DEVELOPMENT PROPOSAL REQUIRING A CERTIFICATE OF APPROPRIATENESS

1.The applicant proposes to install a 6 foot high wood stockade pressure treated fence on the Borough right-of-way that is located between Kingsway School and 148 Kings Highway West. The property is located in the Historic District. The Borough of Haddonfield owns the property and therefore the role of the HPC and the Haddonfield Planning Board is merely advisory under law.

Sharon McCullough, the Borough Administrator, appeared, was sworn and testified in support of the application.

The exhibits included as part of the record were:

  1. Tax Map of the Borough of Haddonfield.
  2. Application for Certificate of Appropriateness dated 10/14/15.
  3. Photographs of the proposed alternative rod iron fencing
  4. Report of Historic Preservation Commission dated 10/21/15

No one appeared to testify during the public portion of the hearing.

The HPC Consultant and Representative were sworn and testified with regard to the application.

FINDING OF FACTS AND CONCLUSIONS

1.The subject property is located in the Historic District as defined in Section 135-45 of the Haddonfield Land Development Ordinance (LDO).

2.Based upon the evidence presented, including the testimony of the Borough Administrator’s testimony and the comments from the Planning Board and HPC Representatives, the Planning Board finds that the applicant proposes to install fencing along the Borough right-of-way located between Kingsway School and 148 Kings Highway West. The 10 foot wide right-of-way provides access to the residents who live on Moore Lane to Kings Highway West. The Borough will be cleaning up the right-of-way, including repair of the sidewalk where necessary. Currently there is a fence on the Kingsway School side of the right-of-way. The new fence will be approximately 300 feet long and will be installed along the property designated as 148 Kings Highway West only.

3.The HPB and HPC recommended a proposed alternative fence of 4 foot high black metal fence be installed rather than the 6 foot high wood stockade pressure treated fence, in accordance with the recommendations of the HPC set forth in their report of October 21, 2015.

RESOLUTION

On the motion of Stuart Harting, seconded by Doug McCollister, the HPB unanimously voted to advise the Borough Commissions that in the Planning Board advisory capacity, it recommends that they install the proposed 4 foot high metal fencing and retain as much shrubbery as possible.
