Activity WGC-2 – Status Compliance & Trends (SCT)

Implementation in 2007

Objectives

(1) To adopt a common methodology for the establishment of groundwater threshold values along the provisions set by the new Groundwater Directive, and (2) to develop a guidance document on status compliance & trends. The activity will cover:

  • Adoption of a common methodology for the establishment of groundwater threshold values based on the outcome of the methodology developed by the BRIDGE project, and exchanges of experiences among the Member States in support of the new Groundwater Directive based on case study examples.
  • Development of the "status compliance & trends" guidance document, concerning both quantitative and chemical status issues. This had been planned in the former work programme but could not be initiated owing to delays in the adoption of the Groundwater Directive. With respect to trend assessment, the document will be largely based on the technical report developed in 2002, and will provide recommendations to Member States on how to undertake and interpret trend studies (including considerations on lag time of groundwater systems and how to integrate this in trend assessment);

Planning of the activity

The planning of the WGC-2 Activity for 2007 is established as follows:

1)A first draft of the common methodology for the establishment of groundwater threshold values should be produced, on the basis of BRIDGE outputs, by the 9 March 2007 (action: HL, AB, HPB) in close cooperation with BRIDGE experts involved in WG C. This draft should be circulated to the WGC-2 participants (list enclosed), asking for comments before the 10 April 2007. This should allow to take comments on board to produce a second draft that should be circulated to the plenary WG C on the 20 April 2007 at the latest for discussion and possible approval at the Berlin meeting on the 3 May 2007. Pending upon the approval, the document will then be submitted to the CIS Strategic Coordination Group for approval at its meeting of 24-25 May 2007 in Brussels. This should be followed by an endorsement by the EU Water Directors meeting under the German Presidency.

In case of the absence of approval at the meeting of 3 May, comments will be requested to the WG C plenary and a second drafting round (in close consultation with WGC-2 participants) will be organised during the period May-June 2007. If necessary, the Activity Leaders will call for a technical meeting (with WGC-2 participants) in June. Following this, a consolidated version will then have to be circulated to the Plenary WG C on the 7 September 2007 at the latest and possibly approved at the Lisbon meeting on 21 September 2007.

2)Regarding the "status compliance & trends" guidance document, Activity Leaders (JG & RW) will develop a table of contents that should be circulated to the plenary WG C by the 20 April 2007 at the latest for presentation and possible amendments at the Berlin meeting on the 3 May 2007. The current drafting will then take place during the period May-July 2007 in close consultation (via e-mail exchanges) with WGC-2 participants. If necessary, the Activity Leaders will call for a technical meeting (with WGC-2 participants) in June (to be coordinated with the above, if relevant). Following this, a consolidated version will be circulated to the Plenary WG C on the 7 September 2007 at the latest for discussion and possible approval at the Lisbon meeting on 21 September 2007.Pending upon possible approval, the document will then be submitted to the CIS Strategic Coordination Group for approval at its meeting of 7-8 November 2007 in Brussels. This should be followed by an endorsement by the EU Water Directors meeting under the Portuguese Presidency
