A BILL TO ESTABISH FREE TRADE BETWEEN THE UNITED STATES AND THE EUROPEAN UNION

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. All unilateral trade restrictions between the United States of America shall be hereby eliminated and free trade established between European Union member states.

SECTION 2. Trade Restrictions shall include tariffs, export-import quotas/gates, regulations specifically targeting EU, and any other impediments to trade.

SECTION 3. The US Office of the Trade Representative shall oversee theimplementation of the unilaterally established free trade.

SECTION 4. This bill shall come into effect on January 1, 2017.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

The National Park Expansion Act

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The National Park Service, in conjunction with the Department of the Interior, may expand the areas of its national parks to better conserve our country’s majestic landscape.

SECTION 2: Each national park can submit a request for expansion if desired, but are not required to.

SECTION 3: The Department of the Interior will supply an additional $10,000 of funding per 100 acres of expansion in order to maintain the park.

SECTION 4: A maximum of an additional 5,000 acres of expansion will be accepted for any national park.

SECTION 5. This legislation shall go into effect January 1, 2016.

SECTION 6. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Reduce Space Debris to Reduce the Risk of Future Catastrophic Collisions

WHEREAS, The increasing amount of space debris puts all space research in danger; and

WHEREAS, The rising amount of space debris affects all nations involved in spaceexploration, and, in the U.S., inhibits the productivity of NASA; and

WHEREAS, The colliding of a Russian satellite with a U.S. Iridium commercialsatellite is just one of many examples of the harms of space debris thatwill result if this pattern is allowed to continued; therefore, be it

RESOLVED, That this Student Congress should urge the Economic and Social Council

of the United Nations to oversee that nations with large space programs

(being the United States, China, and Russia) collaboratively research and

contribute 3% of their space budget toward space debris removal

research.

A BILL TO CREATE A FLAT TAX SYSTEM AND SIMPLIFY THE TAX CODE

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

section 1.The current Federal Income Tax Corporate Tax, Capital Gains Tax, Property Tax, Estate Tax, Gift Tax and all other aspects of the tax code are hereby repealed.

  1. The Sales Tax is not affected by this legislation.

section 2.A new Income Tax shall be set at 17% for all individuals and families.

  1. Adults shall be exempt from the Income Tax on the first $16,000 they earn.
  2. Households with children shall be exempt from the Income Tax on an additional $4,000 for each child.

section 3.A new Corporate Tax shall be set at 17% for all businesses.

section 4.This bill shall be implemented on January 1st, 2020.

section 5.All laws in conflict with this legislation are hereby declared null and void.

Community Health Reinvestment Act

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

section 1.The Department of Health and Human Services shall receive an additional ten billion dollars to increase funding for the Federally Qualified Health Centers (FQHCs).

  1. In order to qualify as a FQHC, health centers must:

a)Offer services to all persons, regardless of the person’s ability to pay

b)Establish a sliding fee discount program.

c)Be a nonprofit or public organization.

d)Be community-based, with the majority of their governing board of directors composed of their patients.

e)Serve a medically underserved area or population.

f)Provide comprehensive primary care services.

g)Have an ongoing quality assurance program.

section 2.All funds going to the 665 Planned Parenthood Federation facilities shall be redirected to the 9,500 existing FQHCs and facilitate the creation of more FQHCs.

  1. The Department of Health and Human Services shall prioritize the funding of those FQHCs that provide non-abortive reproductive healthcare to women.

section 3.Any funds needed to enact this law will be reciprocated by a corresponding cut in spending to be determined in the next budget.

section 4.This law shall take effect immediately following passage.

section 5.All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Amend the Constitution to Repeal the Seventeenth Amendment

WHEREAS, it was the original intent of the United States Senate to act as an advisory body for the Executive; and

WHEREAS, the Senate was meant to be the States' representation in federal government and not the People's, as that was the House of Representatives; and

WHEREAS, a shift towards strict constitutional construction must be the focus and stance of

that body; now therefore be it

RESOLVED, By two-thirds of the Congress here assembled, that the following article is

proposed as an amendment to the Constitution of the United States, which shall be valid to 10 all intents and purposes as part of the Constitution whenratified by the legislatures of three-11 fourths of the several states within seven years from the date of its submission by the Congress:

ARTICLE --

SECTION 1: The seventeenth article of amendment to the Constitution of the United States 15 is hereby repealed

SECTION 2: The Senate of the United States shall be composed of two Senators elected by

the State Legislatures, thereof, for six years; and each Senator shall have one vote.

SECTION 3: This article shall be inoperative unless it shall have been ratified as an

amendment to the Constitution by the legislatures of three-fourths of the several States

within seven years from the date of its submission to the States by the Congress.

A Resolution to Amend the Constitution in order to Impose Congressional Term Limits

WHEREAS, there is currently no legal statute in place to dictate the length of congressional

term for either House of the legislature; and

WHEREAS, a legal precedent was set with the twenty-second amendmentestablishing 4 presidential term limits; and

WHEREAS, it is the responsibility of this body to represent the people fairly, and not promote personal or career interests, the absence of term limits may be considered detrimental to our purpose here; now therefore be it

RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress:

ARTICLE --

SECTION 1: No person shall be elected to the office of Representative for more than four (4) two (2) year terms. No person shall be elected to the office of Senator for more than two (2) six (6) year terms.

SECTION 2: This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

A Bill to Ban the Operation of For Profit Prisons

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. For Profit Private Prisons residing in the jurisdiction of the United States shall herby be banned and there operation made illegal.

