Air India Air Transport Services Limited. (AIATSL) a subsidiary of Air India Limited has been formed to provide ground-handling services for Air India and Customer Airline’s flights at various airports in India. AIATSL Invites sealed / closed Tenders under two bid system i.e., Technical Bid – Part A and Financial Bid - Part B for award of Service Contracts as mentioned below.

Service Contract Consists of 4 Service Requirements related to Airport Ground Handling Service.

Service Required at the Following Airport: AHMEDABAD

Estimated Approximate contract value is Rs 40 Laks per annum (Excluding AAI Levy & ST)

Contract Period: Two year contract and extendable by AIATSL by One more year.

Interested parties fulfilling eligibility criteria may apply on prescribed Tender Form.

Tender documents giving details of Service Requirements, Work Scope, Terms & Conditions and Other details may be downloaded from the website or obtained from DGM-GH, AIATSL , GSD Building, Mumbai and Manager – Gujarat, Air India Ltd., Ahmedabad against a request on the letter head of their company between 1000 hrs & 1700 hrs (except between 1300 hrs & 1400 hrs) on any working day (except Sat/Sun/Holiday) from 05th March 2013.

Sub: Tender for award of Contract for providing Ground Handling

Services at Sardar Vallabhbai Patel International Airport,

Sealed Tenders under two-bid system (Technical & Financial bid) are invited from service providers to provide ground-handling services for 4Service Requirements at Ahmedabad Airport.

I.Introduction:

Eligibility of the service provider to participate in the tender (Proof should be enclosed in the technical bid.)

a)The tenderer must be a firm (proprietorship or partnership)/company/corporation/legal entity.

b)BCAS / AAI Clearance:

Must possess BCAS//AAI clearance to provide service in the Ahmedabad Airport Operational and other related areas in the airport. Proof should be enclosed.

c)Turnover:

The tenderer must be engaged in Ground Handling Services & had a minimum turnover of Rs one crore per year (Rupees one crore) relating to the business of Ground Handling Servicesduring any one of the last 3 financial years.

For the financial year referred by you for the above eligibility, Certificate from a Chartered Accountant certifying the turnover specific to Ground Handling Services and Copy of audited Balance Sheets and P&L A/c duly signed by the Proprietor/Director/authorized representative [Pre-Audited P&L A/C and Balance Sheet is acceptable if it is last year] should be enclosed as a proof.

d)Experience:

The tenderer must have an experience of at least 2 years in the last 5 financial years for providing scheduled operators in any airport, any Ground Handling services referred in Annexure 2.

I-3) Guidelines for Submitting Tender Documents

Tenderer shall initial all corrections; sign all pages of the tender document and all the enclosures accompanying the tender document before submission of the tender. The Tender Document to be submitted will be in two parts.

Envelope – I – Technical Bid

Envelope – II – Financial Bid

I-3.1) Envelope – I must contain the following.

a)The duly filled in Technical Bid (Annexure – 3) strictly as per the format provided.

b)DD of Earnest Money deposit.(Refer Annexure 1 Clause 1.2)

c)As a mark of acceptance of the terms, conditions, work scope and others details mentioned in the tender, the tenderer must sign-in pages including all pages of this Introduction Section and all pages of Annexure and Sub-Annexures of 1, 2, and 3 of this Tender and enclose all with Envelope –I.

d)The envelope should be sealed and Superscripted as “Technical Bid: Tender No:AIATSL/2013/02”

“Do Not Quote Rate In This envelope and Do not enclose Annexure 4”.

I-3.2) Envelope – II must contain the following.

a)Only Financial Bid (Annexure 4) should be kept in this envelope.

b)The tenderer must sign-inall the pages of the Financial Bid and also affix their seal.

c)The Financial Bid offer should be strictly in the format provided.

d)Service Provider should fill all Sections in the financial bid.

e)In case any other format / modality are used AIATSL reserves the right to reject the same.

f)The envelope containing duly filled in Financial Bid should besealedand super scribed as “Financial Bid: Tender No:AIATSL/2013/02”

I-3.3 Envelope III (Master Envelope)

The envelopes I & II shall be further put in the master Envelope III, sealed & Superscripted as “Tender No: AIATSL/2013/02”.

I-4 Important Dates

Closing date / time for submission of tenders / 1130 hrs of 25th March 2013
Date / time for opening of Technical Bids / 1200 hrs of 25th March 2013
Date / time for opening Financial Bid / Will be intimated.
Commencement of service by the successful bidder / 10th April 2013.

