A GANG OF FOUR NOTORIOUS INTERSTATE HIGHWAY ROBBERS INCLUDING TWO RECEIVERS ARRESTED.

STOLEN TRUCK ALONG WITH GOODS RECOVERED.

PRIME ACCUSED WAS WANTED IN TWO CASES.

ACCUSED HARI BABU @ DABUR IS A BC OF PS BARA HINDU RAO.

The Crime Branch has busted a gang of four Notorious Inter State Highway Robbers including two receivers & had recovered truck and goods stolen from the area of PS Moti Nagar. The details of arrested persons are as under:-

  1. Kailash @ Satish @ Kalu s/o Mahavir Gupta r/o H.No. 9562/34, Shri Gaushala, Baradari, Kishan Ganj, Delhi aged 30 Years.
  2. Kashi @ Rahul s/o Gorakh Bahadur r/o Sauchalaya, Shastri Nagar, Delhi aged 24 Years.
  3. Hari Babu @ Dabur s/o Ram Swaroop r/o H.No. 466, Gali Mata Wali, Teli Wara, Bara Hindu Rao, Delhi aged 49 Years.
  4. Ashu Singhal s/o Khajanchi Lal r/o WZ-630 (B), Sri Nagar, Rani Bagh, Delhi aged 28 Years.

INCIDENT & TEAM:

On the intervening night of 19-20/05/12, an incident of theft of a truck loaded with 60 gunny bags of Gutka of “CASH” Brand was reported in PS Moti Nagar. Accordingly a case under the appropriate provisions of law was registered and investigation was taken up.

Keeping in view the incident, a team led by Insp. Jai Bhagwan consisting of ASI Harsha Vardhan, HC Dilbagh, HC Upender, HC Azad, HC Kamal, HC Karamveer & Ct. Govinder was constituted under the supervision of Sh. Bir Singh ACP/ARC and over all supervision of Sh. Bhisham Singh, Addl. DCP/ Crime to apprehend the culprits.

THE OPERATION:-

HC Dil Bagh, member of the team received secret information that one Kailash @ Kalu & his gang member, who are involved in the theft of the said incident, will assemble near Fire brigade office, Lawrence roadin stolen truck No. DL-1-LD-4253 for making planning of another theft between 03.00 PM to 05.00 PM. Immediately the team swung into action and laid a trap near Fire brigade office, Lawrence road. At about 03.20 PM, one truck TATA 407 was found seen on the road. Driver of the truck was signaled to stop, but seeing the police party, truck driver did not stop and tried to flee from the spot. How ever he was overpowered. Two persons were apprehended, whose identity was established as Kailash @ Satish @ Kalu and his associate Kashi. On preliminary examination, they disclosed their acceptance in committing the theft of truck loaded with goods (i.e. gutka) from the area of Moti Nagar about 20 days back. They also disclosed about selling of stolen goods i.e. Gutka to one Hari Babu @ Dabur. On their pointing out, Hari babu @ Dabur was apprehended and some stolen goods were recovered from his possession. Hari babu further disclosed about selling the stolen goods to one Ashu of Rani Bagh. On which, Ashu Singhal was also apprehended and part stolen goods was also recovered from his possession.

EXAMINATION:-

During sustained examination, Kailash revealed that on the intervening night of 19-20/05/12, he along with his other associates namely Kashi, Kailash (driver) and Mantu stole Truck (Tata 709) no. DL-1-LD-4253 that was parked in the area of Moti Nagar. The truck was loaded with 60 gunny bags of Gutka (“Cash” branch). The stolen goods were sold to Hari Babu @ Dabur who further sold it to Ashu. He further disclosed that last year in the month of October, he along with another associates namely Harbir and Devender over powered one driver of Truck No. HR-69-A-2584 and robbed his truck loaded with cosmetic goods in the area of DBG Road. Harbir and Devender were arrested in the said case and part robbed goods were recovered. Kailash @ Kalu was evading his arrest in the case.

