Title: Finance Manager

Location: 5TH Floor, Sun Alliance House, St Helen’s Road, Swansea

Hours: 35 Hours per week, Monday to Friday. Flexible working arrangements are available.

The post is until 31 March 2014 in the first instance

Salary Scale: £24,769 - £26,307 p.a. – with contributory Pension Scheme 5% employer and 5% employee after 3 months satisfactory service

Travelling Expenses: 45p per mile plus 5p for passengers

Annual Leave: 26 days p.a.

The post is subject to a probationary period of 6 months and the successful applicant will be subject to an enhanced C.R.B. disclosure. If this contract is terminated by yourself before the expiry of the probationary period, the cost of the CRB will be deducted from your final monthly pay.

Purpose of the role: To manage the financial management, delivery and development of Age Cymru Swansea Bay Ltd.

Key Responsibilities

1.  To implement, develop and maintain an effective payroll system for both organisations.

2.  To act as a member of the Senior Management Team supporting the Executive Management Team to achieve the targets set out in the Strategic Business Plan and Annual Business Plans.

3.  To manage the day to day financial activity of both organisations in accordance, developing and implementing financial Policy and Practice in accordance with HMRC, Charity Commission and Company House guidelines. Maintenance and reconciliation of the purchase ledger and cash book.

4.  To manage stock control and maintain the Asset Register for both organisations including the receipt, verification, payment and recording of all invoices received and the management of credit.

5.  The verification and payment of staff, volunteers and Board Directors by cheque or BACS.

6.  The reconciliation of all bank accounts and the preparation of management accounts to Boards monthly.

7.  To ensure that all financial procedures are robust and regularly reviewed, develop, monitor and reconcile budgets for all services, reporting to the Executive Management Team and Board quarterly.

8.  To produce accurate, relevant, reconciled and timely financial reports for funding bodies.

9.  To develop and implement a sales system for chargeable services, including the management of action against outstanding payments (debtors).

10. To develop and implement an electronic and online payment system for chargeable services.

11. To liaise with external agencies (Auditors and Accountants) to manage the completion of Annual Reports and Financial Statements.

12. To work alongside the Director of Business to develop grant funding applications and tender submissions, taking responsibility for the financial aspect of this work.

13. To manage banking, including cash deposits and the use of the Company Credit Cards, verifying all transactions and managing payment.

14. To be responsible for management of all properties leased/owned by Age Cymru Swansea Bay Ltd including;

·  Installation and maintenance of Phone systems,

·  ICT equipment

·  Maintenance and decoration

·  Security Systems

·  Insurance Policies

·  Lease arrangements and annual rent agreements.

15. To maintain the donor list, action gift aid returns and legacies records, developing an on-line payment facility in line with the Annual Business Plan.

16. To undertake internal audits as directed by the Chief Executive Officer or in her absence the Director of Business.

17. To manage Health and Safety in accordance with key policies and procedures.

18. To comply with Data Protection and Confidentiality in accordance with key policies and procedures.

19. To apply Equal Opportunities and anti-discriminatory practice in accordance with key policies and procedures.

To undertake any other duties as may be requested from time to time by the Chief Executive Officer, including attendance at occasional out-of-hours events.

This job description is subject to amendment at the discretion of the Board and Chief Executive Officer. These will be notified to you, giving you twelve weeks notice in writing.

All the above are subject to Age Cymru Swansea Bay Ltd receiving the necessary funding.
