DEFINITIONS

Admissions: Revenue from sale of admissions and ticket subscriptions for funded program or festival.

Applicant Cash: Funds from organization's accumulated resources, savings, and endowments allocated to funded program or operating budget.

Attendance: Number of people that attended the cultural event.

Attendees: Individuals being served by the program or project either as visitors, students, and/or as a member of an audience. Excludes artists, technical workers and others involved in producing the program.

Authorized Signatory: Name of person with authority to legally obligate Applicant Organization.

Budget detail: Itemized breakdown of proposed program or festival expenditures and income.

Community-based non-cultural organization: is defined as a nonprofit organization with programs based in underserved or ethnically diverse areas or neighborhoods of Palm Beach County, whose primary mission and general operating budget is NOT dedicated to arts and culture, but to other causes such as health, social welfare, housing, rehabilitation, etc.

Contracted Services Revenue: Revenue derived from fees earned through the sale of services. Include sales from workshops, classes, performances, etc., to other community organizations, government contracts for specific services, performance or residency fees.

Corporate Support: Revenue or in-kind donation from a private business.

County Commission District Number: Provide the district number for the location of the organization’s primary physical address, and the district numbers for the locations where program activities occur. Visit to see a district map if you are uncertain in which district the organization’s primary address or activities are located.

Cultural Activities: Each individual offering of a Cultural Event (see “Cultural Event” definition).

Cultural Diversity: having the characteristic of being deeply rooted in and reflective of ethnically diverse, urban, or rural populations, and which represents the works of a particular culture, including an ethnic minority.

Cultural Events: includes different artistic, cultural, or educational activities which will be produced or presented by the applicant, will be open and accessible to the public, and will take place in the grant period. Do not include strictly fundraising events. Note: Cultural Events often include several Cultural Activities. For example, a play to be performed ten times is one Cultural Event with ten Cultural Activities. An exhibition open for three weeks should only count as one Cultural Event. A three-day festival counts as one Cultural Event.

Cultural Excellence:Organization has at least a two-year history of clearly excellent cultural programming and a clearly defined mission. Funded programs sustain and advance the organization’s mission and cultural form while making it available to a wider, more diverse audience. The organization clearly demonstrates specific efforts to expand the field or discipline in which it specializes.

Cultural Organization: a nonprofit organization whose primary mission and/or more than 75% of its annual operating expenses are dedicated to cultural activities involving the arts, literature, history, or educational science activities.

Culture: includes the disciplines of dance, music, theatre, folk-arts, visual arts, history, literature, media arts, multidisciplinary, and programs of museums, zoos, and public gardens.

Direct Artist Room Nights: Number of nights generated by contracted artists/performers/cultural experts and/or technical support as a direct result of the program(s). Room nights must have been booked or organized by the grantee organization or the organization must be able to directly account for registrants. The definition of “room” includes hotels, motels, bed & breakfasts, air BNB rentals, condos, apartments and villas when the stay is less than six (6) months. Examples of direct artist room nights include the overnight stays of a traveling ballet company including the stage crew; a master artist teaching a week-long class, a marine biologist contracted to lecture to the organization’s audience, etc. Do not include classroom enrollment for Youth (K-12).

Festival: A cultural event or group of events planned, produced, and promoted in a well-defined period and organized to occur at regular intervals, usually on an annual basis, all related to a common cultural form, theme, or vision.

Foundation Grants:Any non-government grants.

Government Grants-Federal: Revenue from grants by agencies of the federal government.

Government Grants-Local: Revenue from grants by local county or municipal government.Exclude Category B, CII, and CI funding.

Government Grants-State: Revenue from grants from state government and/or multi-state consortia of state agencies.

In-Kind Support: Paid or given in goods, commodities, or services instead of money. Volunteer hours/services do not count as in-kind support.

Marketing Impact: Within defined plan, demonstrated ability to expand and promote cultural programs which develop Palm Beach County Tourism and contributes to the county’s reputation as a cultural destination, as reflected in ongoing market research, annual media plan, and evaluation of actual results.

Marketing Personnel: Wages for specifically identified personnel responsible for the marketing and promotion of the funded program or festival.

Marketing/Advertising: Research and analysis, program development, or program promotion, including online and print advertising, radio, web site, social media and television advertising, printing, and mailing of brochures, flyers, posters, and other forms of direct promotion.

Mission Statement:Provide the organization’s mission statement. (Not the purpose of the program.)

Operating Revenues: Operating revenue exclusive of tangible collections, capital funds or assets, and/or endowment corpus. Endowment drawdown and some reserve may be attributed to operating revenue, as determined by the Council.

Organizational Stability:The organization follows best practices in governance, operations and program implementation. There is strong evidence of consistent, multi-year fiscal responsibility. The budget is balanced, easy to understand and there is a strong financial plan and a diversified revenue stream. A long term strategic plan is in place for endowment building or deficit reduction.

Other Private Contributions: Revenue from cash donations, including gross proceeds from fundraising events.

Outside Professional Services-Artistic: Payments to artists whose services are specifically engaged for the funded program.

Outside Professional Services-Marketing and PR: payments to firms or individuals not regularly employed by the organization for direct promotion of the funded program or festival.

Outside Professional Services-Other: Payments to a firm or individuals for technical services that are specifically and exclusively incurred for the funded program,such as security.

Personnel:Payments for artistic, marketing, or technical employees specifically identified with the funded program as permitted by the current reimbursement guidelines.

Potential for Growth:Clear evidence of one of: new/expanded facility, capital campaign, education initiatives, expanded diversity efforts.

Program: A regular series of performances or exhibitions planned, produced, or presented, and promoted on a continuous basis, including arts, literary, historical, zoological, and scientific exhibitions and events. Includes festivals.

School-aged Youth: Children in school from kindergarten through twelfth grade.

Space Rental: Payments specifically identified for funded program for rental of rehearsal, theater, hall, gallery, and other such spaces.

Total Operating Budget: itemized summary of organization's actual or estimated expenditures and income for a proposed, current, or completed fiscal year.

Tourist:An out-of-county visitor to Palm Beach County

Youth: Children ages 0 to 18.