Further he accepted his involvement in third case of PS Sarai Rohilla of December month, in which he along with his associates namely Kailash (driver) and Sunny stole a truck loaded with P.V.C Roll (45 quintal). Kailash (driver) was arrested in the case, while Kailash @ Kalu was absconding and evading his arrest. NBW has also been issued against Kailash @ Kalu in this case by the concerned court.

Cases solved:-

  1. FIR No. 100/12 dated 22/5/12, PS Moti Nagar.
  2. FIR No. 201/11 dated 02/10/11, PS DBG Road.
  3. FIR No. 424/11 dated 05/12/11, PS Sarai Rohilla.

Recovery:-

  • Stolen goods (i.e. 4 Cartoons of Gutka of “CASH” Brand)
  • Stolen Truck (Tata 709) bearing No. DL-1-LD-4253

PROFILE:-

  • Kailash @ Satish @ Kalu aged 30 years belongs FROM District Bahraich, UP. He has four brothers and one sister in his family. He absconded from his village and came to Delhi in 1997. He initially started working in Tent House in Kasab Pura, Sadar Bazaar. Here he committed theft of clothes and was arrested in a case vide FIR No. 137/97 at PS Sadar Bazar. He remained in jail for 8 months. In Jail he came in contact with Puran who used to commit theft of goods from the trucks. Thereafter he indulged himself in the criminal activities He usually changes his address and associates after committing crime. He is previously
  • involved in eight criminal cases including of Attempt to murder, burglary and theft etc.
  • Kashi @ Rahul aged 30 years belongs to Nepal. He is a school drop out and having three sisters in his family. He came to Delhi in year 2000 and started living in Shastri Nagar area. His father serving as guard in Shastri Nagar. He is previously involved in six criminal cases of theft etc.
  • Hari Babu @ Dabur aged 28 years belongs from Aligarh in UP. He has one younger brother and sister. He has studied up to class 6th.He is bad character (BC) of PS BARA Hindu Rao having 14 criminal cases of snatching, theft etc.
  • Ashu Singhal aged 28 years has studied up to 6th class. He has three brothers and four sisters in his family.

TWO PERSONS INCLUDING A LADY INVOLVED IN TRAFFICKING OF DRUGS ARRESTED.

500 Gms OF HEROIN RECOVERED.

PRICE OF HEROIN IN INTERNATIONAL MARKET IS APPROXIMATELY RS. 50 LACS.

A team of officers of the Crime Branch led by Insp. Vivek Pathak and consisting of SI Sunil Jain, W/HC Rani Reddy, HC Om Parkash, HC Mukesh, Ct. Rajender, Ct. Khetaram under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Bhisham Singh have apprehended two persons including a lady involved in trafficking of drugs and have recovered 500 Gms of Heroin. The recovered Heroin is worth Rs. 50 Lacs in the International Market.

Information was received on 11/06/2012 by SI Sunil Jain that a person involved in trafficking of drugs in Delhi would be coming near Baraf Khana, Lala Jagan Nath Marg, Subzi Mandi, Delhi to deliver a consignment of drugs to his lady contact. On this information a raid was conducted and two persons including a lady were apprehended. They were identified as i) Danish @ Sameer (aged 22 years) s/o Kamaruddin r/o Village Darya Nangla, PS Meerganj, Distt. Bareilly, UP and ii) Darshana (aged 25 years) w/o Manoj r/o Sector-4, Vijay Vihar, Rohini, Delhi. 100 Gms of Heroin was recovered from the possession of Darshana and 400 Gms of Heroin was recovered from the possession of Danish @ Sameer. A case under the appropriate sections of NDPS Act was registered at PS Crime Branch.

Danish @ Sameer was subjected to intensive examination. It was revealed he is illiterate. In the year 2006, he came to Delhi and started working in a footwear factory in Jaffarabad. Two years ago he met with infamous drug traffickers Danish and Munna both residents of Bareilly, UP and started supplying drugs to their clients to earn quick money.

Darshana was subjected to intensive examination. It was revealed that she is illiterate. She is a married having two sons and one daughter. Her husband Manoj, is a patient of Tuberculosis for last three years and is not working for one year. Darshana was working in a parts packaging factory. One year ago she met a lady Minakshi r/o Rohini, Delhi and started supplying drugs to various persons after procuring the same from Danish @ Sameer.

