OSPAR’s Draft List of Possible Concern

Background

  1. As a first step in implementing the new OSPAR Strategy with regard to Hazardous Substances, a mechanism to identify and prioritise substances of concern has been set up (ref. SPS 00/3/Info.1-E). The resulting list, drawn up using existing data bases and worst-case assumptions where there are data gaps contains nearly 400 chemicals (ref. PRAM 00/3/Info and SPS 00/3/Info.2-E(L)). It is possible that in the light of additional new data some of these substances may turn out to be of no real concern (e.g. no market occurrence anymore or quick mineralisation in water ecosystems). It may also be the case that hazardous substances have been missed off the list and will be added later (e.g. persistent and toxic substances occurring in the marine environment which are however not liable to bioaccumulate).
  1. Around 30% of OSPAR’s new Draft List of Substances of Possible Concern belong to groups of substances which appear on Annex 2 of the OSPAR Strategy and/or Annex 3 of the HELCOM Strategy, since 1998. The list provided as Attachment 1 to this submission is based on the April update of the Draft List of Possible Concern as submitted by Sweden in SPS 00/3/Info.2-E(L). WWF and Seas at Risk have sorted and grouped the list to make it more user-friendly; non-essential information has been removed and additional information added in respect of monitoring data, coverage under other international programmes and possible occurrence of the substances in certain groups of products (ref. OSPAR 00/5/16-E(L)). No substances have been added or deleted from the list that emerged from PRAM 2000. The list in the attachment is a sub-list containing 128 substances possibly belonging to groups of substances which were already among the priority substances on Annex 2, by 1998.

Action Requested

  1. In order to effectively address the possible concern related to these 128 substances, Contracting Parties are invited to take into account the substances listed in the attachment in their further work on the background documents. The lead country may consider whether
  1. to include these substances into the background document as currently occurring in the same applications or as being a substitute for priority (groups of) substances in future; or
  1. to conclude that certain substances belonging to a group of substances may occur in relevant applications not yet sufficiently covered in the background document; or
  1. to conclude that there is no need to include the substance into the current work since the substance is not on the market anymore and/or relevant releases are not expected.
