Agreement for distribution of State Food Closet Assistant Funds

A Hunger-Relief Partner which operates an EMERGENCY FOOD CLOSET/PANTRY within the State of Delaware for a period starting from the date this contract is executed and ending on JUNE 30, 2013 The food closet operator understands funds available (lines of credit) managed by the FBD are provided through a contract from the Community Services Unit, Division of State Service Centers, Department of Health and Social Services, State of Delaware for this program. The FBD will periodically review usage of these funds and reserves the right to shift funds that may otherwise remain unused to needy emergency food closets/pantries in order to ensure the full expenditure of funds by June 30, 2013.

FOOD CLOSET FUNDING REQUIREMENTS:

  1. Hunger-Relief Partner and Emergency Food Closet Program are members of the FBD in GOOD STANDING.
  2. Applicants must be able to match funds received with their own food dollars; 50/50 match.
  3. Food Closet MUST be listed on the appropriate county Food Security Network referral list and operate during the hours provided on this agreement. Food Closets may change hours, however the Food Bank must be notified in order to amend the referral list.
  4. THE HUNER-RELIEF PARTNER MUST PROVIDE THE FBD WITH MONTHLY USAGE STATISTICS ON THE FBD TALLY SHEET WITHIN 10 DAYS OF THE CLOSE OF EACH MONTH COVERED BY THIS AGREEMENT. Failure to provide the monthly statistics will result in loss of funding.
  5. Hunger-Relief Partner agrees to notify the FBD if it stops operating for any period of time due to lack of food or volunteers or for any other reason.
  6. The Food Closet will, at minimum, accept referrals from any State Service Center, the FBD, and the Delaware HELPLINE unless it does not have enough food in stock to do so. In which case the food closet must inform the referring agency of the situation, and may decide to provide the clients with less then the standard service amount of food.
  7. The food closet will provide enough food to feed the clients and their household for three days.
  8. Food Closets cannot limit service to returning clients (including 30-60 day waiting periods). The FBD recommends referring repeat clients to the nearest State Service Center to ensure that the clients are receiving all other government supported assistance (SNAP, WIC, General Assistance, TANF).
  9. Whenever possible, The Food Closet operator or a designated representative will participate in the Food Security Network meetings within the county that the food closet operates in.
  10. Food Closets should not rely solely on these Food Closet Support Funds to stock their pantries. The agency operating the Food Closet should actively pursue community support through local donations, fundraising, and grant writing.
  11. The FBD reserves the right to terminate this agreement if the Hunger-Relief Partner violates any of the above stipulations.