Closing date for submission of tenders may be extended any time, including after the scheduled date of closing, at the sole discretion of AIATSL.

I-5 Note:
  1. If the tender submission is not as per the Guidelines I-3, your quote shall be summarily rejected.
  2. Quotations received after the due date/time, received by fax and received unsigned will be rejected.
  3. Tenderer shall ensure that their tender is dispatched well in advance so that it reaches office mentioned in I-3.3 on or before the date mentioned in I-4 of the introductory letter. AIATSL is not responsible for any postal or courier delay. Tenders received after due date/time will not be entertained/considered.

  5. Date of opening will be as per the time/date mentioned in I-4 in the introduction section of this tender document.

Annexure – 1

Terms & Conditions

The terms and conditions mentioned here forms part of the terms and conditions specified in other Annexure. The tenderers are suggested to read the entire tender document before participating in the tender process.

1.0Service Requirement Information

AIATSL is floating a Tender to enter in to contract with capable Service Provider/Contractor to provide services as detailed in Annexure 2 at Ahmedabad for servicing Air India and Air India’s Client Airlines.

1.1Eligibility of the service provider to participate in the tender

a)The tenderer must be a firm (proprietorship or partnership)/company/corporation/legal entity.

b)BCAS / AAI Clearance:

Must possess BCAS//AAI clearance to provide service in the Ahmedabad Airport Operational and other related areas in the airport. Proof should be enclosed.

c)Turnover:

The tenderer must be engaged in Ground Handling Services & had a minimum turnover of Rs one crore per year relating to the business of Ground Handling Servicesduring any one of the last 3 financial years.

1.2Earnest Money Deposit (EMD)

a)The Tenderer will furnish along with Technical Bid, Earnest Money Deposit of Rs.2,00,000/-(Rs.Two Lakhs only) in the form of DD drawn in favor of the ‘Air India Air Transport Services Limited.’ Payable at Mumbai. Tenders received without EMD will be rejected.

b)EMD so deposited shall not carry any interest.

c)In case of the non-successful tenderers, the EMD shall be refunded without interest, within 45 days of award of the contract.

d)EMD of a bidder will be forfeited if the bidder withdraws or amends its tender, impairs or derogates from the tender in any respect after opening of the tender, or declines to accept or honor the service contract either in part or in full.

e)In case of successful tenderers, EMD can be adjusted towards Security Deposit payable under the Contract.

1.3General Terms and Conditions

a)‘AIATSL’ as used in the Tender document means ‘Air India Air Transport Services Limited’.

b)AIATSL being a subsidiary of Air India Limited have authorized Air India to carry out administration, delegation and supervision of work handed over to tenderer.

c)The “Tenderer/Party/Contractor/Service-Provider”, as used in the Tender document, shall mean the company/firm/business entity submitted the quotation in response to AIATSL tender notice.

d)The “Successful Tenderer”, as used in the Tender document, shall mean the company/firm/business entity, which is awarded the contract in full or part by AIATSL.

e)The Tender shall mean the present tender issued by AIATSL.

f)It is further clarified that any individual signing the tender or other documents in connection with the tender must certify whether he signs as:

A “Sole Proprietor” of the firm or constituted attorney of such sole proprietor.

A partner of the firm, if it is a partnership firm, must have authority to refer to arbitration, disputes concerning the business of the partnership, either by virtue of the partnership agreement or a power of attorney. As an alternative, all the Partners should sign the tender.

Constituted attorney/authorized signatory of the company, if it is a company.

Authorized signatory in case of any other business entity.

A certified true copy of the power of attorney should accompany the Technical Bid.

g)The Tenderers are advised to study the whole tender document carefully. Submission of Tender shall be deemed to have been done after careful study and examination of the Tender document with full understanding of its implications.

h)The tenderers are advised to inspect the work area and other details pertaining to the work by making prior appointment with concerned Manager - Gujarat/ Airport Manager, Ahmedabad, Air India. Tenderers shall be deemed to have full knowledge of all relevant documents, site etc., whether he / they/ has / have inspected them or not.

i)The tenderer shall not be at liberty to withdraw or modify his tender or any terms and conditions. Any clarification required on the Tender must be made before submission of tender. Any withdrawal / request for modification - made after opening of the tender shall constitute breach of the terms of the tender and the tender shall be liable for rejection besides forfeiture of the EMD.

j)The service provider shall not transfer or assign or sub-let any part of the service once the contract is awarded or shall not transfer any share of interest in any manner or degree, directly or indirectly, to any third party whatsoever.

k)AIATSL also reserves the right to reject any or all Technical / Financial bids without assigning any reason.

l)AIATSL reserves the right to accept/reject the lowest tender, or part of the tender thereof at its own discretion, without assigning any reason whatsoever.

m)Air India Air Transport Services Limited reserves the right to reject any tenders in part / full or annul the tender process without assigning any reason.

n)AIATSL also reserves the right to increase or decrease the service sought from the service provider.

o)The tenderer must establish an office near to the airport within 3 months from the date of receiving the letter of intent.

