Summary of Minutes

Presiding Officer, David Munoz called the meeting to order at 9:06 a.m.

Presiding Officer David Munoz moved to agenda item B. Roll Call of Board Members. Members present were David Munoz, Neal Baker, Patrick Kiley, David Logan, Richard Vrana, and Vance Wright. Board member Michael Rosenberg was absent. A quorum was present.

Presiding Officer David Munoz moved to agenda item C. Introduction of Department Staff, Invited Guests, and Other Attendees. David Gonzales, Program Manager, introduced Department staff – himself; John Lain, Program Specialist; George Ferrie, Director of Compliance; Bill Kuntz, Executive Director; Brian Francis, Deputy Executive Director; and Wendy Pellow, Assistant General Counsel. Invited guests and other attendees introduced themselves – Luis Ortiz, David Pena, Dolores Compean, Francois Sorekela, A. Salom, Jeff Bright, Charlie Crenshaw, Rodney Hooker, Shannon Noble, BT Land, Stan Johnson, Tom Turner, Ryan Hatch, Swiki Anderson, Ned Munoz, and Steve Bruno. Mr. Gonzales also introduced and welcomed Chairman Frank Denton.

Presiding Officer David Munoz moved to agenda item D. Purpose of Meeting and Ground Rules for Discussion. David Gonzales, Program Manager, gave an overview of the purpose and procedures of the meeting as well as how changes can be made. Mr. Gonzales informed the attendees that the ideas gathered would be recorded electronically by his assistant, Beth Clare.

Presiding Officer David Munoz moved to agenda item E. Discussion on Smart Home Automation. Issues to be discussed include but are not limited to: 1. How does Smart Home Automation work and what home functions are involved or controlled by Smart Home Automation? 2. How and by whom is Smart Home Automation being marketed, offered, sold and provided? 3. Who installs and maintains Smart Home Automation systems or technology and what are the qualifications or requirements of the persons installing and maintaining these systems or technology? 4. What are the various industries affected by Smart Home Automation and how are they affected? 5. How does Smart Home Automation relate to or affect the Air Conditioning and Refrigeration Contracting industry? 6. Any other Smart Home Automation issues that are raised during the discussion. David Gonzales, Program Manager, led an open discussion between the board and attendees – Rodney Hooker, Charlie Crenshaw, Swiki Anderson, Chris Strand, Dolores Compean, Ryan Hatch, Ned Munoz, A. Salom, Stan Johnson, and BT Land.

David Gonzales, Program Manager, called for a ten minute break at 10:25 a.m. The meeting reconvened at 10:38 a.m.

Presiding Officer David Munoz returned to agenda item E. Discussion on Smart Home Automation. Issues to be discussed include but are not limited to: 6. Any other Smart Home Automation issues that are raised during the discussion. David Gonzales, Program Manager, discussed the comments received. Brian Francis, Deputy Executive Director, commented on the Board and industry working together to ensure proper regulation of home automation. Mr. Gonzales continued leading the open discussion between the board and attendees.


Presiding Officer David Munoz moved to agenda item F. Discussion on Home Energy Audits. Issues to be discussed include but are not limited to: 1. What is a home energy audit (audit) and what home components are reviewed in these audits? 2. How and by whom are these audits being marketed, offered, sold, and provided? 3. Are these audits required, and if so, what jurisdictions require these audits? 4. Who performs these audits and what are the qualifications or requirements of the persons performing these audits? 5. What is the scope of these audits in terms of reports and/or recommendations? 6. What are the various industries affected by these audits and how are they affected? 7. How do these audits relate to or affect the Air Conditioning and Refrigeration Contracting industry? 8. Any other home energy audit issues that are raised during the discussion. David Gonzales, Program Manager, led an open discussion between the board and attendees – C. T. Loyd, Swiki Anderson, Stan Johnson, Chris Strand, Tom Turner, Ryan Hatch, Luis Ortiz, A. Salom, BT Land, and Ned Munoz. Brian Francis, Deputy Executive Director, encouraged the attendees to work together to get the best result for the industry.

Presiding Officer David Munoz moved to agenda item G. Wrap-up by Department Staff. David Gonzales, Program Manager, highlighted the comments received. Stanley Briars commented on the meeting. George Ferrie, Director of Compliance, thanked David Gonzales for facilitating the discussion. Bill Kuntz, Exuecitve Director, thanked the Air Conditioning and Refrigeration Contractors Advisory Board for taking the time to attend the meeting and hear the issues discussed to gain a better understanding of the agenda items. Mr. Kuntz also thanked David Gonzales and informed the Board that the next Advisory Board Meeting will on September 19, 2012.

Presiding Officer David Munoz moved to agenda item H. Adjournment. Board member David Logan made a motion to adjourn the meeting. Vance Wright seconded the motion. The motion passed with a unanimous vote in favor. The meeting adjourned at 12:31 p.m.
