Guidance for Commissioning Health Services for Vulnerable Migrant Women– in May,WHECpublished thisguidance, which looks at the specific circumstances of vulnerable migrant women, including difficulties resulting from immigration status, and what commissioners need to consider when trying to gaina clear picture of the population they are responsible for. The guidance also looks at the barriers to accessing primary care which are, in turn, barriers to accessing any specialist health services. DEPARTMENT OF HEALTH NEWS

Social Care - Government have published their Care and Support White Paper, the draft Care and Support Bill, and the progress report on funding. They have also published the Government’s response to the Law Commission’s recommendations. They set out how the social care system will be transformed from a service that reacts to crises to one that focuses on prevention and is built around the needs and goals of people.

The White Paper sets out a new vision for a reformed care and support system. The draft Care and Support Bill underpins these proposals in a modernisation of care and support law. This will be open to public consultation and Parliamentary pre-legislative scrutiny in the next year and the DH is inviting online comments on the draft Care and Support Bill.

Launch of the Mental Health Strategy Implementation Framework – this sets out what some of the fundamental changes to the health and care system will mean for mental health. It also provides practical steps that different organisations – including employers, local authorities, the NHS, clinical commissioning groups, primary care, and social care can take to improve mental health cost effectively using their existing levers and powers. GOVERNMENT CONSULTATIONS

JSNAs and JHWSs draft guidance consultation (deadline 28 September) - A consultation has been launched to seek views on draft guidance for Joint Strategic Needs Assessments (JSNAs) and Joint Health and Wellbeing Strategies (JHWSs). The guidance aims to support health and wellbeing boards and their partners by

  • laying out the statutory duties, which underpin the undertaking of JSNAs and JHWSs by clinical commissioning groups (CCGs) and local authorities through health and wellbeing boards from April 2013
  • explaining how JSNAs, JHWSs and commissioning plans fit together in the modernised health and care system.
  • setting out how an enhanced JSNA process and JHWS will enable the NHS and local government, working with their community and partner organisations, to make real improvements to the health and wellbeing of local people.

Consultation on a new adult safeguarding power(deadline 12 October) - The Department of Health is consulting on a new adult safeguarding power. The aim for adult safeguarding is to ensure there is a clear legal and policy framework, enabling the most effective local arrangements and practices to protect adults at risk of abuse and neglect. Valuing Maternity - The Valuing Maternity campaign, led by Maternity Action, launched on 4 July. Supported by a coalition of parenting groups, women’s organisations, health organisations, advice agencies and unions, the campaign calls for: job security for all pregnant women and new mothers; maternity and parental leave which promotes real equality; and services to support a safe and healthy pregnancy and birth. Police and Crime Commissioners - EVAW, Rape Crisis (England & Wales) and WRC have together produced an A5 campaign flyer which aims to alert women’s organisations to the enormous changes taking place and suggest ways they can get involved in their local PCC election. NICE: Public Health Advisory Committees Recruitment for Chairs (deadline 14 September) - The Centre for Public Health Excellence (CPHE) leads the development of public health guidance in the National Institute for Health and Clinical Excellence (NICE). They are currently seeking to recruit Chairs for a number of new Public Health Advisory Committees (PHACs). PHACs will assist the Centre for Public Health Excellence at NICE in developing public health guidance from March 2013. Applications from interested individuals who can start in January 2013 are welcome. Successful applicants will also be asked to assist with recruiting standing members in November/ December 2012. Health and wellbeing boards - The LGA have produced ‘A new Development tool for health and wellbeing boards’ with a number of partners to support board members to evaluate their progress to date and highlight key issues for the future. To view the tool, please visit the LGA website

Website building tool for charities and community groups - A free website building resource is now available from British Telecom (BT). The BT Community Web Kit enables groups to set up their own website, get a free website address and hosting, along with the use of design templates and free technical support. Children’s centre’s framework - The UCL Institute of Health Equity has launched an outcomes framework for children’s centres – ‘An Equal Start: Improving Outcomes in Children’s Centres’. It calls for a renewed focus on supporting good parenting and the environment in which parents live and work. Online poverty search tool - With information based on parishes, this online resource can provide various deprivation statistics for areas across England. Figures on child poverty, older population, pensioner poverty and life expectancy are available. Statistics can be selected by postcode or local diocese. IESD Grants Scheme for 2013-14–The 2013-14 Innovation, Excellence and Strategic Development Fund (IESD) is now open for applications.Applicants are invited to submit proposals to develop new, innovative approaches to health and care, actively share excellent practice or improve integrated care and efficiency. Breckland Activity Grant Scheme - £50 to £500.Deadline13 August. Funding of projects that will benefit people living in the Breckland Council area. Among the areas projects should address include increasing participation in community activities, respecting racial diversity, tackling inequalities and improving mental health well-being for the local community. Comic Relief Local Communities Programme (London) - £1,000 to £10,000. Deadline 7 September. Projects should be run by local people directly affected by the issues they are dealing with. Glaxo Smith Kline Impact awards/The Kings Fund - £3,000 to £40,000

Deadline 21 September.The awards are open to registered charities that are at least three years old, working in a health-related field in the UK with income between £10,000 and £1.5 million. Visit the Kings Fund website for more information

Harry Payne Trust - £100 to £500. Deadline 30 November. The trust is a charity that supports local charities in the West Midlands, including Birmingham, Coventry, Wolverhampton and the surrounding areas. The Trust will consider funding specific projects. Foyle Foundation - £1,000 - £10,000. Grants scheme designed to support smaller charities, especially those working at grass roots and local community level, in any field, across a wide range of activities.
