1.  if discharge will degrade water quality, discharge will only be allowed if any change in water quality:

§  will be consistent with maximum benefit to the people of the state.

§  will not affect present or future beneficial uses.

§  will not result in water quality less than prescribed in the basin plan.

2.  best practical treatment must be used to avoid pollution and maintain highest water quality consistent with maximum benefit to the people of the state.