Further investigation is in progress.

GANG OF AUTO LIFFTERS BUSTED.

SIX CASES OF AUTO THEFT OF DELHI AND UP WORKED OUT.

FIVE MOTORCYCLES RECOVERED.

A team of officers of crime branch led by Inspr. D.P. Joshi and consisting of SI Ramesh Sharma, ASI Surender Kumar, ASI Hariom, HC Birender HC Rawinder, Ct.Raj Kumar, Ct.Sanjay Kumar, Ct. Himanshu, Ct Ranbir, Ct Ravinder and Ct. Naresh under the overall supervision Addl DCP/Crime Dr. Joy Tirkey have apprehended two notorious auto lifters. Five motor cycles have been recovered. Six cases of auto theft of Delhi and UP have been worked out.

Information was received on 09/06/2012 by Ct. Ravinder that a gang of notorious auto lifters active in the area of Outer Delhi would be coming near Jalebi Chowk, Sultan Puri, Delhi on a Hero Honda Splendor motorcycle. On this information a trap was laid and a motor cycle was intercepted. Two persons were apprehended. They were identified as i) Faizan (aged 23 year) s/o Abrar Hussain r/o Hari Enclave, Kirari and ii) Irfan (aged 30 year) s/o Mahfouz r/o Hari Enclave Kirari Sultan Puri, Delhi. The motor cycle was seized. On verification the motor cycle was found to be stolen from the area of PS Aman

Vihar, Delhi. The apprehension of the accused persons has led to working out six cases of auto theft of police stations Sadar Bazar, Sultan Puri, Mianwali of Delhi and Sahibabad, UP.

Both the accused persons were subjected to intensive examination. It was revealed that they along with their associates Riazudin @ Raju and Sahil had stolen total six motorcycles from the area of Delhi and NCR. The stolen motorcycles were further disposed off through Zafar s/o Akil r/o Village Keyala, Tehsil Hapur, Distt.-Panchsheel Nagar, UP. Riazudin @ Raju, Sahil and Zafar are absconding and efforts are being to arrest them.

1.Ifarn is a school drop out and is a permanent resident of Simbhawali, Ghaziabad, UP. Two years ago he came to Delhi and started living in Delhi with his family. He started doing tailoring work in a factory in the area of Sultan Puri, Delhi. It was difficult for him to live on the meager income. Then he came in contact with Faizan and Riazudin @ Raju and started auto lifting.

2.Faizan He is semiliterate. He came to Delhi few years back with his family and started working as tailor in a factory. He alongwith his associates Riazudin @ Raju and Sahil had committed auto lifting in the area of Delhi and NCR. Zafar and Irfan were assisting him in disposing of the stolen vehicles.

Concerned police stations have been informed about their arrest.

The staff of P.S Dwarka South has arrested a BC cum PO namely Parmod Kumar @Modi (aged -31yrs) s/o Ramesh Chand r/o A-2, Chander Vihar, Palam Extn., Sec. 7, Dwarka, New Delhi. He was declared Proclaimed Offender in a murder case of Police Station Palam Village in case FIR No. 240/11 u/s 302/34 IPC &25,27,54/59 Arms Act by the Hon’ble Court of Sh. Pankaj Sharma,MM Dwarka Courts, New Delhi. He was so desperate that a reward of Rs.10,000/- was also announced on him by Delhi Police.

GIST OF THE CASE=On 06/09/2011 one Balwan Solanki was shot at by three car borne persons, when the former was strolling after dinner near Shiv Mandir Wali Gali,Palam Village . The assailants were identified as Vinod @ Vicky s/o Ramesh Pandit and his two brothers namely Manoj and Pramod. The victim was evacuated to Mata Chanan Devi Hospital where he succumbed to gunshot injuries. Upon this a case of murder was registered at Police Station Palam Village and investigation was taken up in right earnest.

