Job Purpose:

  • To maintain the smooth and effective running of a Day Care Centre for older people.
  • Plan, deliver and promote day care services in accordance with the requirements of theservice contract and Age Concern Hampshire’s philosophy and policies.
  • Management of financial and physical resources allocated to the Centre.
  • Management and development of staff resources allocated to the Centre.
  • Community engagement with local organisations

SPECIFIC DUTIES

SERVICE PROVISION

  • To deal with referrals, and to carry out assessments of prospective Service Users. This may require home visits.
  • Ensure sensitive introduction of Service Users into the Day Care Centre.
  • To monitor and review the Service Users’ day care needs and provide a person centred programme of daily care and activity in line with Adult Services Care Plans to match those individual needs. To co-operate with other agencies, particularly ASD and Health in arranging a “package of care” for the Service User.
  • Oversee thecare of Service Users at the Day Care Centre and whilst travelling to and from it.
  • To organise, supervise and control the ordering and serving of food ensuring high standards of hygiene are maintained.
  • Monitor choice and quality of food offered and liaise with provider to ensure that expected standards are met every day.
  • To ensure daily transport arrangements satisfactorily meet the needs of Service Users. To work closely with other agencies to maximise the resource potential of the centre to meet the needs of potential clients and their carers.
  • Monitoring and review of service and standard of provision and in particular obtain Service User and Carer views on a regular basis.
  • Arrange community engagement & intergenerational events and outings for the Service Users, working with the AM & SSW.
  • Attend local fundraising & community events if required to increase the profile of the centre locally.
  • Ensure Service Users are engaged and involved in all aspects of the service and are represented on quality monitoring and planning groups.
  • To continuously monitor quality assurance issues and maintain high standards in all aspects of day care.
  • Ensure Service Users and Carers are adequately informed about the service.

FINANCE & ADMINISTRATION

  • Ensure contract performs to maximum potential, including occupancy of places for both AS places and additional private places.
  • Manage spending in accordance with needs within the allocated budget.
  • Update Charity Log database with attendances, transport & meal requirements
  • Ensure that AS are provided with information on a quarterly basis in line with contract requirements – Workbook.
  • Liaise with finance department to produce invoices for both AS and Private Clients on a monthly basis.
  • To maintain appropriate administrative and financial records for the Centre as required by Age Concern Hampshire.
  • To attend meetings and provide reports and updates on the Centre as required including the provision of periodic written reports.
  • To highlight areas where additional support is required.
  • Agree & authorise expenses and overtime claims by staff and volunteers.

STAFF AND VOLUNTEER MANAGEMENT

  • To provide training to Assistant Manager & Senior Support worker to cover aspects of Manager’s role when required.
  • Ensure that the centre always has the correct ratio of staff to clients every day and highlight any gaps.
  • Work with other managers in the Lot area to give support if required in cases of unexpected absence
  • To attend training and other events as required.
  • To recruit, train and supervise volunteers.
  • To assist in the recruitment and training of staff, ensuring that the care objectives are met and standards maintained.
  • Ensure all staff are adequately supervised, appraised and developed by holding regular 1-2-1’s and team meetings.

PREMISES MANAGEMENT

  • To ensure the upkeep and maintenance of the Centre and the equipment, fittings and furnishings in liaison with the relevant property management , or HCC representative, as appropriate, and, in respect of ACH property, with the Area Manager To act as Safety Officer for the Centre.
  • To safeguard all equipment, furniture, etc within the Centre and to ensure the security of the Centre.
  • Work with the hospital management team to ensure that H&S requirements are met and suitable for our needs.

PERSON SPECIFICATION

DAY CARE CENTRE MANAGER

ESSENTIAL CRITERIA
Previous management or supervisory experience in a service for older people
Experience of working with older people in a day care setting
Empathy and understanding of older people’s needs
Ability to plan, deliver and monitor high quality day care of older people
Understanding of the needs of those with dementia and the vision & knowledge to provide specialist dementia support.
Ability to organise work load effectively
Able to communicate effectively orally and in writing with Service Users, Carers and other professionals
Awareness of Community Care legislation, its role in maintaining Service Users at home and the contribution of individual services to a care package
An understanding of the part of Health & Safety legislation on the immediate environment
Understanding and commitment to equal opportunity legislation and policy
Able to provide financial and client monthly returns
Experience of supervision and commitment to staff care and development
Experience of Quality Management / Experience of Budget Management
Experience of working with volunteers
Possession of Microsoft office, word processing, database and spreadsheet skills to Microsoft XP Professional standard or equivalent
Full driving licence and use of car for work
Minimum qualification of NVQ3, or equivalent, in Care
Manual handling experience, including pushing wheelchairs in a manner which is safe to both service user and member of staff during personal care
Personal care of service users requires staff to have adequate vision, be able to stand independently and use two hands.
Calm, patientability to deal with multiple priorities and challenging situations
DESIRABLE CRITERIA
NVQ4 in Care, or above
Knowledge and training related to general business/commercial managerial competencies
Involvement in staff training

Managers of day care/wellbeing services will be expected to meet the knowledge and skills requirements of the Skills for Care Managers Induction Standards These standards will be addressed through the recruitment and induction process, with relevant training identified with the support of Age Concern Hampshire.
