Purpose of Job / To deliver an integrated, accessible, high quality and comprehensive substance treatment system, alongside Emerging Futures, other sub-contractors and other partners, that promotes recovery, resilience, and self-determination.
The West Sussex Health, Drug and Alcohol Wellbeing Network will support people in a recovery oriented system of intervention; the service will be user-focused and aspirational in its work with service users, their families and carers to enable them to achieve their identified goals in and attain the highest quality of life possible, social reintegration and sustained recovery from problematic substance use.
As directed by the Service Manager, the post holder will deliver a comprehensive recovery service encompassing all elements of treatment including criminal justice clients and those referred directly to the service. You will facilitate the engagement, assessment and case management of clients and work within an outcome focussed culture.
The focus of all interventions will be:
·  To reduce drug and alcohol related harm to the individual, their families and the wider community.
·  To promote healthier lives, wellbeing and active citizenship.
·  To increase service user choice and to promote service user and significant others’ involvement.
·  To promote and support individuals into both abstinence based and medically assisted forms of recovery.
·  To provide effective case management and coordination covering areas of risk, problematic behaviour, housing, social functioning, employability, psychological and physical health.
·  To support individuals into paid employment and/or relevant training, education or occupation.
·  To provide effective coaching and line management identifying and encouraging areas of strength, skill and opportunity for the Senior members of staff in your team, and through them, clinical and psychosocial staff mentors and volunteers in the locality’s Health, Wellbeing and Recovery Teams.
·  To support the use of evidenced based interventions based on best practice guidelines.
·  To ensure that contractual output targets and other targets are achieved and the service performs to the required contractual standard.
·  To ensure the accurate recording and inputting of client data and information in order that the service operates within contractual, administrative and financial requirements.
Key Responsibilities / The post-holder will:
·  Work closely with the Service Manager: Adults; Service Manager: Young People and Families, locality Doctor, Lead Nurse, Emerging Futures and other partners, providing leadership and direction within the locality and across the County.
·  Ensure referral pathways and joint working protocols are developed and well-functioning, and the service is meeting the needs of people with drug and alcohol use disorders in West Sussex.
·  Provide overall line management, supervision and leadership to achieve performance outcomes in line with service level and contractual arrangements.
·  Provide line management supervision to Team Leaders, Senior Project Workers and Clinical Lead.
·  Liaise with the locality Doctor to provide operational support.
·  Ensure that all aspects of service delivery are adequately staffed so that specific key performance indicators and all contract requirements are met at all times.
·  Ensure that constructive, positive and supportive relationships are maintained with relevant partners, user representative groups, advisory groups and committees.
·  Ensure the service offers information, advice on services available and support to clients with the aim of enhancing motivation and create an awareness of the possibilities for personal change.
·  Ensure the provision of assertive outreach practices in partnership with a range of relevant agencies to maximise the potential engagement of all potential service users including those who have been identified as entrenched substance misusers, prolific offenders and who have failed to comply with prescribing/treatment/support regimes.
·  Ensure services are provided across a range of operation locations and interventions as designated by the commissioned contract.
·  Lead on the development of easily accessible, non-judgemental, and confidential services, which support service users in reducing harm, assessing need, planning recovery and reviewing progress.
·  Manage and coordinate the activities of the service, including management of the staff team, sessional workers, volunteers, student placements and peer mentors, so that interventions and programmes are run efficiently and effectively, making the best possible use of financial and human resources.
·  Ensure the service runs within allocated budgets.
·  Ensure effective performance management through data collection, reporting and analysis.
·  Produce accurate and timely financial reporting.
·  Ensure the timely and accurate collection, recording and reporting of specified data for the DAAT/PHE, local authority and CGL, and provide additional relevant reports as required.
·  In conjunction with the Service Managers for Adults and Young People and Families, identify areas of potential service development across the service.
·  Oversee the monitoring and evaluations of the service offer and actively engage, involve and consult with service users regarding on-going service development.
·  Ensure the service assists the West Sussex Drug and Alcohol Commissioning Team to deliver on the targets in the Adult Drug/Alcohol Treatment Plan.
·  Promote and publicise the service robustly and continue to develop referral and access opportunities so that the service maintains and increases its client base.
·  Ensure the safety of all staff and clients by implementing stringent risk assessment procedures, and monitoring the maintenance of health, safety and security procedures in the working environment.
·  Ensure high quality services are delivered consistently and adhere to best practice guidelines.
·  Address performance issues within the Team to ensure that contractual output targets are achieved.
·  Provide a degree of flexibility and contribute to the wider strategic aims and on-going development of the service.
·  Work within the CGL governance framework.
·  You will have responsibility to ensure that the service operates within contractual, administrative and financial requirements.
·  The post holder will be required to work flexibly as required and within an agreed number of hours to maintain the most appropriate level of service provision. This will include Bank Holiday, evening and weekend working, and across County.
·  The post holder will be expected to take responsibility for personal development, identifying personal training needs and participate in regular supervision and appraisal.
Key Activities / Below is a non-exhaustive list of key activities for the Locality Lead:
·  Support the Team Leaders, Clinical Lead, Doctors and Health, Wellbeing and Recovery Teams in ongoing delivery and improvement of all interventions including criminal justice services encompassing monitoring and management of data and performance information.
·  Ensure the seamless delivery of treatment pathways within internal and external partner agencies, through close liaison and regular consultation.
·  Produce statistical and narrative reports for internal purposes and to meet the requirements of stakeholders and commissioners and ensure all administrative and financial systems are adhered to.
·  Develop and implement staff rotas to ensure the service is appropriately staffed and participate in that rota when required.
·  Take an active role in the day to day running of services, including assessments, interventions and case management when required.
·  Support the development of all harm reduction and structured interventions.
·  Manage the assessment of need, risk assessment and recovery planning for all service users.
·  Attend internal CGL meetings and local external forums as required.
·  Supervise staff in accordance with CGL policies and procedures and ensure all staff access Learning & Development opportunities.
·  Ensure all service users receive a high quality service in line with CGL policies and procedures and as required by stakeholders.
·  Ensure that service users are appropriately involved in service development.
·  Contribute to the recruitment and placement of volunteers and peer mentors, and plan, organise and monitor the activity of volunteers and peer mentors.
·  Design and implement service developments as determined and agreed with the Service Manager and Director.
·  Implement the full range of CGL policies across the sphere of operational responsibility.
·  Ensure adherence to CGL’s policies on diversity and equal opportunities, promote best practice, and that the service addresses the needs/aspirations of all communities in West Sussex.
·  Provide cover for other Locality Leads and Service Managers as required.
·  Ensure all adults and children at risk are safeguarded appropriately.

Person Specification

/

Essential criteria:

·  Demonstrable experience of working within and managing, social care contracts, in particular drug and alcohol services

·  A demonstrable understanding of the need for, and ability to, deliver quality services.

·  Possession of, or working towards a recognised qualification in health, social care or management.

·  Excellent knowledge of psychosocial interventions and models including MI, CBT, BSFT, Relapse Avoidance Counselling, ITEP (Mapping).

·  Experience in project development and/or management.

·  Experience of recovery co-ordination, assessment, recovery planning and review and the delivery of complex substance misuse treatment interventions.

·  Well developed leadership skills.

·  Experience of, and a commitment to, delivering structured staff supervision, appraisal and learning development processes

·  Experience of and a commitment to, working positively in partnership with a range of statutory and voluntary agencies.

·  Good administrative, recording and reporting skills.