OPERATION

Initially the case was worked out with the arrest of Vinod @ Vicky and special investigation teams were formed to nab the absconding accused persons. A massive man hunt was launched and possible hideouts were raided but every time duo escaped narrowly from the dragnet of police. On 10/05/2012 they were declared Proclaimed offenders from the Hon’ble Court of Sh. Pankaj Sharma, MM Dwarka Courts New Delhi. Sources were activated, help of technical surveillance was also sought but no worthwhile information oozed out. The team comprising HC Rakesh , Ct

Satyapal , Ct. Ranvir and Ct. Yogesh of police station Dwarka South was dedicated enough and continued the mammoth efforts. Finally the efforts bore fruits and on 08/06/12 after a tip off accused Parmod@Modi was nabbed from Village Kanganheri, Chhawla Delhi and after establishing proper identity he was booked u/s 41.1.(C) Cr.P.C. PS Dwarka South New Delhi.

INTERROGATION

Pramod @ Modi was subjected to sustained interrogation. Initially he tried to hood wink the police by saying that on the day of incident he was not in the area and nothing to do with the murder of Balwan Solanki but cross questioning broke him down and spelt the beans. He revealed that his family members are entangled in an old property dispute with the deceased party who were intimidating their family members. In order to get rid of him, all the three brother decided to eliminate Balwan Solanki.

PROFILE OF ACCUSED

Pramod @ Modi (aged-31 yrs) s/o Ramesh Chand r/o A 2 Chander Vihar Palam Extension Sec 7 Dwarka, New Delhi, has studied upto 8th and is active BC of Police Station Dwarka South . He is married and has two children. He is a local goon and running a business of real state. He has following previous involvements-

1) FIR No. 514/09 u/s 379 IPC PS Dwarka Sec 23 2) FIR No. 121/10 u/s 324/323/427/341/34 IPC PS Dwarka Sec 23 and FIR No. 50/11 u/s 384/365/323/506/34 IPC PS Palam.

Investigation of the case is going on and staff involved in good work is being suitably rewarded.

TWO SUPPLIERS OF ILLICIT LIQUOR ARRESTED WITH WAGONER CAR

The staff of Police Station Tilak Nagar, West District has done a good work by arresting two suppliers of illicit liquor namely Lalit Kumar and Parmod Giri and seized 5 Getta Petties containing 168 quarters & 16 Bottles of illicit liquors with Wagoner Car No. DL -9 CP-3399.

NAME & PROFILE OF ACCUSED PERSON

  1. Lalit Kumar S/o kanwar Pal Singh R/o C-277 Ambedikar Palace, Baprola Vihar, Najafgarh, New Delhi, age 20 years.
  2. Parmod Giri S/o Laxman Giri R/o RZ-207 Durga Park, Gali No. 6, Sagar Pur, Delhi, he has already been arrested in 10 cases of Excise Act & Arms Act from PS Mayapuri and Hari Nagar. He is a BCs of Mayapuri, age 25 years.

RECOVERY MADE

1.5 Getta Petties containing 168 quarters & 16 bottles of illicit liquors (sale in Haryana only).

2.Wagoner Car DL 9 CP 3399

BRIEF FACTS OF THE CASE

In the west District, a special drive is being launched against supplier of illicit liquors. A secret information was received to HC Amrit Singh along with Ct. Resham Singh while he was on patrolling duty near main Khyala road in front of Reliance Fresh Shop regarding supply of illicit liquors in Wagoner Car. On this information picket was established near Reliance Fresh Shop at about 07.15 PM and a Wagoner Car No. Dl 9 CP 3399 came from khayala side and the above said vehicle was stopped on the instance of the informer. The checking was made and 5 Getta Petties containing 168 quarters & 16 bottles of illicit liquors were recovered and two persons were apprehended. During sustained interrogation they disclosed that the liquor was purchased from Haryana. The case u/s 33 Delhi Excise Act 2009 has been registered and above mentioned accused arrested in this case.

Staff involved in good work is being rewarded suitably.

O R D E R

Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently known as Call Centers, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr.PC, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09/09/2010, I, Mohinder Singh, ACP/Safdarjung Enclave, South District, New Delhi do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division, Safdarjung Enclave shall:-
