  2. Whereas: The State Department announced the potential sale of Military arms to Saudi
  3. Arabia
  4. Whereas: and the sale of arms may harm innocent civilians and may fuel a regional arms
  5. race and;
  6. Whereas: The sale of arms may also contribute to the killing of innocent Yemen citizens,
  7. as has occurred in the past and may be further perpetuated by an influx of weapons into
  8. the region.
  9. Therefore: Be it resolved by the Congress assembled today that this legislative body
  10. vehemently disagrees with the proposed sale of weapons to the Saudi Arabian military by
  11. the United States State Department.

A Resolution to create a National Sexual Health and Responsible Behavior Program

  1. WHEREAS, Sexual education does not have a universal standard; and
  2. WHEREAS, each county creates its own lesson plan; and
  3. WHEREAS, almost 250,000 babies were born to women aged 15–19 years, for a birth rate of 24.2 per
  4. 1,000 women in this age group; and
  5. RESOLVED, That the Congress here assembled will support the creation of a national sexual health and
  6. responsible sexual behavior.

A Resolution to Reform NATO to Ensure Mutual Defense

  1. Whereas: NATO-affiliated nations are not contributing the 2% of their national budget
  2. necessary to be a member of NATO; and
  3. Whereas: This issue leaves a void in the ability for NATO to defend its member nations
  4. adequately; and
  5. Whereas: This hole in NATO’s defense can allow for terrorist organizations such as ISIS
  6. and Russia to breach NATO security.
  7. Therefore, be it resolved by this Student Congress here assembled that: The United
  8. States government should encourage NATO to collect the 2% that all member nations

9. should be contributing to its funds.

A Bill to Require All Places of Work to Offer Paid Maternity/Paternity Leave

  1. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
  2. SECTION 1.A. All places of employment will provide women 8weeks and men 4
  3. weeks of paid child rearing leave commensurate to their usual salary.
  4. B. Documentation of childbirth or adoption must be provided to the
  5. employer within two weeks of the start of the child rearing leave.
  6. C. Employers in need of supplemental funding up to 75% of these salary
  7. costs, maysubmit an annual application to the Department of Health and
  8. Human Services. This application must show a loss of profit of at least
  9. 2.0% from these child rearing leaves.
  10. SECTION 2.A. A place of employment shall be defined as an organization which pays
  11. people for their services.
  12. B. Birth certificate, adoption certificate anddocuments from a midwife,
  13. doctor or hospitalwill be the forms of documentation accepted.
  14. SECTION 3.A. This bill will be enforced by U.S. Departments of Health & Human
  15. Services and Labor.
  16. B. Any additional funding for this billfrom the above departments will be
  17. from a 2% cut in the U.S. Department of Defense budget.
  18. SECTION 5.This legislation will take effect at the beginning of the 2019 fiscal year.
  19. SECTION 6. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Create a Wall Along the Mexico/United States Border in Order to Control Illegal Immigration

  1. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
  2. SECTION 1. A security wall will be built along the Mexico/United States border
  3. excluding any mountain ranges deemed too treacherous to pass.
  4. A. There will be 50 armed Homeland Security Personnel (HSP) stationed
  5. along the wall every mile to prevent illegal immigrants from entering.
  6. B. A gate at every current legal Mexico-United States border crossing
  7. will be put in place for legal admittance and legal dismissal. There will be
  8. 150 HSP at each gate to handle traffic between Mexico and the U.S.
  9. SECTION 2. The Mexico/United States border is defined as the area in which the
  10. United States and Mexico meet. The Department of the Interior will determine whether
  11. a mountain is too treacherous for passage.
  12. SECTION 3.Homeland Security and the Department of the Interior will oversee this bill.
  13. SECTION 4. 25 billion U.S. dollars will be contributed to the funding of this wall from
  14. the United States Military Budget. Annual maintenance funds will not exceed 2 billion
  15. U.S. dollars.
  16. SECTION 5. The construction of this wall will be put into effect twelve months after
  17. passage of this bill and will be manned after one month of the wall being completed.
  18. SECTION6. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Make Cannabis a Schedule II Drug to Regulate its Usage, Bolster our Economy, and Protect State Rights

  1. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
  2. Article I:A. Cannabis shall hereby be moved to Schedule II of the Drug
  3. Enforcement Administration (DEA).
  4. B. Cannabis dispensaries in states that allow such businesses shall hereby
  5. be taxed federally.
  6. C. The Food and Drug Administration (FDA) shall oversee the regulation
  7. andresearch of cannabis as a drug with medical use.
  8. a) To further determine the legitimacy of cannabis as a drug, the FDA
  9. shall conduct further testing on its effects and medicinal uses.
  10. b) The FDA shall regulate cannabis as it regulates other drugs, in
  11. quantities that it deems suitable for consumption.
  12. Article II:Schedule II shall be defined as the controlled substance schedule of the
  13. DEA containing drugs with a high potential for abuse, with use potentially
  14. leading to severe psychological or physical dependence.
  15. Article III:A. The DEA shall oversee the implementation of Article IA of this piece
  16. of legislation.
  17. B. The Department of the Treasury shall oversee the implementation of
  18. Article IB of this piece of legislation.
  19. Article IV:This legislation will be implemented immediately upon passage.

