A Bill to Move Election Day to
Properly Recognize the Sacrifices Made by Members of the Armed Services
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1. All federally mandated elections shall be held on the eleventh of November.
Section 2. A. All government offices shall be closed except for those necessary for the conduct of elections and maintenance of the public safety.
B. All financial institutions shall be closed – including, but not limited to all banks, The New York Stock Exchange and the National Association of Securities Dealers Automated Quotations (NASDAQ).
C. All non-essential employees must be granted a paid holiday.
D. All essential employees must be paid double-time and be provided a three hour contiguous break sometime during the duration of polling hours.
E. Early voting shall be strictly prohibited.
Section 3. The Department of Labor shall oversee the implementation of this legislation.
A. The Office of Congressional and Intergovernmental Affairs shall ensure all public employers found to be in violation of Section 2, see an automatic ten percent reduction in allocated block grants during the next fiscal year.
B. The Office of the Inspector General shall ensure all private employers found in violation of Section 2 are fined $500,000.00 per employee.
SECTION 4. This legislation shall go into effect January 1, 2016.
Section 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Implement a Federal Water Consumption Tax to
Encourage Conservation
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1. This legislation shall implement a graduated federal water consumption surcharge.
Section 2. A. All water consumption that occurs on land zoned for agricultural use will be assessed a federal surcharge equal to 150% of the amount owed to the local service provider.
B. All water consumption that occurs on land zoned for commercial use will be assessed a federal surcharge equal to 120% of the amount owed to the local service provider.
C. Surcharges for all residential water consumption shall be linked to federal tax rates:
i. Those in the 39.6% tax bracket shall pay a federal surcharge equal to 80% of the amount owed to the local service provider.
ii. Those in the 35% tax bracket shall pay a federal surcharge equal to 70% of the amount owed to the local service provider.
iii. Those in the 33% tax bracket shall pay a federal surcharge equal to 65% of the amount owed to the local service provider.
iv. Those in the 28% tax bracket shall pay a federal surcharge equal to 55% of the amount owed to the local service provider.
v. Those in the 25% tax bracket shall pay a federal surcharge equal to 50% of the amount owed to the local service provider.
vi. Those in the 15% tax bracket shall pay a federal surcharge equal to 30% of the amount owed to the local service provider.
vii. Those in the 10% tax bracket shall be receive an exemption and shall not be assessed a surcharge.
Section 3. The Internal Revenue Service shall oversee the implementation of this legislation.
SECTION 4. This legislation shall become effective 2017 FY.
Section 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Invoke Article 13 to Withdraw from the North Atlantic Treaty Organization
WHEREAS, The treaty obligates us to defend the borders of twenty-seven (27) other North Atlantic Treaty Organization (NATO) members under Article 5 without constitutionally required congressional authorization; and
WHEREAS, We have over 60,000 military personnel stationed in NATO countries; and
WHEREAS, We shoulder over seventy percent of NATO’s financial burden; and
WHEREAS, The United States’ best partners for international peace are now Russia, China and Iran; now, therefore, be it
RESOLVED, That the Student Congress here assembled invoke Article 13 and begin the one-year withdrawal process from NATO.
