Purpose of the position:
To provide technical assistance in the designing, planning, funding, implementation, evaluation, and reporting of World Vision Kenya Project component under the wider 5year DGIS/ICRAF’s Enhancing Food and Water Security for Rural Economic Development Program whose vision is that rural households have transitioned from subsistence farming and emergency aid to sustainable rural development by increasing food and water security, better access to markets and strengthening of the local economy for different categories of farmers, planned local or regional procurement systems, as well as the integration of market based assessments into ongoing project interventions. The PM will, in coordination with other consortium members, ensure that the project meets its objective which is to increase the water and food security and drive economic development of the rural population in Eastern Kenya Counties of Machakos, Makueni and Kitui respectively.
In order to successfully do so, program enhancement coordinator must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

1. / Design & Planning / 20% / ° Coordinate with Project Director, Project Associate Director (DME)PDGA , QA (L&R, DME) and IP to develop and submit the Project Proposal for Kenyan Component
° Coordinate with ICRAF and other Consortium Staff on field action research in year 1and implementation in year 2-5 as per project agreements
° Develop operational planning, monitoring and evaluation systems and procedures for the project’s WV Kenya Component
° Leads the team in development of a 4D matrix for the project’s WVK Component
° Oversee the development of Project’s WVK Component AOPs and Budgets.
2. / Project Implementation and Coordination / 50% / ° Lead the team to implement for increased food production through on-farm integrated water harvesting, soil fertility and agroforestry technologies and;
° Introduce water buffering technologies and planning tools at watershed level for enhanced dry season water availability for multiple uses
° Lead the team in assessment of markets to inform project interventions including value chain development, participation of rural households in credit and in input and output markets as well as in value adding enterprises and business services
° Lead the team in establishment of village savings and Loans as part of project sustainability
° Partner and network with both National and County Level Stakeholders to develop an environment that enables increased water and food security and economic growth to be created through adjusting policies to the interests of different categories of farmers
° Lead the team in developing an institutional framework to upscale integrated water and soil management techniques and value chain development adapted to different categories of farmers and developing/applying an inclusive and integrated approach
° Lead in development of public private partnerships key in marketing
° Represents the project in partnership for a and relevant networks
3. / Leadership and Supervision / 10% / ° Work with P&C, IP and QA to recruit staff for the WVK Component of the project
° Provides supervision to a team 9-11 Project staff
° Provides motivation to the team
° Manages project funds and assets in liaison with the Project Finance Analyst and respective ADP Accountants
° Organize for project staff to attended relevant training
4. / Monitoring and Reporting / 15% / ° Conduct regular field visits to project sites to monitor progress
° Continually monitor progress of projects, ensuring that systems and staff are working to achieve goals and objectives and project
° In liaison with the Project Associate Director (DME) at Project Secretariat, provides quality quarterly, semi-annual and annual reports, (financial and narrative) as per WV LEAP standards and requirements
° In liaison with the Project Associate Director (DME) at Project Secretariat, provides quality quarterly, semi-annual and annual reports, (financial and narrative) to ICRAF/DGIS as per donor standards and requirements

Qualifications: Education/Knowledge/Technical Skills and Experience:
· University degree in Agriculture, Agribusiness, Agricultural Economics or related field. Those with post graduate qualifications are preferred.
· At least 5 years working experience in an integrated agricultural related industry
· Has served in a management capacity for at least 2 year
· Competent in markets analysis with particular bias to integrated food security
· Must have a clear understanding of major donors’ perspectives, requirements and standards
· Must have proven analytical/ problem solving abilities
· Experience in value chain development, especially with farmers’ produce contracting/warehouse receipting systems, and value adding will be an added advantage
· Experience in community owned and managed Savings and Loans groups or agro-financing will be very welcome
· He /she must also have ample experience in public relations and be a strong team player.
Working Environment:
· Field based environment with frequent travel to the NO/Project Secretariat;
· Available to represent EFSEK issues at critical functions and moments as needed;
· On call to serve on emergency and crisis response team and;
· Available to serve on other teams and working groups as requested.
