AEMTA Emergency Support Response Team

Purpose:

The purpose of the AEMTA Emergency Support Response Team (ESRT) is to assist any agency, community, county, or state in an event of overwhelming of resources should occur. ESRT will support the local response plan as outlined or requested by The Incident Commander of any incident. Assistance and/or support may include but not limited to search and rescue, staging/treatment areas, road way clearance, strategic support, recovery efforts, etc. The AEMTA/ESRT will notassume responsibility or command of any incident at any time. It is the AEMTA’s intent to assist and support local and state agencies in their time of need.

Request:

All requests for an ESRT response will be made to the AEMTA President, ESRT Commander, or his/her designee. Request can be made or rescinded by Arkansas Departof Health, Section of EMS, Arkansas Department of Emergency Management, Ambulance Service Director, or the Incident Commander of an individual incident. The ESRT will never self-deploy and will follow instructions of the overall incident commander or their designee.

Response:

Responses will be determined by request of the Section of EMS, ADEM, or incident IC. All Pre-arranged responses will be as followed along with a Chief Officer:

a)Alert 1 (Out of state response) – Out of state emergency support

  1. 2 Rescue/Recovery teams (4 person teams / 8 total)
  2. 1 Rescue apparatus (If available)
  3. 1 Support Tech
  4. 1 Response Trailer

b)Alert 2 (In state response) – In state emergency support

  1. 4 Rescue/Recovery teams (4 person teams / 16 total)
  2. 2 Rescue apparatus (If Available)
  3. 1 Response trailer
  4. 2 Support Techs

c)Alert 3 (Recovery response) – Post emergency support

  1. 3 Recovery teams (4 Person teams / 12 total)
  2. 1 Response trailer
  3. 1 Support Tech

d)Alert 4 (Man power response) – District coverage, rehab services, treatment areas, etc.

  1. 10 person team (No equipment sent)

Team Definitions:

Commander – AEMTA President or a person that is appointed by the President or AEMTA Board

Deputy Commander – Will be accountable to the Commander and report to the AEMTA board on request. The Deputy Commander will be the operations officer of the team ensuring staff, training, equipment, funding, and any other requirement deemed necessary by the Commander.

Chief – Chief accountable to the Deputy Commander. Will maintain AEMTA support to the IC, and supervise safety, integrity, command, and logistics of the task assigned by the IC. And other duties assigned by the Commander (one from each region).

Captain –Captain will be accountable to the Chiefs,. Will supervise all activities during operations and give status reports as requested and needed. And other duties assigned by Commander or Chiefs.

ESRT Tech – Team members that complete tasks as assigned at incidents. And other duties as assigned by command staff.

Support Tech – Members who secure and deliver supplies to team members or others as assigned.

Rescue/Recovery Team - Consist of 1 Captain and 4ESRT Techs

Recovery Team - Consist of 1 Captain an 4ESRT Techs

Response Apparatus – medium equipped rescue unit

Response Trailer – AEMTA equipment and supply trailer.

Green Status – no anticipated alerts

Yellow Status – possible alert, all members text your availability

Orange Status – alert, all members report availability and standby for assignment

Red Status – alert, all members report for assignment
