LOCAL AIR QUALITY MANAGEMENT: DETAILED ASSESSMENT OF AIR QUALITY

Thank you for consulting the Secretary of State for Environment, Food and Rural Affairs on Borough of Poole’s revised Detailed Assessment report in respect of Commercial Road and Longfleet Road. Please find comments on the report attached.

Although the recommendation of the report is to declare Commercial Road and Longfleet Road as Air Quality Management Areas for the annual mean nitrogen objective, the covering letter confirms that an AQMA will be declared at Commercial Road but inappropriate for Longfleet Road. Additional monitoring at the facade of relevant locations is proposed for both areas.

We support the decision to carry out additional monitoring within both areas at representative locations. We also support the decision to declare an AQMA within Commercial Road (although it is unclear from the Detailed Assessment what the boundary will be). The decision not to declare an AQMA in Longfleet Road is however not supported, as modelling predicts likely exceedences of the annual mean objective at locations of representative exposure (although marginal). We recommend therefore that an AQMA should be declared (as a minimum) for all relevant locations within the area of predicted exceedence, and not delayed until additional monitoring data are available. The new monitoring results can then be presented within the Further Assessment (which is required within 12 months of declaring the AQMA) to confirm the requirement for the AQMA. If monitoring confirms that the AQMA is not required at the Further Assessment stage, then the AQMA can be revoked.

We ask that you reply to confirm that the Council will declare an AQMA at both locations and that the AQMA boundaries will include as a minimum all representative locations which lie within the 40 µg/m3 contour presented for 2007.

LOCAL AIR QUALITY MANAGEMENT: 2009 UPDATING AND SCREENING ASSESSMENT

Thank you for consulting the Secretary of State for Environment, Food and Rural Affairs on Borough of Poole’s air quality Updating and Screening Assessment. Please find comments on the report attached.

On the basis of the evidence provided, the conclusions reached are accepted. There is a requirement to undertake a Detailed Assessment for the nitrogen dioxide annual mean objective at Ashley Road, Poole. We look forward to receiving the council’s Detailed Assessment report and a Progress Report by April 2010

We wrote to you in April concerning your detailed assessment for nitrogen dioxide in the vicinity of Commercial Road and Longfleet Road and the reason why we felt that it was important for the council to declare an AQMA at the locations (see attached letter). We requested that you replied to the letter to let us know how the council will be taking the issue forward. I would be grateful if you could reply with confirmation that the council will be declaring the AQMA. Please note that Defra expects AQMAs to be declared within four months of identification of the requirement for declaration.