A Bill to Enforce the Revealing of Tax Returns for the General Election

  1. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT
  2. Section 1. The background of whom that wish to run this great nation have not been
  3. clearly trustworthy and should be obligated to show transparency to the people among
  4. races for political office.
  5. Section 2. Revealing of Tax Returns are defined as tax records of a person revealed by
  6. the person to the public.
  7. Section 3. This bill will ensure the revealing of tax returns of governors, as well as
  8. presidential and vice presidential candidates no less than 90 days prior to the general
  9. election.
  10. Section 4. These tax returns must go back at least 10 full years.
  11. Section 5. Consequences for not following in accord to this bill start with disqualification
  12. from all political races which they are currently running in, as well as a $10,000,000 fine.
  13. Section 6. The funds allocated from fines of this bill will go toward projects to encourage
  14. voters to register and vote for the coming and following elections.
  15. Section 7. This bill shall be implemented as soon as it is passed.
  16. Section 8. All laws in conflict with this legislation are declared null and void.

A Resolution to Eliminate Plant Biotechnology Patents

1 WHEREAS, Monsanto, DuPont, Syngenta and other corporations currently own more

2 than 50% of the Global Seed Patents; and

3 WHEREAS, Monsanto and Co. require that farmers with possession of seeds must get

4 rid of the seeds after seasons ends and can sue farmers if seeds are kept

5 in possession; and

6 WHEREAS, Products of Biotechnology have proven potential to help alleviate current

7 global problems such as hunger; and

8 WHEREAS, There have been several instances where Monsanto has sued farmers due

9 to “Patent Infringement”; and

10 WHEREAS, Farmers are being sued for “Patent Infringement” and for possession of

11 seeds; now, therefore, be it

12 RESOLVED, That the Congress here assembled make the recommendation that Plant

13 Biotechnology Patents be eliminated.

A Resolution to Appropriate Funds to Guarantee Child Migrants Legal Counsel in Deportation Proceedings

1 WHEREAS, This government frequently initiates immigration court proceedings

2 against child migrants but does not guarantee them legal counsel; and

3 WHEREAS, Children who cannot afford counsel or find a pro bono attorney are forced

4 to navigate the complex immigration system on their own, even though

5 the government is always represented by a trained attorney; and

6 WHEREAS, In 91,000 deportation cases involving child migrants processed over the

7 last decade, 46 percent have involved children representing themselves;

8 and

9 WHEREAS, The unsurprising fact that ninety Percent of these cases end in deportation

10 is a gross violation of immigration laws and 5thamendment rights to due

11 process; now, therefore, be it

12 RESOLVED, That the Congress here assembled make the following recommendation

13 for solution (a call for action); and, be it

14 FURTHER RESOLVED, That the Congress here assembled shall appropriate necessary

15 funds to the Department of Justice in order to cover the costs of legal

16 services for child migrants.

A Resolution to Amend the Constitution to Appropriately Manage a Vacancy on the US Supreme Court

1 RESOLVED, By two-thirds of the Congress here assembled, that the following article

2 is proposed as an amendment to the Constitution of the United States,

3 which shall be valid to all intents and purposes as part of the Constitution

4 when ratified by the legislatures of three-fourths of the several states

5 within seven years from the date of its submission by the Congress:

6 ARTICLE --

7 SECTION 1: The President must choose a Supreme Court nominee

8 within 30 days after a vacancy occurs. Then, Congress must

9 hold a vote for the President’s nominee with 30 days of the

10nomination. If the nominee is not confirmed by Congress,

11then the process will begin again with the same time limits

12until a nominee has been confirmed and appointed to the

13court. Also, during the time of a Supreme Court vacancy,

14any tie decision for any case being considered by the Court

15will be decided by the President making the tie-breaking

16vote.

17 SECTION 2: The Congress shall have power to enforce this article by

18 appropriate legislation.

A Resolution to Discontinue Authorizations for the Use of Military Force to Maintain International Peace

  1. WHEREAS,The United States has implemented Authorizations for Use of Military
  2. Force (AUMF) to wage states of warin the Middle East; and
  3. WHEREAS,AUMFs have been used as the legal justification behind the War on Terror
  4. and all of its societal burdens; and
  5. WHEREAS,The continued usage of the Authorization for Use of Military Force
  6. perpetuates a constant state of violence within the region until the
  7. Authorization is repealed; and
  8. WHEREAS,The powers provided through the AUMF have been abused at the price of
  9. American dollars, lives, and basic rights; now, therefore, be it
  10. RESOLVED,That the Congress here assembled make the following recommendation
  11. for the end of the usage of AUMFs established in 1991, 2001, and 2002 to
  12. ensure peace and prevent the Authorization from being abused