1.4Instruction for Technical Bid

a)The tenderer shall submit the tender in its own name and any Tender given in a different name shall be liable for disqualification and shall be rejected by AIATSL.

b)Bids prepared by the tenderer shall contain all requisite information along with self-attested supporting documents as per details given in Technical Bid.

c)The technical qualification of tenderer and award of work would be subject to compliance of the eligibility criteria & undertakings as specified in this tender document. The Letter of Intent (‘LOI’) entered between the Parties, i.e. AIATSL and the selected tenderer shall stand be withdrawn without any notice, if these requirements are not fulfilled.

d)Tenders not accompanying required information, fees and documents shall be rejected out rightly. Any request for subsequent submission/alteration/addition /modification /amendment of any information/documents will not be entertained.

e)At any point of time during the tender process or after award of contract, the details given by you in the technical bid are found to be incorrect then you will be barred from participating further in the tender process /work order cancelled besides forfeiture of EMD as the case may be.

f)No indication of the prices should figure in the Technical Bid.

g)Only tenderers who meet the eligibility criteria mentioned in the technical bid are qualified for further tender process.

1.5Instruction for Financial Bid

a)In the tender process, the Financial Offer of the tenderers will be opened only of those who are found eligible in the Technical Bid.

b)The tenderer should quote for all items in financial Bid. Quote should be as per the enclosed Financial offer format (Annexure 4) only. In complete quote will be rejected.

c)It will be imperative for each Tenderer to fully acquaint himself with the local climatic conditions and other factors, which may have an effect on the performance of the Contract and/or the cost.

d)Every quote should be in numerals and in words. Any quote without written words shall be liable for rejection. In case of any discrepancy between the two (Figures/Words), those written in words shall take precedence.

e)The tenderer shall keep his offer containing price, terms and conditions open for acceptance by AIATSL for a period of 90 days from the opening date of the Technical Bid.

f)Quote for 2 Years contract and extendable by AIATSL for another 1 Year in part or in full at the same rate terms and conditions.

g)Whenever schedule flight is either delayed or rescheduled due to any reasons, the same shall be attended at no extra cost.

h)All quotes should be made after studying Service Requirements in Annexure-2.

i)The rate quoted for Service Requirements shall cover for providing the necessary services and its supervision on all days of the calendar month, for various categories of wide body & conventional type of aircraft.

j)Conditional bids would not be accepted from the tenderer and are liable to be rejected.

k)Conditional price discounts though shall not be considered for arriving at L1 determination shall be availed, if the tender is awarded.

l)After completion of a service by the service provider if any flight gets cancelled, payment will be made to the service provider for the services he has provided. The handling form should mention clearly the activities completed before the flight cancelled and has to be attested by the authorized representative of AIATSL.

m)There will be no extra charges shall be made for providing the services at night, or Sundays or legal holidays.

n)Tenderer shall inspect the work area and fully acquaint him / themselves with the scope and nature of work, access, location and working condition. No claim will be considered later on the ground of ignorance or otherwise of the conditions under which the services have to be executed.

o)The arrival and departure of aircraft is as per the existing scheduling. This is only an indicative schedule. Timing for the non-schedule flight will be as per the carrier’s requirement and will be intimated to you during daily briefing.

p)Payment will be made to the service provider for the specific service provided and payment will as per the rate listed for that service in the agreement signed by AIATSL with the successful tenderer.

q)The number of flights indicated by us in the tender is subject to vary. Any such changes will be intimated to you by the concerned local Airport Manager/Administration Manager. AIATSL does not commit to any minimum volume of operation during the contract period.

r)During the period of the contract the Tenderers should be willing to undertake flight handling as per the service requirement of this tender for any other flights of Air India or its Customer Airlines as decided by AIATSL Management on same terms and condition.

s)As the service requirement can vary due to various factors, the scope of work indicated for each service requirement is not exhaustive and only indicative of the type of service sought. The tenderers should work out the cost and quote based on the category of staff required by us, number of staff required for each flight and the duration of the service required along with the number flights operating during at any instance (Refer Annexure -2).
