Terms of Reference for Consultant (Nutrition Program Officer)

JOB DESCRIPTIONS AND OBJECTIVES TO BE ACHIEVED
Under the close supervision and guidance of the Project Director, Agriculture and Food Security Project and the Chief of Nutrition Section, Child Health Division, the consultant will support the coordination and implementation of component 3 (Food and Nutritional Status Enhancement) activities of the project and advocate for sustainable food based solutions and nutrition sensitive agriculture interventions.
The consultant will carry out following activities.
·  Coordinate with central level stakeholders (PMU, CHD, FAO TA and DFTQC) and other relevant partners (NARC and others) for project related activities
·  Ensure effective and regular communication with implementing agencies at central and district level for effective and timely implementation of project activities
·  Undertake travel to project districts for monitoring of implemented activities
·  Ensure the BCC Task Force Meeting and Nutrition Task Force Meeting is held on a regular basis and as and when needed
·  Ensure timely reporting of progress from the districts and relevant agencies for component 3 related activities
·  Prepare regular periodic progress reports related to component 3 in close coordination with the Nutrition Specialist
·  Assist PMU and CHD in effective coordination and implementation of project activities
·  Undertake any other tasks as required for the project implementation
·  Provide feedback and input in development of nutrition training materials and technical guidelines under the project
·  Facilitate the establishment of a network of interested stakeholders to advocate for sustainable food based solutions
·  Assist PMU/CHD in preparation of ToRs for recruitment of consulting firms for various activities and coordinate for timely delivery of quality work
·  Participate in the review meetings and training programmes related to component 3 at central and district level and act as the facilitator
·  Collaborate with DFTQC for dissemination of food safety result, the nutritive value analysis of locally produced food crops, fruits and vegetables in the project districts and the development of nutritious recipes and support in the procurement of equipment and instruments for institutional capacity strengthening
·  Support PMU/MOAD in implementing capacity enhancement training of district-level officials in pro-nutrition agriculture actions including training needs assessment, the development of a training package and conducting training of trainers
KEY OUTPUTS
Periodic work plan prepared
Functional coordination mechanism (between PMU, CHD, DFTQC and FAO TA) established
Regular meetings of BCC Task Force and Nutrition Technical Committee held
Field Mission Report and Progress Report prepared and submitted to PMU/CHD
Advocacy and Communication on food based nutrition done
REQUIRED COMPETENCIES
·  Masters Degree and one year or Bachelor degree and three years of working experience in food and nutrition, human nutrition, food technology, public health nutrition, public health or other field closely related to food and nutrition security
·  Candidates will have Knowledge on Maternal, Infant and Young Child Nutrition and Food based approaches in nutrition
·  Knowledge and experiences in nutrition education/behavior change communication approaches
·  Knowledge of health and agriculture system
·  Knowledge of food and nutrition security concepts and indicators
SELECTION CRITERIA
·  Experience in integrated nutrition, livelihoods and food security interventions and community-based work
·  Knowledge on Maternal, Infant and Young Child Nutrition and Food based approaches in nutrition
·  Experience in nutrition education and behavior change approaches
·  Experience in programme development and implementation in the area of food and nutrition security
·  Knowledge and experience in development, implementation and delivery of nutrition education and training programmes

A consultant will be selected following Individual Selection method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers January 2011 (current edition)
