NOISE ABATEMENT/ENVIRONMENTAL OFFICER

DEFINITION

Under general supervision, administer and manage the Airport’s comprehensive environmental compliance and noise abatement programs; plan, implement, and promote environmental compliance programs as well as develop and implement standards and goals for these programs; ensure Airport and tenant interpretation and compliance of federal, state, and local environmental regulations; monitor and enforce the Airport’s Wildlife Mitigation Program; and perform related duties as required.

EXAMPLES OF DUTIES

Develop airport environmental programs and maintain compliance with federal water and air quality standards through preparation of Dane County Airport storm water discharge permit (NPDES) and air quality permit; and monitor and control airport landfill methane extraction system and glycol retention system in accordance with federal EPA and Wisconsin Department of Natural Resources standards. Perform, monitor, and coordinate storm water outfall monitoring, groundwater monitoring, and oil water separator sampling. Maintain and ensure compliance with the airport’s Storm Water Pollution Prevention Plan (SWPPP), Spill Prevention and Control Countermeasures (SPCC) Plan. Conduct detailed noise abatement program monitoring and administration, including coordination of the airport’s noise mitigation policies as defined by Part 150 NCP recommendations; prepare statistical information from various monitoring and data collection systems, and documentation trends/compliance; present findings to community groups, governmental officials, airport commission and other groups; act as liaison with other governmental agencies concerned with or responsible for regulatory authority of environmental issues (i.e., FAA, EPA, DNR, Fish and Wildlife). Manage and maintain the airport’s Wildlife Management Plan; administer the airport’s wildlife depredation permitting process.

EMPLOYMENT STANDARDS

Education and Experience: Any combination of training and experience equivalent to a Bachelor’s degree from an accredited college or university in environmental science, engineering, natural sciences, airport/aviation management, or a closely related field. Plus, a minimum of one year of direct experience working with airport noise monitoring/flight-tracking systems at a Part 139 commercial airport or direct work with airport operations/noise monitoring/reporting systems.

Knowledge, Skills and Abilities: Knowledge of airport operations, practices and procedures, including applicable Federal Aviation Administration regulations; knowledge of airport facilities and equipment; knowledge of aviation noise abatement and statistical analysis procedures; in-depth knowledge of environmental regulations and issues; knowledge of EPA and Wisconsin Natural Resources standards; effective oral and written communication skills; effective public speaking skills; ability to exercise quick, sound judgment in stressful situations; ability to establish and maintain effective working relationships with others; ability to use computer and common software applications; and ability to perform data collection and create statistical reports.

Special Requirements: Possession of or ability to obtain and maintain a valid State of Wisconsin driver's license; ability to pass a Transportation Security Administration (TSA) Criminal History Records Check (CHRC).