SECTION 2. Profit Private Prisons: A private facility in which individuals are physically confined or incarcerated by a third party that is contracted by a government agency.

SECTION 3. All responsibility for said prisoners shall herby be transferred from these for profit entities to The Federal Bureau of Prisons.

A: For Profit Prisons shall have an allocated time frame of two years to comply with federal demands where they shall be fairly compensated, all Prisons and their prisoners shall be turned over to The Federal Bureau of Prisons. Should said entities fail to comply, the Federal Government shall henceforth appropriate said prison grounds to use at its discretion.

SECTION 4. Congress shall be allotted 835 million as a means to compensate business who comply. Said funding shall be given through the termination of The Transportation Alternatives Program and funding for the United Nations Population Fund. All funding for Job Corps Savings shall hence forth be given to The Federal Bureau of Prisons as an annual fund for the purpose of running said prisons.

SECTION 5. As of January 1, 2016 for profit prisons have a time frame of two years to comply with the federal mandate, said deadline ending as of January 1, 2018.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Ban the Use or Sale of Plastic Bags

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.The use or sale of plastic bags will be illegal and banned permanently from grocery stores, liquor stores, and pharmacies.

SECTION 2.Plastic bags are bags made out of petroleum. The United States Environmental Protection Agency is an agency of the U.S. federal government which was created for the purpose of protecting human health and the environment by writing and enforcing regulations based on laws passed by Congress.

SECTION 3.The Environmental Protection Agency will enforce this bill. They will enforce this bill by giving yearly random checks to random grocery stores, liquor stores, and pharmacies throughout the country.

  1. The EPA will go into the establishments named above and make sure they are using either reusable or paper bags. If the establishments are not using the correct bags they will write it up in their audit report to the relevant authority so a fine can be issued.
  2. The fine for a first offence will be a $300 fine per store. The fine for a second offence will be a fine of $1,000 per store who committed said offence. The fine for a third offence and any future violations after the third will be $5,000 fine per store per offence. These fines will be proportionally increased with inflation.

SECTION 4.This law will be enforced 2 years after passing to insure time for preparations.

SECTION 5.All laws in conflict with this legislation are hereby declared null and void.

A Bill to Decrease STD Transmission and Reduce Teen Pregnancy

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. Federal funding for abstinence-only sex education programs will be reallocated to comprehensive sex education programs.

SECTION 2. Abstinence-only sex education is defined by the Sexuality Information and Education Council of the United States as “programs are designed to promote the . . . social idea that sexual behavior is only morally appropriate in the context of a heterosexual marriage.” Comprehensive sex education is defined by Advocates for Youth as those which “[teach] about abstinence as the best method for avoiding STDs and unintended pregnancy, but also teaches about condoms and contraception to reduce the risk of unintended pregnancy and of infection with STDs, including HIV.”

SECTION 3. The department of Education is responsible for the enforcement of this legislation.

SECTION 4. Congress will curtail its recent two-year extension of the Title V Sec. 510 program and the subsequent increase of funding by $25 million annually to abstinence-only programs and reallocate such funds to comprehensive programs.

SECTION 5. This bill will take effect as of January 1st, 2016.

A Bill to Incentivize Citizenship Tests as Requirement for High School Graduation

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States federal government shall extend categorical grants to individual school districts that mandate that every single high school student in that school district take and pass a citizenship test as a requirement for graduation.

SECTION 2. A citizenship test is an exam designed by United States Citizenship and Immigration Services, a part of the Department of Homeland Security. Categorical grantsare the main source of federal aid to state and local government, and can be used only for specific purposes and for helping education or categories of state and local spending.

SECTION 3. The United States Department of Education shall oversee the enforcement of this bill by allocating a categorical grant proportional to the number of high school students in the district to each school district that meets the requirements of the grant.

  1. The test materials will be provided to each state’s Department of Education, and administered and graded by the same entity as well.

SECTION 4. Funding for the categorical grants will come from a 3% income tax increase to the top 1% income earners.

SECTION 4. This legislation shall take effect at the beginning of the fiscal year 2016.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Establish a Grant Program Benefiting Public Schools Which Meet “Green Requirements”

Be It Enacted by this Congress here assembled:

SECTION 1. In order for a school to receive extra funding and be designated a “green school”, the school must meet one or more of the following requirements. For each requirement a school meets, that school will receive 2% extra funding annually. If the school meets more than one of these requirements the school will receive another 2% of extra funding annually. This means that if a school meets two “green requirements” they will receive a total of 4% extra funding annually.

SECTION 2. Each time a school meets one of these requirements, the principal of that school must sign a form specifically stating which requirement the school met and stating that they actually followed through with these actions.

SECTION 3. The following are the specific requirements, one or more of which must be met to be designated a “green school”.

  1. Recycling bins in every classroom (specifically for paper)
  2. Recycling bins for bottles and cans in cafeterias and near vending machines
  3. 25% of light bulbs in school building are LED
  4. 50% of light bulbs in school building are LED
  5. All of the light bulbs in school building are LED
  6. The development of a school garden
  7. A compost bin or pile
  8. Seasonal and locally grown produce used in the school cafeteria

SECTION 4. The amount of extra funding each school receives is based on the amount of funding they already receive. The funding for this extra money for each school will come from Kentucky government.

SECTION 5. The school will be responsible for getting the materials they need to meet these requirements.

SECTION 6. This bill will go into effect at the beginning of the 2016/2017 school year.
