JOB DESCRIPTION – Urban Villages Capital Project Sponsor– Technical

Job Title:UV Capital Project Sponsor - Technical

Responsible to: UV Capital Delivery Manager

Duration: 3 year post – possibility of extension

Main Areas of Responsibility

  • Ensure all necessary governance structures and controls are in place and adhered to in relation to the efficient and effective delivery of capital projects within the specified constraints of time and cost.
  • Provide technical advice around design, costs and other project management issues to delivery partners across a range of capital projects that include public realm schemes, parks, community capital projects and other regeneration schemes.
  • Provide technical support to assist the Urban Villages capital team to develop a pipeline of capital projects for future investment in 2017/18 and beyond including:

-Scoping of projects and development of Project Briefs

-Testing feasibility of projects

-Technical input to a range of options identified within the business case

  • Provide project management support to delivery partners around project changes, Compensation Events and ensuring continued fit of the project with the project brief.
  • Identify procurement approaches that achieve efficient and effective delivery within tight timeframes. Liaise effectively with CPD and delivery partners in relation to the appointment of Integrated Consultant Teams and Integrated Supply Teams.
  • Develop realistic and achievable timescales for the delivery of capital projects within the programme. Prepare and update project schedules (using Gantt Chart software) detailing the timeline for all projects and associated spend profiles.
  • Develop project funding agreements with delivery partners that allow Urban Villages to establish performance guarantees around delivery against the master timeline for each project and against the key project milestones/boundaries.
  • Establish progress tracking and monitoring systems that allow:

-Measurement of progress against the master timeline and critical path milestone dates

-Review of the project budget and any variances

-Measurement of quality control issues.

  • Provide tracking reports and dashboard reports to Senior Management and UV Programme Board to measure progress against the timeline dates, fit with the project budget and identification of key risks and issues on projects.
  • Support delivery partners to manage risks and resolve issues that are currently threatening and potentially having an impact on project delivery.
  • Contribute to responses to Ministerial queries, AQs and other queries relating to capital projects.

1 a) Successful project sponsorship / management of capital projects or programmes of projects of at least £5m capital investment, including project specification, the management of all legal, design, planning and financial management aspects, procurement and construction through to delivery. / /
1 b) Experience of providing design drawings, advising on planning matters, advising on project costings and other technical support to assist the early development of capital projects. Also, experience of scoping projects, preparing Project Briefs and preparing technical feasibility studies on projects. / /
1 c) Experience of providing technical input to a range of options identified within business cases including early design work on options, identifying the costs associated with options and the operational costs associated with options;
and experience of preparing full business cases for capital projects and peer review of business cases. / /
a)1 d) Effective evaluation of construction procurement options including combinations of design build and operate, and experience of conducting effective procurement processes; / /
1 e) Experience of preparing project briefs, procuring and managing consultants and contractors and of organising and managing teams of multi-disciplinary staff and consultants. / /
2. A qualification in a technical or construction related discipline, for example architecture or engineering, at third level eg. a HNC, HND, undergraduate degree or equivalent qualification;

five years of experience in a construction management field. / /
  1. Demonstrate excellent analytical, communication and presentation skills with a proven ability to communicate complex information clearly both orally and in writing, to a wide range of stakeholders

a)quickly and effectively establishing credibility with a diverse range of stakeholders, including both the public and private sectors; /
b) delivering a public sector procurement project. /
