Manual.
Attend ITEP's Tribal Lands and Environment Forum and provide a trip report.
Exceeds Expectations:
Keep a detailed log and update weekly. Provide information to the Director/Asst Director for the quarterly progress reports and assist with a success story.
Attend the Alaska Tribal Conference on Environmental Management, provide a trip report, and give a brief presentation to ESD staff.
Provide information to the Director/Asst Director for the Administrative TRP Manual and assist in writing.
Attend ITEP's Tribal Lands and Environment Forum, provide a trip report, and give a brief presentation to ESD staff.

The TRPO Project Coordinator will update the CVTC website and contribute information to CVTC’s social media campaigns.

Strategizes optimal social media engagement and outreach on a quarterly basis with CVTC’s Environmental Stewardship Assistant Director. Updates the website with new information monthly and contributes social media information/pictures weekly.
Exceeds Expectations:
Strategizes optimal social media engagement and outreach on a monthly basis with CVTC’s Environmental Stewardship Assistant Director. Updates the website with new information weekly and contributes social media information/pictures daily.

The TRPO Project Coordinator is responsible for implementing environmental education classes at the Ya Ne Dah Ah School and other local schools.
Performance Standard
Meets Expectations:
Conducts an environmental education class at the Ya Ne Dah Ah School on an average of once per week. Conducts an environmental education class at the Sutton Elementary School on an average of once per month. Conducts an environmental education class at another local school on an average of once per month.
Exceeds Expectations:
Conducts an environmental education class at the Ya Ne Dah Ah School on an average of twice per week. Conducts an environmental education class at the Sutton Elementary School on an average of twice per month. Conducts an environmental education class at another local school on an average of twice per month.

Makes them self available for supporting other projects and/or other departments at least once each month. Identifies possible funding to support the CVTC ESD mission and continue the TRP Coordinator position.

Makes them self available for supporting other projects and/or other departments at least twice each month. Identifies and applies for funding up to $40,000 to support the CVTC ESD mission and continue the TRP Coordinator position.

MINIMUM EXPERIENCE

Over 1 year up to 2 years of experience.

The employee in this position must demonstrate well-developed interpersonal skills with the ability to collaborate with diverse groups, gain trust, teach community residents of various ages about health impacts of climate change, air quality and water quality impacts and stimulate community residents to take action personally. Additionally, the employee in this position must have excellent oral and written communication skills, proficient computer skills, and experience in the design and creation of outreach materials. It is preferred that this position have at least 2 years’ experience as an organizer with an emphasis on public health, environmental health, or health promotion.Preferred experience with EPA’s EJSCREEN tool.

EDUCATION REQUIRED

Bachelor’s degree (Describe required bachelor’s degree(s) below)

Required, due to the technical knowledge or the professional license needed for this position.

A bachelor’s degree in a scientific field or public health field is preferred due to the technical nature of scientific information to be reviewed, simplified, and shared educationally.

SUPERVISION RECEIVED

The position requires following standardized practices and procedures and

general instructions at the beginning of each specific project from your

supervisor. The position requires following policy and administrative directives. Unusual situations are clarified with a supervisor or technical/functional expert. Progress is checked at regular intervals.

It is important that all staff members work the majority of their hours in the office. The office for the Environmental Justice Community Outreach Educator is in Sutton in the Environmental Stewardship Department office. This is a 40 hour per week position.

EFFECT OF ERROR

Error would result in loss of own time and other's time to correct error.

Actions, decisions or recommendations required by the position may have

moderate impact on the operations, staff members, clients/customers, or services. Practically all work is subject to verification. Errors are usually discovered before the impact becomes considerable or significant. The impact of errors involves embarrassment in client/customer, public, or staff member relations, the work of others to trace and make necessary corrections or delays in the processing or handling of information.

The most significant error generated by this position would likely be the dissemination of inaccurate information to the public.

PROBLEM SOLVING

Problems tend to require analyzing a number of variables. Solutions are

developed through analyzing known solutions and developing unique

responses.

An example of a complex problem encountered might include selecting inaccurate or outdated scientific information and disseminating it into the community jeopardizing the credibility of Chickaloon Village Traditional Council.

EQUIPMENT UTILIZED

Basic office equipment such as calculators, copy machine, and fax, etc.

Also will include operation of basic maintenance equipment, like weed whacker or lawn mower.

Operation of more advanced office equipment such as personal computer (with the knowledge to utilize standard Microsoft based software) or driving a vehicle.

This position requires the ability to be insured on the Tribe’s vehicle insurance policy.

This position is required to have advanced computer software usage skills including Microsoft Office (Word, Excel, and PowerPoint). Design software knowledge is also preferred. Other basic office machine usage such as copiers, fax machines, etc. will be required.
