AGENDA for a meeting of the HIGHWAYS AND TRANSPORT CABINET PANEL in the

Ashbourne Room, County Hall, Hertford on Wednesday 11 FEBRUARY 2009 at 2.00 pm.

AGENDA

Meetings of the Panel are open to the public (this includes the press) and attendance is welcomed. However, there may be occasions when the public are excluded from the meeting - for particular items of business. Any such items are taken at the end of the public part of the meeting and are listed below under “Part II (‘closed’) agenda”.

The Ashbourne Room is fitted with an audio loop system to assist those with hearing impairment. Anyone who wishes to use this should contact Main (front) Reception.

  1. MINUTES OF LAST PANEL MEETING

To confirm the Minutes of the Panel meeting held on 13 January 2009 (copy attached)

as a correct record.

2.PUBLIC PETITIONS

Any member of the public, (who is a resident of, or a registered local government elector of Hertfordshire) may present a petition to the Panel. The subject of the petition must be appropriate for the Panel and must be signed by at least

100 residents or business ratepayers of Hertfordshire.

Notification of intent to present a petition must be given in writing to the County Secretary, (County Hall, Hertford, SG13 8DE) at least 5 clear days before the meeting where an item relating to the subject matter of the petition does not appear on the agenda for the meeting and at least 3 clear days before where the item is the subject of a report.

3.ENVIRONMENT RESOURCE BUDGET FOR 2009 / 10 – 2012 / 13

Panel members are asked to bring with them the Finance, Information and Commercial Services Director’s report to the Cabinet meeting on 2 February 2009 [Item 2] “COUNTY COUNCIL RESOURCE BUDGET 2009/10 TO 2012/13” which has been circulated to all Members of the Council. (Please bring.)

The standstill revenue budget has been updated to reflect changes that have arisen since the Panel met on 13 January 2009. Details of the changes are given in the report to Cabinet.

Following the Cabinet meeting on 2 February 2009 the proposals from Cabinet will be circulated together with a supporting commentary from the Chief Officer in respect of any new growth, policy changes, and efficiency savings proposed. (copy attached)

The Panel is invited to comment to Cabinet on the proposals relating to the revenue budget and capital programme relevant to the remit of the Panel.

The views of the Panel will be considered by Cabinet on 16 February along with: comments from the Overview & Scrutiny Committee meeting on 12 February; any new information; the Treasury Management Strategy and Prudential Code for Capital Finance; and the Medium Term Financial Strategy. Cabinet will then recommend a budget to Council on 24 February 2009 when the budget and Council Tax will be agreed.

4.PRIORITIES FOR INTEGRATED TRANSPORT CAPITAL INVESTMENT 2009/10

To consider the priorities and how the budget provisions available for highways and transport schemes should be allocated for next year.

  1. CONSULTATION ON DELIVERING A SUSTAINABLE TRANSPORT SYSTEM (DaSTS)

The Panel is invited to consider a summary of the Consultation Paper on Delivering a Sustainable Transport System (DaSTS) and what response should be made.

6.CONSULTATION ON LOCAL TRANSPORT PLAN 3 GUIDANCE

The Panel is invited to consider the Department for Transport’s Consultation Paper on draft statutory guidance to support local authorities in producing Local transport Plan 3 and what response should be made.

  1. URBAN TRANSPORT PLANS FOR ST ALBANS AND SOUTHERN ST ALBANS

The Panel is invited to consider and endorse the St Albans and Southern St Albans Urban Transport Plans.

The dates of the next meetings of the Panel are as follows : -
