General Introduction
College of International Education (CIE) is a secondary institution of Xi’an Shiyou University (XSYU), the function of which is to provide educational service to international students. It mainly offers formal educational services for international undergraduates, postgraduates, as well as mid-term and long term Chinese language education; in the meantime, it also carries out short-term language training and Chinese culture studies. College of International Education offers Petro-Engineering Classes (both in Chinese and English), Oil Reserve, Exploration Technology and Engineering classes and so on, in total 56 undergraduate programs, 56 postgraduate programs, as well as non-degree elementary, intermediate and advanced Chinese culture education
CIE hosts various short-term refresher courses every year for international students, and collaborates with 39 higher institutions from U.S.A, Canada, U.K., Germany, Australia, Russia, Kazakhstan, Malaysia, South Africa on joint school and academic exchange.

International Student Affairs’ Office
This office is mainly responsible for enrollment and management of daily issues concerning international students, such as recruiting publicity, student enrollment, applicants submission and approval, tuition, registration fees, accommodation fee, extracurricular activities, registration of degree certificate, scholarship appraisal, selection of excellent international students, discipline and punishment, visa and residence permit assistance, medical insurance.

Office of International Students’Teaching Affairs
This office manages teaching affairs related to international students. It makes teaching plans, selects teaching materials, group language students based on their merits, coordinates degree students classes, handles the teaching affairs of individual classes of international degree students, prepares international students for HSK test, organize mid-term and final-term examination, monitor the scores of every international student, keep their study record, organize teaching practices, issuing test results, degree certificate and graduation diploma.

Logistic Office of International Students
This office has charge of classroom maintenance and international student apartment. It has charge of room allocation, room furnishing and management, classroom installment and teaching instruments, management personnel of apartment, schedule of daily shift, apartment maintenance, room security check, and room deposit.

【General Rules】
Code for International Students in Xi'an Shiyou University
International Students (hereinafter referred to as "students") shall:
1. Observe Chinese laws, regulations and relevant clauses.
2. Comply with the rules and regulations of Xi'an Shiyou University.
3. Observe learning discipline, and study hard.
4. Respect teachers and staff members of XSYU.
5. Respect fellow students, promote unity and friendship.
6. Be civilized and clean, exercise regularly, protect public property.
7. Consciously safeguard public order, avoid fighting, whoring, alcoholism, gambling, drug abuse and other improper deeds, refrain from smoking in restricted area.
8. Respect customs of China and those of foreign classmates.
9. Maintain and promote the friendship among peoples.
10. Neither engage in missionary work, business activities, nor any other activities incompatible with your status.

