Objective: This is a broad statement of the purpose for which this position exists. Should be no more than three sentences.
The Director of NCPre-K provides coordination and supervision of childcare activities housed in the Guilford County Partnership for Children and serves as the lead staff expert and resource in early childhood education, providing guidance on what constitutes high quality childcare and how to achieve it. Through community outreach and collaboration, the Director of NCPre-K develops and supports collaborative relationships with a variety of agencies/organizations to ensure children ages birth to five receive comprehensive early childhood services. Additionally, the Director of NCPre-K will assure compliance with all NCPre-K and Smart Start programmatic guidelines, policies, and procedures.
Responsibilities: This is an overview of the activities required to achieve the objective of the position. Rather than a lengthy list of tasks, this section should contain only the major responsibilities.
Staff Supervision – responsible for the supervision of employees assigned to the NCPre-K activities, including preparing and revising job descriptions, staff orientation, staff appraisal and evaluation in regard to performance, coordination of staff professional development and review of staff documentation. Additionally, the Director of NCPre-K will serve as a member of the Partnership’s Leadership Team.
Planning – responsible for the overall planning and implementation of NC Pre-K activities which include short term planning to insure that services are delivered equitably in the community and long term planning to anticipate future needs of the childcare community and insure that those needs are met. Planning needs are identified through the analysis of data gathered through services provided and local statistical reports.
Activity Accountability – responsible for creating systems to measure activity success and fidelity to evidence based practices and reviewing all final work products and program documentation to check accuracy, verify quality of work and provide feedback to staff.
Organizing and Directing Work – responsible for developing and implementing annual programmatic guidelines. Supervision of implementation is achieved through coordination with staff to follow the programmatic guidelines ensuring services are being consistently delivered and in keeping with best practices. Regularly scheduled meetings and staff observations, mentoring, and coaching guarantee program elements are communicated effectively and services are being delivered in a professional manner.
Financial Management – responsible for evaluating and projecting budgetary needs and monitoring spending. When changes are needed to the budget, working closely with the CEO and CFO to communicate the need for additional funding or inability to spend allocated funds.
Community Outreach – working with the Director of Community Engagement, responsible for organizing community outreach activities to inform and educate childcare providers about the services available to them through the Partnership. The Director of NCPre-K is responsible for cultivating and maintaining collaborative relationships with community stakeholders to ensure children, families and providers receive comprehensive services.
Additional Duties:
Additional duties may include, but are not limited to, communicating with the childcare community both verbally and in writing, keeping current on North Carolina childcare regulations, keeping up to date on early childhood best practices, developing and presenting workshops on a wide range of topics, attending agency functions at the direction of the CEO, serving on various committees and boards as a representative of the local childcare community, developing and managing pilot and incentive projects, creating and maintaining databases, generating data reports to measure program effectiveness and serving as an advisor for staff when using assessment tools to measure childcare quality.
Requirements:
The Director of NCPre-K is required to have knowledge of early childhood education assessment tools and curricula; developmentally appropriate practice; North Carolina childcare rules and regulations; local initiatives, organizations and agencies that serve children and families; and higher education supports for childcare providers. A valid North Carolina driver’s license is required.
Education/Experience:
Minimum Education – Bachelor’s Degree in Education (Level 11 Early Educator Certification equivalency).
Preferred Education – Master’s Degree in Early Childhood Education (Level 12 Early Educator Certification equivalency).
Minimum Experience – five years experience working in early childhood settings and two years serving as an adult educator.
Preferred Experience – a minimum of five years working in early childhood settings with a least two years working as a childcare administrator and two years serving as an adult educator.

Financial Skills – Ability to own and manage the NCPre-k budget.
Computer Skills – ability to operate a variety of computer software programs in order to create program documents, communications, databases and reports.
Data Collection Skills – ability to use evidence-based, reliable and valid instruments for data collection and use the data collected to effectively make changes at the individual, program and systems levels.
Organizational Skills – ability to organize and maintain service-related practices, materials and data that meet the expectations of activity requirements and established systems.
Time Management Skills – ability to prioritize tasks, meet deadlines and work independently without a high degree of supervision.
