Mayor Viator called upon Mayor Pro Tem Brenda Burley to lead the prayer and pledge.

AGENDA ITEM 1. Reinstate funding for the Assistant Police Chief’s position in the amount of $4,800.00 per month, effective January, 1, 2015. A motion was offered by Ms. Burley, seconded by Mr. Ritter, to approve funds for the position of Assistant Police Chief at a monthly salary of $4,800 with benefits beginning January 1, 2015, and the vote was as follows:

Motion was approved.

Prior to the vote, Police Chief Elect, Rickey Boudreaux stated that this position is very important to the operations of the Police Department and would like to see it reinstated. He requested funding for the position in the amount of $4,800 per month plus benefits.

ORDINANCE FOR FINAL ADOPTION

AGENDA ITEM 2. Ordinance No. 370.1 An ordinance amending Ordinance No. 370 providing for salaries for City of Youngsville employees for Fiscal Year 2014-2015 (Sports Complex Employees). A motion was offered by Ms. Burley, seconded by Mr. Barbier, to adopt Ordinance No. 370.1 amending Ordinance No. 370 providing for salaries for City of Youngsville employees for Fiscal Year 2014-2015 (Sports Complex Employees), and the vote was as follows:

YEAS: Ken Ritter, Brenda Burley, A.J. Bernard, Tim Barbier

NAYS:None

RESOLUTIONS

AGENDA ITEM 3.Resolution No. 2014-21 – A resolution providing for canvassing the returns and declaring the result of the special election held in the City of Youngsville, State of Louisiana, on Tuesday, November 4, 2014, to authorize the rededication of a sales and use tax therein. A motion was offered by Ms. Burley, seconded by Mr. Bernard, to adopt Resolution No. 2014-21 aresolution providing for canvassing the returns and declaring the result of the special election held in the City of Youngsville, State of Louisiana, on Tuesday, November 4, 2014, to authorize the rededication of a sales and use tax therein, and the vote was as follows:

AGENDA ITEM 4.Resolution No. 2014-22 – A resolution authorizing and directing the Mayor to execute for and on behalf of the City of Youngsville of the Parish of Lafayette, Louisiana, an Act of Acceptance from Glenn Leger Construction Company, contractor, pertaining to the completion of a contract for 2014 Road Improvements Project. A motion was offered by Mr.
Bernard, seconded by Ms. Burley to adopt Resolution No. 2014-22 – a resolution authorizing and directing the Mayor to execute for and on behalf of the City of Youngsville of the Parish of Lafayette, Louisiana, an Act of Acceptance from Glenn Leger Construction Company, contractor, pertaining to the completion of a contract for 2014 Road Improvements Project and the vote was as follows:

PROJECT UPDATES

AGENDA ITEM 5. Sewer Project Updates. Mayor Viator gave the report in the absence of Susan Richard with Domingue, Szabo & Associates:

  • La Hwy 89 South Pump Station and Force Main Project – MP Dumesnil Construction Co.: This project was accepted at the last council meeting; the lien period expired December 8. The punch list has been addressed during the lien period.
  • Sewer System Improvements Project – LCDBG FY 2013 (Church Street Pump Station Upgrade and Crepe Myrtle Trailer Park Pump Station and Force Main) – Contractor: E.B. Feucht & Sons, Inc.: This project has been accepted and all punch list items and final payment made.
  • Griffin Road Sewer Extension – MP Dumesnil Construction Co.: The project is complete and has been accepted; the lien period expired December 8. Once the clear lien certificate is provided by the contractor, the final payment will be released.
  • Chemin Metairie Sewer Extension: The DOTD and DHH permits have been received, and the plans have been provisionally approved by Facility Planning. Once final approval is received from Facility Planning, we can proceed to advertising for bids.
  • Super One Store Sewer Pump Station & Force Main: The DHH permit has been received. Work on this project has been put on hold until the City receives a firm commitment from Super 1/Brookshire that they will construct the facility.

Mayor Viator stated that the property has not been purchased as of yet and that the City has recently answered some questions from Brookshire.

AGENDA ITEM 6. Sports Complex Activities. Tim Robichaux, Director, updated the Council on the activities currently taking place and planned for the complex. He introduced a proposal for the turfing of the softball infields. He stated that GEO-Surfaces who did the baseball fields has offered a sponsorship package for the naming rights of the softball fields. He said the total cost to astro turf the fields would be $454,000, with $227,000 of the cost being incurred by the Sports Complex and the other $227,000 would be incurred by GEO-Surfaces for the naming rights of the softball fields. GEO-Surfaces would also include an additional $50,000 for turflogos on the five (5) baseball fields. Mr. Robichaux said that he is introducing this tonight for the Council to consider.

Mr. Ritter said that the astro turf allows for games to continue after a rain as was shown at the grand opening of the complex.

Tim thanked Mayor Viator and the Council for their vision and support of the Sports Complex.