Payment
l. All fees are settled in Chinese Renminbi.
2. Degree students (undergraduate, master) should pay an academic year tuition in one lump sum, non-degree students (language students, refresher students) can choose to pay an academic year tuition in one lump sum.
The student whose duration of study lasts over 1 semester but less than 1 year should pay a school year’s tuition, lasts 1 semester or less than 1 semester should pay a semester’s tuition.
3. Payment Deadline: within 1 month after the school opening date.
Payment Address: Office of International Students Affairs
Students take the payment slip obtained in the above address to Room 227 of the Administrative Building (Finance & Accounting Division) to pay the fees.
Payment Method: Cash or credit card issued by Bank of China (Union Pay)
Only after payment can an international student register and apply for residence permit in China.
4. Students should pay in full when register at the beginning of every semester. If special circumstances require deferral, the student in question should submit a deferral application in written form toOffice of International Students Affairsand pay a 5% deferral fee/per semester;
Those who fail to pay within 1 month after the school opening date will be removed from the student list and be considered as voluntary withdrawal.
Refund
1. No refund for dropouts and students who transfer to other universities.
2. No refund for students with suspension of schooling, or who asked tostay on school roll. The payment is effective when the student goes back to school.
3. No refund for offenders of school rules who are expelled or forced to drop out.
Insurance
1. Chinese government mandates that international students studying in China must purchase insurance. China Ping An Insurance Company provides comprehensive insurance for Foreign Students.
2. Comprehensive insurance fee: 600 RMB / person / 12 month, 300 RMB / person / 6 months
(Actual payment is pursuant to the announced fee standard of China Ping An Insurance Company)
3. Students should pay the insurance fee when register at the Office of International Student Affairs. The latter will finish the following procedures with the insurance company. Those who fails to pay the insurance fee cannot register or get residence permit.
【VISA GUIDE】
The Entry and Exit of Foreigners
I. TYPE OF VISA AND RESIDENCE PERMIT
1．[X]Visa.International Students with study visas (X) should apply for the Residence Permit within 30 days after their arrival in China. The delinquent will be deemed as illegal resider.
2．[F]Visa. F visa holders needn’t apply for residence permit. The valid duration in China will be specified in the passport visa column. Those who want to stay after the specified deadline should extend his or her visa at least 10 days before it expires.
3．During his or her study, international students with urgent needs to repatriate must obtain a reentry certificate at the Office of International Students Affair at least 10 days before heading back, and ready the reentry documents at Xi'an Public Security Bureau; otherwise there will be no turning back to China.
4．In pursuance of Chinese law, international students should always go with his or her passport, valid ID card or paper files in case of police check.
II. Documents and Procedures for Residence Permit
New students from abroad shall submit medical examination certificate and go to the Shaanxi International Travel Health Care Center for verification. The center will issue Certificate of Health Examination for International Travelers for those who are qualified, and reexamine those who are not.
Students should bring their student ID card, valid passport and 1 passport size photo to the ISA office, truthfully fill out the Application Form for Visa and Residence Permit, obtain the Certificate of Enrollment issued by the school, and then, bring the following materials to the Xi'an Public Security Bureau to apply for residence permit:
Students in China less than 6 months and as a holder of [X] visa, need apply for a residence permit with the following materials:
(1) Visa Application for Study in China (JW201 Form or JW202 Form)
(2) Passport with X visa and their copies
(3) Application Form for Visa and Residence Permit
(4) Attachment of Application Form for Visa and Residence Permit
(5) Enrollment letter and certificate issued by the school
(6) Certificate of health examination
(7) 3 Color photos of 2 inches
(8) Tuition fee receipt
(9) Money for residence permit
III. Missing Residence Permit and Replacement
1．Students should bring their student ID card, valid passport and a passport size photo to the ISA office, truthfully fill out the Application Form for Visa and Residence Permit;
2．Take the certified Application Form for Visa and Residence Permit and the valid passport to the Exit-Entry Administration Division of Xi’an Public Security Bureau and go through the makeup procedure.
3．Those who failed to go through the makeup procedure will be deemed as illegal resider, and will be subjected to a fine and possible detainment (serious offender) in pursuance of the Entry and Exit Regulations of Foreigners in China.
D. Extension of Residence Permit
Student who need stay in China should extend his or her residence permit 1 month before it expires. The extension procedure is：
1．Students should bring their student ID card, valid passport and a passport size photo to the ISA office, truthfully fill out the Application Form for Visa and Residence Permit;
2．Those who default on the tuition fee need pay the tuition first before the extension;
3．Take the certified Application Form for Visa and Residence Permit and the valid passport to the Exit-Entry Administration Division of Xi’an Public Security Bureau and finish the extension procedure.
Those who fails to complete the extension procedure before the expiration will be deemed as illegal resider, and is subjected to a fine and possible detainment (serious offender) in pursuance of the Entry and Exit Regulations of Foreigners in China.
E. Residence Permit for Transferred Students
Students transferred from other universities should prepare necessary documents at the Exit and Entry Office of the Public Security Bureau in the leaving city, and submit their passport and residence permit at ISA office of Xi’an Shiyou University for verification. The office will refer them to the Exit-Entry Administration Division of Xi’an Public Security Bureau with necessary documents to facilitate the transferring procedure.
F. Leaving Students
Leaving students must leave within the valid period specified in their personal visa or residence permit. If circumstances run counter to the need, they should apply for visa or residence permit extension. Residence permit of students who leave permanently will be retrieved by the border check points.
G. Notice
1．Any change to the residence permit, such as the purposes, passport number and accompanying persons, requires application for new residence permit within 10 days after the change.
2. Change of university or residence address also require application for new residence permit within 10 daysafter the change.
3．When apply for residence permit or visa, the applicant should submit the fee as required by relevant policy and competent department.
4．The validation period and number of exit and entry times will be decided by theExit and Entry Administration Office.
5．Holders of residence permit of learning purpose cannot take full or side jobs in China. Illegal residers or other offenders of Chinese entry and exit law will be punished by the security apparatus.
6．The entry and exit administration apparatus are authorized to deny a foreigner visa or other documents, revoke or annul already issued files when deemed necessary.
7．Holders of expired visa or residence permit in China will be punished in pursuance of the relevant regulations. The fine for every day over the deadline is 500 RMB, which may run at most to 5000 RM, serious offender will be ordered to leave within limited period. Students should keep their passport properly and check regularly to prevent overstaying the visa.
