A DRUG PEDDLAR ARRESTED : 5 KGS.. CHARAS RECOVERED :

South District police has arrested one person namely Masum Ali aged 45 years S/o Amjad Ali R/o Imli Vatania, Kucha Nakka Lal, Ram Pur, UP and recovered five kilograms of Charas from his possession.

INCIDENT

On18.02.2009, at about 6.45 PM, a secret information was received at PS Hauz Khas that one person would pass through the area of South District in order to distribute Charas in various parts of Delhi. Following the information, a team comprising of SI Rajeev, HC Islamuddin and Ct. Kaushar Mendhi headed by Inspr. S.P. Kukreti, SHO/Hauz Khas under the supervision of Shri Mehar Singh, ACP/Hauz Khas was constituted to further develop this information and apprehend the accused.

At about 7.30 p.m., one person came to Rose Garden and started running on spotting the police party, but he was apprehended by the alert police party. On enquiry, he was identified as Masum Ali aged 45 years S/o Amjad Ali R/o Imli Vatania, Kucha Nakka Lal, Ram Pur, UP. On his personal search, 5 kilograms of Charas was recovered from his bag. Accordingly, a case vide FIR No. 50/09 u/s 20/61/85 NDPS Act was registered at Police Station Hauz Khas and the he was arrested.

INTERROGATION

On sustained interrogation, he disclosed that he has been indulging in this crime of selling Charas for the last three months. He further disclosed that he used to buy Charas from Pilibhit, Rampur UP and supply the same at different places in Delhi.

Further investigation is in progress and members of the police team are

being suitably rewarded.

TRAFFIC ADVISORY

Traffic is likely to be disrupted in the areas of Central and New Delhi on 20th February, 2009 due to a march organized by All India Gramin Bank Workers Organization and All India Gramin Bank Officers Organization. The protesters will assemble at about 10a.m. at Ramlila Ground and proceed to Jantar Mantar via Ranjit Singh flyover andTolstoy Marg. The march is expected to reach Jantar Mantar by 1:00 p.m. General public and motorists are advised to avoid the above mentioned routes /areas between 10:00a.m. and 2:00 p.m. and co-operate with and follow the directions of the traffic police men on duty to avoid inconvenience.

ORDER

Whereas a large number of commercial places/ shops have come up in Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.

2. And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institution, help in the terrorists activities directly affecting the security of the State.

3.And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility

4. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt of India, Ministry of Home Affairs, new Delhi's Notification No. U-11036/3/1978(i)-UTL 1.7.1978. I Neeraj Thakur, Dy. Commissioner of Police, Central District, Delhi do hereby make this written order for strict compliance by the owners of such Cyber Cafe in the jurisdiction of Central District, Delhi.

a)prohibiting the use of Cyber Cafe by unknown person and whose identity has not been established by the owner of the cafe;

b)maintaining a register for identity of the visitor/ user;

c)make an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose;

d)the identity of the visitor/ user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them)

e)activity server log should be preserved in main server and its record should be preserved for at least six months;

f)if any activity of the visitor is of a suspicious nature, the owner of Cyber Cafe will immediately inform the police station;

g)record be maintained about the specific computer used by the person.

h)cyber cafe owners to ensure that the users of Cyber Cafe are photographed on continuous basis and a record of the same is maintained properly.

5.This order shall come in to force with effect from 21.02.2009 and shall remain in force for a period of 60 days i.e. up to 21.04.2009 (both days inclusive) unless withdrawn earlier.

6.Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.

7.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through press and by affixing copies on the notice boards of the offices of all districts DCsP, Addl. DCsP, ACsP, Tehsil offices, all Police Stations concerned and the offices of the NDMC and MCD.

Whereas reports have been received that due to the situation prevailing in the areas of Police Stations of Central District, Delhi, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

2.And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3.Now, therefore I, Neeraj Thakur, Dy. Commissioner of Police, Central Distt., Delhi in exercise of the powers conferred upon me by Section 144 of code of Criminal Procedure, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, Notification No. U-11039/3/1978(I)-UTL, dated 1.7.1978 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Central District, Delhi, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officers concerned in whose jurisdiction the premises fall about the particulars of the said tenants.

4.This order shall come into force with effect from 21.02.2009 and shall be effective for a period of 60 days up to 21.04.2009 (Both days inclusive) unless withdrawn earlier.

Whereas reports have been received that Pan Cigarette and aerated water-shop are kept open till late in the night and the same attract gathering of persons who cause annoyance to the neighborhood and indulge in quarrels having the potential of escalating into riotous situation and also disturb the public tranquility and endanger human life.

2And whereas to prevent annoyance to public, human life and disturbance to public tranquility , it is necessary to take speedy measures to prevent the forming of such gatherings of persons in the late hours of the night.

3.Now, therefore I, Neeraj Thakur, Dy. Commissioner of Police, Central Distt., Delhi in exercise of the powers conferred upon me by Section 144 of code of Criminal Procedure, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, Notification No. U-11036/1/2008-UTL, dated 31.10.2008 do hereby make this written order, prohibiting Pan Cigarette and aerated water-shop being kept open after 01.00 Am in the jurisdiction of Central District Delhi.

4.This order shall come into force with effect from 23.02.2009 and shall be effective for a period of 60 days up to 23.04.2009 (Both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.

6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte.
