HAMWORTHY EAST AND WEST AND POOLE TOWN AREA COMMITTEE

TO BE HELD ON WEDNESDAY 28TH SEPTEMBER 2005 AT 7.00 P.M.

IN ST. JAMES’ CHURCH HALL, CHURCH STREET, POOLE (OLD TOWN)

The Committee will comprise the Councillors for the Hamworthy East Ward (Councillors Gregory and White), the Hamworthy West Ward (Councillors Knight and Collyer) and the Poole Town Ward (Councillors Bulteel, Leverett and Wretham)

3.MINUTES AND MATTERS ARISING

To confirm the Minutes of the last two meetings of the Area Committee. The minutes of the 4th May 2005 have been previously circulated and considered at the last meeting but not formally signed. These minutes are not enclosed but will be submitted for signature at this meeting.

The Minutes of the last meeting 27 July 2005 are enclosed.

4.PRESENTATION ON POOLE BRIDGE REGENERATION AREA ACTION PLAN – PREFERRED OPTION CONSULTATION

The draft Area Action Plan sets out the Council’s preferred option for the delivery of proposed development in Lower Hamworthy and along West Quay Road, including:-

  • The scale, quantity and location of land uses within the area;
  • The range and scale of benefits that the development will need to support; and
  • The likely time frame for the delivery of the project.

The draft Plan is available for comment for a period of six weeks commencing Friday, 2nd September and closing Friday, 14th October 2005. I will place a copy of the Plan in each of the Member Group rooms. The draft Plan (and, in due course, the sustainability appraisal) can be viewed on the Council’s website (< at planning reception in the Civic Centre and all Borough of Poole Libraries.

5.AREA COMMITTEES

The following item has been raised by Mr Howard of the Parkstone Bay Association:

“Is the purpose of Area Meetings to involve residents more closely in the local democratic process? If so, is this being achieved under the present system?”

Answer

The Council is undertaking a review of all its Area Committees and has established a Review of Area Committees Working Party. Currently the Working Party is devising a questionnaire which will be sent to all Members and used as part of the consultation process with members of the public to seek their views on how Area Committees are conducted at present.

There is concern that the current arrangements for Area Committees are not ideal and that we are not reaching as many members of the community we would like.

6.COMPLAINANTS

The following question has been received from Mr Howard of the Parkstone Bay Association:-

“Does the Council maintain a list of regular complainants and, if so, is this checked before responding to any complaint?”

Answer

The Council addresses each complaint within the appropriate Service Unit.

7.NCP CAR PARK: SELDOWN ROAD

The following question has been raised by Mr Howard of the Parkstone Bay Association:

“What is the latest position regarding the negotiations on the current lease of the NCP Car Park in Seldown Road?”

"Following successful negotiations with NCP the Council took back control of Seldown Car Park early August.

This is now being operated as a long stay car park in line with our other Town Centre car parks, at Borough of Poole parking charges. Existing permit holders are being transferred to Poole conditions.

An area immediately adjacent to the entrance is reserved as a daytime layover for visiting coaches. This facility has already been advertised to a number of coach operators, but will be promoted further next year now that it is back in Council control.

Immediate repairs have been undertaken to make the surface safe. On the basis of cost there are no plans to tarmac the car park in the forseeable future.

It is intended to operate this car park for a number of months to gauge usage before considering further operational issues such as permits, promotions, with a view to achieving increased usage "

8.OLD HAMWORTHY FIRST SCHOOL BUILDING

The following question has been received from Mr K Chick:-

“Can we have an update regarding the old Hamworthy First School building, what is the Council’s intentions with this site? I understand that the building is a Grade II Listed Building.”

9.FOOTBRIDGE OVER THE PORT RAIL LINE

The following question has been received from Mr K Chick:-

How far have negotiations got with Railtrack regarding the footbridge over the Port Rail Line linking the Shapwick Road site to Hamworthy Park? Time is now of the essence.
