Role Overview:
CSIRO has a complex property portfolio of owned and leased facilities that comprises over 1,000 buildings spread across more than 55 locations within Australia. These scientific and research facilities are diverse both in location and type. CSIROBusiness & InfrastructureServices(CBIS)ischarteredwithmanagingtheservices,maintenanceandoperationof all CSIRO’sscientificand research facilities. CBISdeliversstrategic,estate management and capital works functions through its national team with theregionalCBISteamsresponsible fordelivering operationalproperty services.CBIS’sstrategy and operational activitiesalign with CSIRO’sstrategic directionand scientificactivities.
We currently have an opportunity for a suitably qualified Project Manager to be closely involved as a key contributor in the delivery of large infrastructure projects. These projects are undertaken in a complex environment, with a focus on whole of life capital and operating costs. The role requires the management of various project activities, including establishment of effective teams working closely across key stakeholders and contractor groups, in a rapidly changing environment to deliver a leading edge project outcomes.
As the successful candidate, you will have extensive experience in the management and delivery of complex capital works projects having managed projects for large portfolios. You will holdtertiary qualifications in Project Management together with a proven ability to: problem solve; promote and support change; adapt to a rapidly changing environment; engage with senior executives and stakeholders; and work effectively as member of a team of property professionals.
Duties and Key Result Areas:
  • Work within the CBIS Capital Works team to ensure the project team delivers on time, on budget, compliant and fit for purpose facilities.
  • Support the project team to ensure they are part of a high performing culture and manage project standards across the team projects.
  • Manage a diverse stakeholder environment utilising strong relationship, collaboration and influencing skills and experience.
  • Work cooperatively with the Capital Works project team, using best-practice methodologies, procedures and tools to maintain records and documentation for program finances, scope, schedule and risk.
  • Report project/program progress and issues to the Executive Team and other program stakeholders.
  • Lead the successful delivery of multiple projects with a focus on whole of life, client engagement, consultation, change management, plus the transition of the facilities to the property team.
  • Ensure compliance with statutory requirements and the Health, Safety and Environment policy.
  • Other duties and responsibilities as directed including, but not limited to, contributing to CBIS strategy, goals and leadership. Key responsibilities may be subject to change from time to time to ensure the continued success of the function and meet evolving business requirements.
Key capabilities:
  • Capability to understand project management methodologies such as Prince 2 or PMBOK.
  • Capable of leading large,complex and concurrent Capital Works Projects on time, on budget, and fit for purpose.
  • Well-developed understandingof Property Management, the Health and Safety Act and Commonwealth Procurement Rules, including howthese functions integrate with capital works activities in a Commonwealth and construction environment.
  • Strong leadership, communication, people management, and negotiation capabilities, in conjunction with sound experience in resource planning.
  • Highly developed stakeholder management skills necessary to build and maintain strong working relationships, including the capability to drive and support change across user groups and the organisation.
  • Detailed knowledge of scientific, workplace and construction compliance and regulatory requirements along with the capability to develop and implement systems, processes and procedures to ensure CSIRO staff and their contractors operate in safe, compliant and fit for purpose accommodation and broader work environment.
  • Strong business acumen and knowledge of building services.
  • Capable of thinking laterally and strategically, anticipating and managing problems, and applying sound judgement to resolve complex issues with practical and positive solutions.

Pre-Requisites:
  1. Education/Qualifications: Relevant tertiary qualifications in ProjectManagementand/or significant relevant experience.
  2. Communication: Exceptional written and verbal communication skills and proven strong Interpersonal abilities to successfully liaise with and influence a diverse range of stakeholders, both internal and external to the organisation.
  3. Behaviours: A history of professional and respectful behaviours and attitudes in a collaborative environment.
  4. Travel: •The ability and willingness to undertake regular domestic travel.
Essential Criteria:
  1. Demonstrated recent success in managing concurrent complex Capital Works projects, preferably in a scientific environment, in line with organisational standards, policies and business requirements.
  2. Knowledge and experience in the effective use of project management tools, systems and strategies.
  3. Proven ability to think and act strategically to harness information and leverage on opportunities that are presented.
  4. Proven experience in user consultation and successful change management.
  5. Demonstrated strong and effective leadership to champion the organisational vision, ensuring project objectives are met in scope, on time, on budget, and undertaken safely,including the ability to work autonomously and influence outcomes to ensure a good result for each project, and the organisation.
Desirable Criteria:
  1. Experience in Project Management of Building facilities construction and refurbishment.
  2. AIMP or PMI accreditation and Prince 2 or equivalent program management experience.
