4.a. California Highway Patrol / Rick Milar:
Officer Burton:.18 traffic collisions in community, 11 property damage only,1 fatality Motorcycle. 21 arrests in Agua Dulce 16 were DUI accounting for most of traffic accidents. 1 hit and run. 2 possession of drugs. 1 warrant, 1 false document. Brought handouts for wet weather driving tips. Safe Teen Driving fair this Saturday, 27150 Bouquet Cyn Rd. There will be a second Safe Teen Driving fair Nov. 17th 5pm-7pm at CHP office, reservation only. Brought flyer for widely enforced traffic laws and other traffic/driving related issues. / Information only

7 reports, Water stealing from Caprock Rd. Fraudulent documents, 2 narcotics, 1 vandalism, 1 vehicle burglary. Looking for a person of interest in Station fire. / Information Only

Health Presentation / LA County Department of Public Health-Environmental Health Division: Mr. Bellomo, Director. Al Medina, Janet Delgado, Richard Lavin, Patrick Nejadian. Gave presentation in response to comments from Agua Dulce and Acton communities. Would appreciate community comment on new policies until January 1st.
1)Dept. of Public Health responsiveness to community- the department wishes to improve the response time
2)Fire Rebuild policy- new policy written
3)Arsenic and Well Water Treatment Devices- required by law. 30 properties since 2008 required treatment to bring levels down to acceptable levels.
4)Proposed Non Conventional On-Site Wastewater Treatment Systems (septic systems)- does not apply to regular septic systems
5)Technical Advisory Committee to review proposed ordinances, policies, procedures, and guidelines prior to implementation to assess potential impacts. Will be formed in next few months
6)Hauled water is still under research by County and outreach will occur to community.
4.f Calif. High Speed Rail Presenetation / California High Speed Rail Authority: Ms Campbell
Update on status of High Speed Train Service. Time between Palmdale and Los Angeles 20 minutes. Total 800 miles of electric train running at 220 mph. May get stimulus funds. Funded by 33% prop 8, 33% Federal, 33% public private partnerships.
5. LA County Fifth District Deputy / Rosalind Wayman:
  • Think Santa Clarita Valley Campaign: 5 banners will be placed in Agua Dulce in a holiday theme.
  • Trash Franchise survey update-DWP-Summary results still in process
  • Vasquez Rocks Interpretive Center update-DP&R-Letter to Board Nov. 3rd Agenda, revise budget, Project to bid November/December. Three teams already qualified.
  • OVOV- into Board beginning of year and done in spring.

  1. Fire Recovery and Community Outreach Meeting for Civic Leaders from Supervisor Antonovich, Sept 25, 2009- Will present to ADTC in November
  2. Donation request from Friends of Acton Park for memorial to military- Open to public to donate but ADTC does not give donations.
  3. 3rd Annual Agua Dulce Veteran’s Tribute Event-Sun, Nov 8 2pm- 5 pm from Civic Assn. There will be representation from ADTC

  2. Letter of appreciation to Supervisor Antonovich for Technical Advisory Committee
  3. Letter of appreciation to Supervisor Antonovich for calling for a review of the County’s wildfire response for station fire
  4. ARTC-Rep from National Park Service on the San Gabriel Watershed and Mountains Special Resource Study. Additional meeting Wed, Oct 28, 7-9 pm in Tujunga. Comment period extended to Monday, Nov. 16th . National Park not feasible but a US forest service recreation area, or public private partnership open spaced. Outside ADTC district.

  6. ADTC Articles of Incorporation have the required provisions included:

  8. Dissolution clause-when organization dissolves, assets must go exclusively to a tax exempt purpose
  9. Working on ‘narrative of activities” from Charter
  10. We need to consider adopting a “conflict of interest” policy. The IRS gives an example we could use.
  11. Working on description of our “less than substantial attempts to influence legislation.” Which is determined by the amount of time and money spent on this alone.
  12. Fundraising activity descriptions
  13. Have not started the financial data-this year and last 3 years revenue and expenses.
MSP: Hold a special meeting for discussion of tax exempt status. Can come in at 6:00 PM prior to next meeting.
  1. Motion by Supervisor Antonovich introduced at the 9-22-09 BOS meeting directing CEO and CC to check into the feasibility of initiating litigation against SCE and LADWP relative to power line under construction and planned in AV and SCV. Approved by all supervisors

1. Integrated Regional Water Management Plan
a. Water Treatment Device Policy / Chair: Don Henry:
  1. Environment Health: IRWMG Meeting October 29th, Thursday 5:00-6:30, GH will attend.
  2. Hauled water-working draft on feasibility of using hauled water. May include existing homes that use hauled water may have to comply with code certified tank and other requirements (disinfection device, permits etc.) Very expensive.
MSP: Add a request to our letter re: the Technical Committee that the issues of hauled water and well yield be addressed. / M:LC

8.c. Land Use Community Standards District (CSD) / Co-Chairs: Lorene Cangiano, Mary Johnson:
  1. CSD Committee met with RP to review latest County draft. Most items have been in agreement. Few remaining questions that County will investigate with appropriate agencies. Still hoping for community outreach before end of year.
  2. OVOV Public Hearing in Castaic: Questions on intent, increased density, decreased density, changes in zoning. Changing the zoning changes the value of the land. Motion to extend to 90 days for DEIR comments until 12/2/09 OVOV FAQ on land use and zoning is posted on RP website.
