  1. Introduction

The meeting was chaired by IOM who informed the participants that Mr. Muhammed Amin Suleiman of SEMA will arrive late to attend this meeting due to a needfor his attention from returnees from Niger that arrived to Adamawa and were received by at the State Secretariats compound.

Afterthe welcoming message and the round of introduction, the forum noted the absence of some key actors in the meeting. IOM introduced Mr. Frank Santana who will co-chair the next meeting for the ES-NFI Working group. All represented agencies were also praised for making all the efforts to attend this meeting.

  1. Action Points: Last Meeting Minutes

Feedback on ES-NFI interventions has been received from most agencies in Adamawa through the 4W matrix for the ES-NFI working group. As indicated at the OCHA Nigeria Humanitarian Dashboard for January to April 2015, the percentage of targeted people reached for the sector has increased from 10% to 38%.

Terms of reference for the ES-NFI sector working group has been finalized and distributed to members.

One pending action is the nomination of one person per agency to form an Advisory technical group to help standardise procedures, NFI kits, security measures during distributions, amongst other tasks.

  1. Critical Shelter and NFI Needs

The findings of the IOM displacement tracking matrix (round 3) on the critical shelter and NFI needs were highlighted at the meeting and, the critical needs change from place to place and that the standardisation of one-package fits all might not be the best approach. The ES-NFI members are encouraged to use the DTM report ( as a source of information about what kind of intervention is needed and where. Members should also provide feedback if there are areas for the ES-NFI sector that should be captured in the next round DTM. As per the report,

  1. Shelter Upgrading plan at IDP camps / villages

Member agencies were requested to disclose any plan of upgrading shelters at the camps or IDP villages in the last 2 weeks. As per the feedback, most ongoing ES-NFI activities by member agencies in Adamawa state do not include upgrading of shelters but distribution of shelter repair materials. However, Adamawa Peace Initiative (API) has conducted survey through a consultant and is consideringbuilding mad or cement block houses both at displacement and in return areas.

OXFAM/CISCOPE has started distribution of tarpaulins plastic sheets in order to protect the thatched roofs of the grass/mad houses constructed by the IDPs in Malkohi village.

Action points:

OXFMA/CISCOPE to complete the distribution of tarpaulins plastic sheets to IDPs in Malkohi village and provide progress update in the coming meeting.

  1. ES-NFI Activities

NEMA/SEMA from the PINE has started distribution of food and NFIs (comprising maize, oil, mats, soaps, detergents, vitamins, plastic buckets, rain coats, etc.) to total of 3000 households in return areas: 400HH in Maiha, 600HH Gombi, 600HH Hong, 600HH Michika, 600HH Madagali and 200HH in Song. ICRC is planning interventions of food and NFI distribution in these areas of return.

Adamawa Peace Initiative has targeted 275,000 IDPs with shelter support, food, clothing, and sanitary items. During an organised transport of returnees to their areas of origin API has found that shelters and crops have been destroyed. Returnees face the dilemma of staying and start over, or to go back to the IDP areas and keep receiving support. It is projected that API will support the construction of shelters in areas of return using local material with traditional architecture. Besides, 200 IDP families will be settled in Yola in a land acquired by API for this purpose.

NRCS shared its concerns about the distribution of NFI by other member agencies where ICRC has already made distributions. NCRS highlights the need to eliminate duplication of efforts and the need to focus on the returnees’ communities. NCRS points out that out of medical supplies and other lifesaving items, no more distribution to be done in the IDP communities where ICRC has placed their 3-months package of items. IOM clarified that the idea was to distribute items to the most vulnerable IDP that didn’t receive items from ICRC.

There is a growing concern about the coming planting season in returnees’ areas and the massive expected movement of people from the IDP areas. It might be futile to continue distributions in IDP areas since in the coming 2 months it is expected most people should have returned.

Action points:

IOM agreed to further evaluate the subject with IRC to avoid duplications of efforts.

ES-NFI survey Questionnaire was reviewed by the sector members and will be circulated further together with the meeting minute for partners’ feedback to IOM

In line to the sector at the national level which merged CCCM and ES-NFI as a sector, proposal for the merge of CCCM and ES-NFI sector in Adamawa State due to their common objectives and interlinked activities was presented to the participants. Most members find it attractive and therefore, it was agreed to discuss it further in the next meeting in the presence of NEMA/SEMA representatives.

The next ESNFI sector meeting will be held on 26 May 2015 at 10.00 am, Venue SEMA 2nd floor at the director’s office for RR&R.
