The Scott County Fiscal Court held a regular scheduled meeting on Thursday, September 24, 2015. Judge Lusby called the meeting to order. Present were Magistrates Mr. Hostetler, Mr. Lyons, Mr. Wallace, Mr. Hoffman, Mr. Corman, Mr. Burke, Mr. Livingston, and Assistant County Attorney, Clay McKnight.
A motion was made by Mr. Hostetler with second by Mr. Lyons to approve the minutes of the previous meeting. Court voted unanimous.
A motion was made by Mr. Lyons with second by Mr. Wallace to approve the following transfer. Court voted unanimous.

Library Director, Barbara O’Hara distributed the community library report regarding expansion and discussed the tax rates. A motion was made by Mr. Burke with second by Mr. Corman acknowledging receipt of (per $100) real estate tax .059, tangible/personal property tax .06, and motor vehicle/watercraft.06. Court voted unanimous.
Mr. McKnight read Resolution 15-08; adopting and approving the execution of a Rural Secondary Program Agreement between the Fiscal Court and the Commonwealth of Kentucky, Department of Rural and Municipal Aid, and accepting all roads and streets referred to therein as being a part of the County Road System. A motion was made by Mr. Hostetler with second by Mr. Lyons approving the resolution and authorizing Judge Lusby to sign the Mount Gilead Church Rd agreement. Court voted unanimous.
The Planning Commission voted at their September meeting to form a Comprehensive Plan Executive Steering Committee for the 2016 Comprehensive Plan update. The committee will be made up of fourteen members, three of which should be members or designees of Scott County Fiscal Court. Judge Lusby requested volunteers; Mr. Hostetler, Mr. Burke, and Mr. Wallace volunteered.
The departments of EMA/OHS, County Attorney, and Fire submitted surplus lists. A motion was made by Mr. Lyons with second by Mr. Burke to declare the following items as surplus; items will either be junked/destroyed or sold in the upcoming auction. Court voted unanimous.

Fire Chief, Mike Fuller requested permission for Assistant Fire Chief, Jim Kanavy and arson dog, Honey to attend recertification classes in Louisiana. A motion was made by Mr. Lyons with second by Mr. Hostetler to approve the out of state travel. Court voted unanimous.
Mr. Fuller invited court members to observe physical agility test beginning tomorrow at 8:30AM.
EMS Director, Brandon Remley requested to hire/promote Mark Peterson as Director of Quality Improvement & Training at $49,000.00 per year. A motion was made by Mr. Wallace with second by Mr. Burke to approve the new hire/promotion. Court voted unanimous.
Jailer, Derran Broyles requested to hire Sam Pendergrass part-time/co-op at $7.25 per hour. A motion was made by Mr. Hostetler with second by Mr. Lyons to approve the new hire. Court voted unanimous.
Judge Lusby reminded department supervisors to submit surplus lists for the upcoming auction.
Judge Lusby stated the Justice/Jail roof will be bid out in Spring 2016. This is later than initially discussed due to current commercial roofing business and possible cost savings.
Mr. Livingston discussed a recent trip to Japan where he and other Georgetown/Scott County representatives visited our Sister-City Tahara. He enjoyed the visit greatly and noted each person paid for their own trip; no tax dollars were spent.
Mr. Burke discussed a recent situation and acknowledged the good work of our animal shelter.
Also, he stated the KACo Transportation Workshop he attended earlier was very informative.
Mr. Hoffman noted the passing of former council member, Doris Clark and former magistrate, Jerry Bruin; he asked the court to adjourn in their memory at the appropriate time.
Mr. Hostetler thanked Judge Lusby and anybody else that urged the transportation department to widen parts of Double Culvert Road.
Mr. Wallace announced the waste tire round-up going on through Saturday.
Being no further business, a motion was made by Mr. Hoffman with second by Mr. Wallace to adjourn in honor of Doris Clark and Jerry Bruin. Court voted unanimous