AGENDA ITEM 7. Youngsville Recreation Center. Mayor Viator submitted a report to the Council from Mark Lalande. He said that the delay in getting the steel has created a delay in the completion date but he is hopeful that it will be completed sometime in June or July.

AGENDA ITEM 8. 2014 Road Improvements Project. Resolution of Substantial Completion was taken up with Agenda Item 4.

AGENDA ITEM 9. C. H. Fenstermaker Project Updates (Dax Douet)

  • Chemin Metairie Phase I – Patching. Contract has been signed with Diamond B. Construction.
  • Water Storage Tank – Access road is almost complete and tank foundation has been dug. Forty-eight days of the one hundred and eighty contract days have been used.
  • Roundabout – LA 89/Fortune Road – All right-of-ways are complete. Project should be let out in late summer or early fall 2015.
  • Griffin Road Drainage – RFP’s are being solicited since it is anticipated that the project will be under the $150,000 bid limit set by the State which are due by Friday, December 19th.

FINANCIAL REPORTS

AGENDA ITEM 10. Approval of Finance Report for November, 2014. A motion was offered byMr. Bernard, seconded by Ms. Burley, to approve the November, 2014 Finance Report, and the vote was as follows:

Motion was approved.

Prior to the vote, Mayor Viator stated that the City has $6,229,000 of available cash that can be used for different projects. He said there is $1.365 million of bond money that will be used to help pay for the new water storage facility and $3.5 million of new bonds that have just been sold for road projects. The Mayor stated that the people in Youngsville pay taxes to get things done. He also said that sales tax collections have set new records for the month.

Mayor Viator stated that it was a group effort in getting the City in the great financial shape that it is in and thanked the Council for their support.

AGENDA ITEM 11.Minutes of Regular Meeting of November 13, 2014. A motion was offered byMs. Burley, seconded byMr. Barbier, to approve the minutes of the regular meeting of November 13, 2014, and the vote was as follows:

AGENDA COMMENTS, ANNOUNCEMENTS

AGENDA ITEM 12.Presentation to outgoing Mayor, Council and Police Chief (Ken Ritter)

Councilmember Ken Ritter announced that it was the end of a four year term for the Mayor, Police Chief and three of the Councilmembers and that everyone is here tonight to recognize their contribution and dedication to the City, having given a combined 93 years of service to the City. He then read a proclamation acknowledging and praising them and presented Mayor Wilson B. Viator, Jr. a key to the City for his unselfish service to the citizens of Youngsville. Mr. Ritter then asked Mayor Viator to join him in presenting keys to the City toMayor Pro Tempore Brenda Burley, Councilmen A.J. Bernard, Councilman Tim Barbier and Police Chief Earl Menard.

Councilman A.J. Bernard stated that it was a pleasure to serve with the Mayor and Council and that a few of his accomplishments that he is most proud of are the adoption of the sign ordinance, adoption of the mobile home ordinance, the Veteran’s roundabout and the clock at the roundabout at Young Street (Hwy 92) and Youngsville Highway (Hwy 89). He thanked CEO Rick Garner, and the City employees for their dedication and service. He ended by saying he loves Youngsville and thanked the citizens for letting him serve for twelve (12) years.

Councilman Tim Barbier said he moved to Youngsville in 1992 and wanted to get involved in the Community. He said that he joined the Volunteer Fire Department in 1993 and was proud to be a part of it for 22 years and served on the Council for eight (8) years, which has been an amazing journey. Mr. Barbier thanked the Mayor for his leadership and said that he is most proud that each meeting is begun with a Prayer and Pledge of Allegiance.

Councilwoman Brenda Burley thanked the Community and said that it was time for the younger generation to take over. She said there is a lot to be done and looks forward to seeing the new Mayor and Council do a wonderful job.Ms. Burley said that she has really enjoyed her sixteen (16) years of service and that there is no better place in the world to live in than Youngsville.

Mayor Wilson B. Viator, Jr. thanked his wife and his family for allowing him to serve as a Councilmember and then as Mayor. He thanked the Council and the citizens for supporting him and said that it is now time for him to move on. Mayor Viator told the new Council that they will not always agree with each other and will not always like what happens. He said that they must take one issue at a time and once the majority rules you must work and get the job done no matter what side of the issue you were on and that’s what keeps the City moving forward. Mayor Viator ended by stating that he will always be available if needed and is proud of everyone he has served with.

Police Chief Earl Menard said that he enjoyed working with everyone and welcomed the new Council and new Police Chief. He thanked the citizens of Youngsville for allowing him to serve the past 28 years.

Mayor Viator said that Chief Menard gave the citizens good service and good protection and took very good care of the finances. He told the Chief that it was a pleasure to have served with him.

There being no further business to come before the Council, a motion to adjourn was offered by Ms. Burley, with a unanimous second.
