Location of Post / The selected candidates will form a core part of the NIMIS support team. The NIMIS Project Team is currently based in Blanchardstown, Dublin 15. As this project involves interacting with all acute hospitals, the selected candidates will be expected to travel to, and engage with each hospital before, during and after the system installation.
There are currently 2 vacancies to be filled.
Organisational Area / National / Corporate HSE
Details of Service / The primary objective of the NIMIS is to implement and support PACS/RIS solutions into all publicly funded acute hospitals and primary care facilities where radiological imaging is performed. This will facilitate these facilities to become filmless & paperless within Radiology resulting is significant business process efficiencies.
Reporting Relationship / The selected candidates will initially report to the Programme Lead, NIMIS Project. This reporting relationship may change as the project comes to completion and moves into a primarily support mode.
Purpose of the Post / To support the implementation and post go-live support to the NIMIS project and help drive optimised national standards in this area. The successful candidates will have a primary function in supporting the functionality of the system but it will be essential that they provide expertise and support to all aspects of the solution in addition to working and interacting with other connected clinical ICT or equipping projects.
Principal Duties and Responsibilities /
  1. In conjunction with the national Programme Lead, to act as the national lead & expert on the NIMIS solution, its use, and on-going management of the system, with a general emphasis on the PACS and 3rd Party NIMIS components
  1. To develop, review and update any policies, guidelines and protocols required to support PACS / RIS implementations and usage nationally
  1. To assist in the co-ordination of tasks involved in the planning and implementation of the NIMIS solution into all applicable hospitals
  1. To liaise with required national groups in order to maintain and develop national coding strategies within Radiology
  1. To work with other project team members, the hospitals & health agencies, and the system provider to ensure the successful implementation and on-going management of PACS / RIS and associated systems
  1. To act as national co-ordinator for Reference Site visits as requested by the supplier
  1. To lead post implementation reviews of the system and its use
  1. To assist the Programme Lead in coordinating project management aspects such as
  1. Compilation of summary site status reports
  2. Collation and processing of financial reports / invoices / etc
  3. Scheduling and organisation of NIMIS Project Team meetings
  1. To drive the delivery of a project looking at specific deliverables resulting from the NIMIS installations
  1. To lead or assist in the development of appropriate staff training methodologies as a key component of the project. This may involve assisting in development of guidelines on hospital training plans and assisting with specific training programmes
  1. To manage, from a national perspective, the system updates / upgrades. In doing so, to lead the co-ordination of such from a national perspective
  1. To act as national co-ordinator for NIMIS & 3rd Party component related system enhancements
  1. To assist in the investigation of inappropriate system access by NIMIS users
  1. To drive the running and results collation of system access audits and in doing so to support the NIMIS Governance Group in its activities
  1. To maintain a very high level of knowledge of the PACS / RIS systems within the market place. As required, to play a key role in any future PACS/RIS procurements
  1. Be willing to travel to hospitals and health agencies throughout, and possibly outside, of the country with a view to assisting in the successful implementation of the project
  1. The post holder is responsible for his / her own professional development and performance and maintaining a portfolio in accordance with project requirements
  1. To undertake such duties as deemed appropriate by the Project Lead.
  1. In addition to the tasks identified above, it is anticipated that the central NIMIS support team would have an active involvement in other future imaging related projects and projects that require an interface / involvement of NIMIS. Examples of such projects which may have an involvement include:
  • National LIMs Project
  • National PAS / Order Comms system roll out
  • Endoscopy / Renal / Dermatology
  • Cardiology
  • Ophthalmology
  • Maternity/Obstetrics
  • Development of XDS archive for document imaging
  • Vascular
  • Dental/Orthodontics
  • National or regional scheduling system
  • National Electronic Patient Record
  • Breast Check
  • International Sharing of Data across the EU
  • Radiotherapy / Oncology Services –NCCP
20. Other duties that would be required include, but are not limited to, the following:
  • Be responsible for the management of relevant staff
  • Participate in the preparation of plans for the service and monitor and report on their implementation as required
  • Participate and co-operate with any internal or external evaluation of the service
  • Participate in quality assurance and quality control procedures for Radiology including performance review and external audit
  • Comply with the policies, procedures and safe professional practice of the Irish Healthcare System by adhering to relevant legislation, regulations and standards
  • Be aware of risk management issues, identify risks and take appropriate action
  • Maintain good collaborative working relationship and communications with appropriate statutory, professional and voluntary organisations responsible for and/or participating in health care
  • Monitor research and new developments. Initiate, facilitate and take part in relevant research and promote awareness of ongoing and current research
  • Ensure all Standard Operating Procedures, Health and Safety at Work legislation and Ionising Radiation Regulations are understood and complied with

Eligibility Criteria
Qualifications and/ or experience / Each candidate must have at the latest date of application: -
(a) (i) Possess the Diploma of the College of Radiographers
or
(ii) Possess a B.Sc (Hons) in Radiography
or
(iii) Possess a qualification at least equivalent to (i) or (ii) above
and
b) Candidates must have had not less than six years satisfactory post qualification experience
and
c) Candidates must possess the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Each candidate for and any person holding the office must be of good character
Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidates who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.
Post Specific Requirements, additional qualifications and/or experience required /
  • Demonstrate depth and breadth of hospital experience
  • Demonstrate a strong understanding of the NIMIS project and solution and/ or experience of working in a NIMIS environment

  • The successful candidates should have access to transport as the post will involve frequent travel

Skills, competencies and/or knowledge / The successful should demonstrate:
  • A high level of clinical knowledge and to carry the out duties and responsibilities of the role
  • A good understanding of Healthcare management structures within the HSE and Voluntary sectors
  • Excellent knowledge of the delivery of Radiology services in the Irish context
  • Good knowledge of the NIMIS implementation and its day-to-day use within the national acute hospital sector
  • A working knowledge of project management principles
  • Good communication and interpersonal skills (specifically presentation and report writing skills)
  • The ability to build and maintain relationships with key stakeholders and the multidisciplinary team for example with Radiology / Cardiology departments throughout the HSE
  • Ability to identify problems, formulate solutions, and follow-through on actions and decisions
  • Ability to plan and manage resources including adhering to project deadlines
  • A strong commitment to providing a quality service
  • The ability to adapt to the rapid changes taking place in the health services and to lead and implement change
  • The ability to keep abreast of development technologies and their likely impact

Terms and Conditions of Employment

Tenure / These posts are permanent and whole time. A panel will be formed from this recruitment campaign and future permanent or specified purpose vacancies of full or part time duration will be filled from this panel. The tenure of these posts will be indicated at ‘expression of interest’ stage
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The Salary Scale for the post is: -
€51,484 – €54,324 – €56,733 – €59,165 –€61,644
Working Week / The standard working week applying to the post is to be confirmed at Job Offer stage.
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
Annual Leave / The Annual Leave applying to the post is to be confirmed at Job Offer stage and as determined by the Organisation of Working Time Act 1997.
