Minutes of the 2nd meeting of SPFU

for Technical Education Quality Improvement Programme

Date & Time: 18th March, 2005 @ 10:30 hrs.

Venue : Education Department, Sachivalaya, Gandhinagar

The second meeting of SPFU, Gujarat State was held on 18th March, 2005 at 10:30 hrs in committee room, education department, sachivalaya, Gandhinagar chaired by Shri P. Panneervel, IAS, Principal Secretary, Education Department. The members of SPFU and special invitees who attended the meeting is annexed herewith as Annexure-A.

The proceedings started with welcome address by Shri C.L. Meena IAS, Commissioner, Technical Education.

Following issues as per agenda were discussed and resolved during the meeting.

1.  To decide the mechanism for operation of Bank Account at SPFU and 6 Participating Institutions (PIs).

Resolution:

SPFU Coordinator and Accounts officer, Directorate of Technical Education will jointly operate the SPFU Bank Account.

The Principal and Accounts officer / Administrative officer of the PIs will jointly operate the Bank Account of TEQIP.

2.  To decide the mechanism of utilization of TEQIP fund available in Bank Account with SPFU as well as 6 Participating Institutions for O & M activities and TA/DA etc as per the WB guideline.

Resolution:

SPFU Coordinator will be the controlling officer and Accounts officer, Directorate of Technical Education will act as DDO for fund utilization of SPFU Bank Account.

The Principal will be the controlling officer and Accounts officer will be the DDO for fund utilization of PIs Bank Account of TEQIP.

3.  To approve the order list proposed by the 6 participating institutions for procurement of Books, LRs based on their interaction during the 4th National Books and LRs exhibition held at LDCE, Ahmedabad during 27-28 Feb 2005.

Resolution:

The TEQIP project is institution driven project. The principal of the participating institution has to take utmost care for procurement of any item under the project. The responsibility of maintaining the WB guideline lies with the participating institution. The SPFU will only facilitate the procurement process and final decision for procurement has to be taken by the participating institution.

The US (TE), Education Department and Accounts officer, Directorate of technical education will jointly verify the price quoted for each LR by the vendor for each institution and there should not be any price variation for same item for all participating institutions.

The Accounts officer, Directorate of technical education will prepare the format for placement of order by PIs for procurement of Books and LRs. That should have following conditions.

1.  Procurement should be made according to the World Bank norms and guidelines.

2.  The items purchased should be inspected as per ordered specification by third party.

3.  20% Bank Guarantee should be obtained from the Vendors of Learning Resources and Software.

4.  The payment should be made to the concerned parties after successful installation of items procured.

5.  Items approved by State Level Steering Committee should be procured.

4.  To decide the fund distribution of Rs. 7.65 crores among the 6 participating institutions and SPFU.

Resolution:

The SPFU will release the fund immediately against the demand of the Participating Institution for the expenditure already made / likely to be made up to 31/03/2005 under TEQIP within the fund available in the year 2004-2005 i.e. Rs. 7.65 crores.

5.  To appoint the Chartered Accountant firm to audit fund utilization under TEQIP by SPFU as well as 6 Participating Institutions. The following bio data are submitted for perusal and selection from one of them.

Resolution:

The Finance Department, Sachivalaya should be requested to nominate CA firms for the said purpose. Then such CA firms should be put for approval in next SPFU meeting.
