Action Minutes of Totnes Neighbourhood Plan Task Group Meeting

Task/Issues / Detail
Vision and objectives review / General comments
  • Mary suggested that each Task Group Lead highlight to the Steering Group any potentially contentious issues to present for further discussion (i.e. should something specific be included in the plan and how we deal with it if so)
  • It was noted that for most of the visions, there are between four and seven objectives, which felt like a good number to include
  • It was agreed that outcomes should be included as part of the vision and objectives as having outcomes would provide something to base the policies upon
  • It was discussed that it would be useful to have all the visions in a similar diagrammatical format - to make all the information easily digestible for the public when it comes to the consultation
  • Paul suggested Thea speak with the designers to see what they might be able to add at this stage in terms of how people go about putting their visions together.
  • The question was raised of who will maintain and update the NP document following its creation – it was felt this should be included in the plan itself to ensure the NP is a live document not just a snap shot of what people want at that moment in time. In reply to this, Paul suggestedthat we need to be realistic about what is achievable with the resources we have now and more importantly, the resources we will have in the future
  • Following the delivery of the NP it will be most likely down to the Town Council to follow through on the delivery of the policies put forward by the plan. It was suggested that a Steering Group remain in place following the creation of the NP but many felt that this was unlikely to happen in reality
Transport
  • Paul agreed what we need to do (with transport) is produce the final version and highlight the areas of contention – SG to decide as a whole if it is to be included
  • It was agreed we would revisit the transport vision once the group have had a chance to read and absorb the draft vision
Economy
  • Paul suggested Mary talk to the TIC - to find out do they have an annual calendar of events

  • Faze updated the group with the most recent updates on the vision and objectives
  • It was suggested that ‘wellbeing’, ‘community owned infrastructure’
  • and ‘circular economy’ may become overarching objectives within the NP, as should the natural setting of Totnes
  • Action: Thea to refine the food objective with Holly. It was noted that this objective will tie in with economy
  • The Environment Group have still to discuss outcomes and felt there can’t be outcomes until policies are agreed. Mary suggested that maybe the best way to go about it is to decide where there needs to be policies, and in some instances there might be outcomes or processes in place of policies
Open space, sport, recreation and wellbeing
  • Group to take the vision away and feedback at a later date
Culture and Heritage / Housing
  • Was not discussed

Plans for consulting on vision and objectives /
  • Action - Helen / Thea to seek advice from Locality on the subject of when to seek feedback from the public on the vision and objectives – either as soon as the visions and objectives have been finalised (pre the public consultation on the draft plan or at the stage of the public consultation itself
  • There will be a plan as to how we go about communicating the visions and objectives (consulting the community groups will be very important as part of this process)

Next steps /
  • Action: Helen to copy across to the master template (i.e. the template Faze has created) all the visions and objectives to ensure all the information is presented in a similar format
