RESOLUTION NO. 2015-

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDAAUTHORIZING THE CITY MANAGER TO PURCHASE A REPLACEMENT TELEVISING TRUCK FOR THE SEWER DIVISION OF PUBLIC WORKS IN AN AMOUNT NOT TO EXCEED TWO HUNDRED SIXTY FIVE THOUSAND ($265,000) DOLLARS AS APPROVED IN THE CITY COMMISSION’S FY 14-15 BUDGET, DIRECTLY FROM THE MANUFACTURER CUES, INC.; AND PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, at the September 30, 2014, budget meeting, the City Commission approved the replacement/acquisition of sixty-nine (69) vehicles for FY 2014-2015; and

WHEREAS, on December 3, 2014, the City Commission approved Resolution 2014-141,thereby establishing the FY 2014-2015 vehicle purchase programto renew the fleet of vehicles used by the City’s division in approximately five (5) years, which would be achieved by replacing about twenty (20%) percent of the fleet per yearutilizing the Florida Sheriff’s Association Bid and the State of Florida Contract; and

WHEREAS, the City is in need of replacing a televising vehicle to be used by the Sewer Division of Public Works to perform inspections on the City’s utilities; and

WHEREAS, the approximate cost of the vehicle is two hundred sixty five thousand ($265,000) dollars from the manufacturer Cues, Inc.; and

WHEREAS, theCity Administration has compared the cost of purchasing the vehicleunder the Sherriff’s Bid to the cost of purchasing it directly from a manufacturer, and has discoveredthat a purchase directly from the manufacturer will result in a savings of approximately thirty thousand ($30,000) dollars; and

WHEREAS, the City Administration has concluded that purchasing directly from Cues, Inc. is the most fiscally responsible means of replacing the Televising Truck and recommends to the Mayor and City Commission that they find unique circumstances exist to exempt this purchase from the competitive bid requirements of Chapter 23; and

WHEREAS, pursuant to Code Section 23-8(5), the City Commission finds that unique circumstances exist and it is in the best interest of thecity to purchase this televising truck directly from the manufacturer, Cues, Inc., with a savings to the city;and

WHEREAS, pursuant to Code Section 23-8 (8) this purchases does require a formal, written contract in that the price is above fifty thousand ($50,000) dollars.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

Section 1.Authorization of City Manager to Purchase a Televising Truck. The Mayor and City Commission hereby authorize the City Manager to purchase the Televising Truck from Cues, Inc. for Two Hundred Sixty Five Thousand ($265,000) Dollars as described in the Vehicle Quote attached as Exhibit 2 and authorize the City Manager to execute all necessary documents to effectuate the purchase.

Section 2.Effective Date: This resolution shall be effective immediately upon its adoption.
